HomeMy WebLinkAboutRES NO 166-95 RESOLUTION NO. 1 6 6 ' 9 5 RESOLUTION DETERMINING THAT CERTAIN COMMUNICATION EQUIPMENT CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR, NOT TO EXCEED $60,000.00. WHEREAS, the existing Police Department Dictaphone voice logging recorder system has in excess of 85,000 hours of continuous uninterrupted operation and is experiencing excessive and frequent failure; and WHEREAS, existing logging recorder is no longer in production and replacement parts are difficult to procure ; and WHEREAS, it has been determined that the replacement voice logging recorder system shall employ digital technology recording on Digital Audio Tape (DAT) for better reliability and performance. New digital voice logging recorder system shall utilize user friendly software and hardware making operation more efficient and less stressful; and WHEREAS, a future need exists to have compatibility to network with the Kern County Sheriff's voice logging recorder system for emergency message backup and duplication; and WHEREAS, a technical specification has been defined and all respectable manufacturers have had their equipment screened for compliance with acceptable minimum technical standards; and WHEREAS, only one (1) manufacturer meets all critical technical specifications that are required to provide compatibility, performance, reliability, and operational confidence to ensure that all Police emergency voice recordings will be reliably archived for the next several years; and WHEREAS, the Finance Director has determined, and has recommended that this Council find, that the new digital logging recorder system can only be obtained from one vendor, Dictaphone Corporation, because of the future necessity to successfully network with the Kern County Sheriff's office Dictaphone digital logging recorder system (systems use proprietary software/hardware) and to provide reliable continuous operation as determined by meeting stringent technical specifications, recommends that this Council authorize dispensing with bidding therefor in accordance with Section 3.20.060 D of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows= The above recitals are true and correct and incorporated herein by reference. The Council hereby finds that the digital voice logging recorder system for the Police Department can only be obtained from one vendor because of the future networking requirements with the Kern County Sheriff's office and the need for a reliable digital voice logging recorder system that meets all critical specifications· ~ The Finance Director is authorized to dispense with bidding therefor and to negotiate the purchase of same from Dictaphone Corporation, not to exceed $60,000.00. ........... o0o ...........
