A RESOLUTION OF THE CITY OF BAKERSFIELD
APPROVING ANNUAL RENEWAL OF SUPPORT AND
MAINTENANCE SERVICES FOR VERSATERM'S
RECORDS MANAGEMENT SYSTEM (RMS)
SOFTWARE NOT TO EXCEED $200,000 PER YEAR.
WHEREAS, throughout 2000, the police department and City staff researched ways to
improve the department's records management system; and
WHEREAS, a committee was formed to determine if records management system
software existed which was more efficient and cost-effective than the system that the police
department was currently using; and
WHEREAS, without exception, other police agencies recommended Versaterm's records
management system (RMS) software; and
WHEREAS, in May, 2001, City Council authorized the purchase of Versaterm's RMS
software; and
WHEREAS, the RMS software went online late in 2002; and
WHEREAS, in April 2002, City Council authorized the purchase of Versaterm's CAD
software; and
WHEREAS, the CAD software went online in November 2003; and
WHEREAS, the software is performing up to expectations and interfaces well with other
department software; and
WHEREAS, pursuant to the terms of the software purchase agreement, the City received
one year of support and maintenance of the software commencing sixty (60) days after the
software went online; and
WHEREAS, support and maintenance of the software is essential to keep the software
upgraded and running efficiently, and is critical should the software, for any reason, fail; and
WHEREAS, the support and maintenance is due for renewal and this year's cost is set at
$93,784.00; and

WHEREAS, City desires to renew the support and maintenance service annually without
further City Council action as long as the cost does not exceed ONE HUNDRED SEVENTY-FIVE
THOUSAND DOLLARS ($175,000.00) and as long as it remains efficient to continue to utilize the
RMS software.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The Director of Information Technology or designee is authorized to annually renew
the maintenance and support for Versaterm's RMS system being utilized by the Bakersfield
Police Department without further City Council action, providing that the cost of such renewal
does not exceed ONE HUNDRED SEVENTY-FIVE THOUSAND DQLLARS ($175,000.00) per
year for as long as the City of Bakersfield is utilizing the software.
