a. Minutes of the Regular Meeting of September 8, 2003.
b. Approval of department payments from August 29, 2003 to
October 3, 2003 in the amount of $1,114,393.68.
C. Purchase of Real Property for the Old Town-Kern
Mixed Use Project; approve purchase Agreement, $120,000
with Maria C. Acosta & Paula M. Alvarez to purchase real
property located at 413 Kentucky Street.
d. Purchase of Real Property for the Old Town Kern
Mixed Use Project; approve purchase Agreement, $36,000
with George King to purchase real property located at 630
Kentucky Street.
Motion by Cohen, seconded by Prince, to adopt

Redevelopment Project Areas.
Staff comments by Redevelopment Agency Director Kunz.
Presentation by Redevelopment Agency Business
Manager Barnhard.
Motion by Prince, seconded by Cohen, to accept the Report.

NEW BUSINESS
a. Downtown Project Area - Debt Incurrence Deadline under
the provisions of SB 211:
1. A Resolution of the Bakersfield Redevelopment
Agency requesting that the City of Bakersfield
amend the Downtown Redevelopment Plan.
Motion by Raphael, seconded by Cohen, to adopt the
Resolution and forward to the City Council for adoption of the
Ordinance.
AGENCY STATEMENTS
Agency Member Prince inquired regarding RDA meetings being
noticed to the public. Assistant City Attomey Scanlan responded.
Agency Chair Mishoe asked if Agency Member Davenport's illness
would endanger her status as an Agency boardmember. Assistant
City Attorney Scanlan responded.
