RESOLUTION DISPENSING WITH BIDDING FOR
INCREASED SCOPE OF WORK FOR THE STINE ROAD
SEWER REF~%BILITATION PROJECT.
WHEREAS, the City is currently administering Contract
No. 93-92 with Griffith Company for the Stine Road sewer
rehabilitation project; and
WHEREAS, during the course of proceeding with the sewer
rehabilitation work, the lack of provision for house connections in
the original contracted work was discovered; and
WHEREAS, the existing house connections cannot be
economically reconnected to the main sewer, requiring construction
of new interceptor sewer facilities; and
WHEREAS, the progress of the Griffith Company contract is
suspended by, and dependent upon, completion of the interceptor
sewer and is causing substantial non-productive costs to be
incurred by the City during the suspension; and
WHEREAS, the competitive bidding process normally
requires two to three months time to complete and for construction
to commence; and
WHEREAS, Griffith Company is experienced in the type of
work involved in construction of interceptor sewers and has
provided a price quotation for the work that staff has determined
to be reasonable; and
WHEREAS, the increased scope of work involved in
constructing the required interceptor sewers needs to be integrated
into the existing Griffith Company contract to result in
efficiencies of time and costs.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
1. The foregoing recitals are true and correct and
incorporated herein.
2. The Council hereby finds that pursuant to Section
3.20.060 D.1 of the Ordinance Code that bidding for the increased
scope of work involved in constructing interceptor sewers related
to the Stine Road sewer rehabilitation project may be dispensed
with because of the necessity to successfully integrate the
construction of the interceptor sewers into the existing sewer
rehabilitation project.

3. The increased scope of work shall be integrated with
Contract No. 93-92 by approved change order.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the Council o{ the City of Bakersfield at a regular
