HomeMy WebLinkAboutRES NO 153-97RESOLUTION NO. 1 53- 9'7 A RESOLUTION DETERMINING THAT THE RECORDS MANAGEMENT SYSTEM FOR THE BAKERSFIELD FIRE DEPARTMENT CANNOT BE REASONABLY OBTAINED THROUGH USUAL BIDDING PROCEDURES; AND AUTHORIZING THE FINANCIAL DIRECTOR TO DISPENSE WITH BIDDING THEREOF, NOT TO EXCEED $125,000; AND APPROVAL OF AGREEMENT WITH H.T.E., INC., TO PURCHASE FIRE DEPARTMENT RECORDS MANAGEMENT SYSTEMS SOFTWARE. WHEREAS, the Bakersfield Fire Department purchased a Records Management System nine years ago; and WHEREAS, the California State Fire Marshal's office requires fire departments to report all fire incidents and various other information; and WHEREAS, the current Records Management System is incapable of generating the reports and records required by the California State Fire Marshal's office; and WHEREAS, the Bakersfield Fire Department desires to acquire a Records Management System which will enable it to comply with the State Fire Marshal's requirements, as well as allow creation of reports to assist the department in tracking trends, providing planning information and enabling better fire response in emergencies; and WHEREAS, the Bakersfield Fire Department also desires the Records Management System to integrate with the Corel Suite software and the H.T.E., Inc., personnel/payroll software operating on the City's computer network; and WHEREAS, after City staff conducted a thorough investigation and study, H.T.E., Inc., was found to be the only vendor offering a system that is capable of complying with the State Fire Marshal's requirements and also integrating with the City's current software systems; and -- Page 1 of 3 Pages -- WHEREAS, the Finance Director has determined, and has recommended the Council find, that the software the Records Management can only be reasonably obtained from one vendor, H.T.E., Inc., and recommends dispensing with bidding therefor in accordance with subsection D.1. of Section 3.20.060 of the Bakersfield Municipal Code; and WHEREAS, the City will need to acquire hardware, modems and telecommunication services to enable all fire stations to access the software; and WHEREAS, the hardware acquisition will be based on the City's bidding process; and WHEREAS, because some funds have previously been budgeted for these purchases, all that is needed to accomplish the purchases is approximately $109,000; and WHEREAS, staff recommends that Council appropriate $109,000 from the General Fund to purchase the Records Management System software and requisite hardware. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. Said software Records Management System can only be reasonably obtained from one vendor because this vendor offers the only system that meets the requirements of the Bakersfield Fire Department. 3. The Finance Director is authorized to dispense with bidding and to negotiate the purchase of same, not to exceed One Hundred Twenty-Five Thousand Dollars ($'125,000). 4. The Mayor is authorized to execute a contract, as approved by City staff, with H.T.E., Inc. 5.
