A RESOLUTION APPROPRIATING $507,000
FROM THE SEIZED PROPERTY TRUST FUND
TO THE POLICE DEPARTMENT CAPITAL
IMPROVEMENT BUDGET IN THE
FUND AND DETERMINING THAT
SOFzWARE FOR A RECORDS MANAGEMENT
SYSTEN CAN BE REAS(~ABLY OBTAIB~u
FROM ONLY ~ VENDOR, TIBURON,
INC., AND THAT HARDWARE FOR A
RECORDS MANAGEMENT SYST~f~ CAN BE
REASONABLY OBTAINED FROM 0~-LY
VENDOR, IBM, INC., AND AUTHORIZING
THE FINANCE DIRECTOR TO DISPENSE
WITH BIDDING T~FOR.
WHEREAS, the Police Department currently operates
a CAD System computer-aided dispatch project on an IBM mainframe
software from Tiburon, Inc.; and
WHEREAS, the Records Management System offered by
Tiburon, Inc., is the most comprehensive system available and is
compatible with the hardware and software currently in use; and
WHEREAS, use of the Records Management System
software from Tiburon, Inc., and hardware from IBM, Inc., would
eliminate potential problems that might arise between subsystems,
and provide for continuity of maintenance and upgrades.
WHEREAS, the Finance Director has determined, and
has recommended that this Council find, that Records Management
Systems software for the Police Department can only be reasonably
obtained from one vendor, Tiburon, Inc., and that hardware for
that system can only be reasonably obtained from one vendor, IBM,
Inc., and has recommended that this Council authorize dispensing
with bidding therefor in accordance with Section 3.20.060 D of
the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of
the City of Bakersfield as follows:
1. The above recitals are true and correct and
incorporated herein.
2. Five hundred seven thousand dollars ($507,000)
from the Seized Property Trust Fund is appropriated to the Police
Department capital improvement budget in the general fund for
purchase of a Records Management System.
3. In accordance with the recitals above, the
Council finds that software for a Records Management System and
hardware for a Records Management System for the Police

Department can only be reasonably obtained from one vendor
because of the necessity to successfully integrate them into the
existing CAD System, and authorizes the Finance Director to
dispense with bidding therefor and to negotiate the purchase of
same, not to exceed $507,000.
