HomeMy WebLinkAboutRES NO 72-94RESOLUTION ~ ~ '" 9 4 RESOLUTION APPROVING THE PROPOSAL FOR AB1220 FUNDS FOR MARKET DEVELOPMENT IN THE KERN COUNTY RECYCLING MARKET DEVELOPMENT ZONE. WHEREAS, Assembly Bill 1220 enacted in 1993 authorized funds for recycling market development outreach; and WHEREAS, the California Integrated Waste Management Board (Board) has been delegated the authority to determine the use of these funds for market development enhancement; and WHEREAS, the Board, on March 30, 1994, approved the allocation of up to $25,000 per Recycling Market Development Zone for direct assistance; and WHEREAS, the Board on March 30, 1994, designated Kern County (including its incorporated cities) as a Recycling Market Development Zone; and WHEREAS, the said procedures established by the Board require the applicant (Kern County and its incorporated cities) for funds to certify by resolution the approval of the scope of work and budget; and WHEREAS, the applicant will enter into an agreement with the State of California for the market development of the local Recycling Market Development Zone; NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Bakersfield, State of California, hereby approves the filing of the proposal, the scope of work, and the budget for the funds available under AB1220 for recycling market development outreach for the project specified above; and appoints the County of Kern as agent of the City of Bakersfield to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, or management requests which may be necessary for the completion of the aforementioned project. o0o Page 1 of 2 I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on ,10N 0 I 1~ , by the following vote: NOES: COUNCILMEMBERS ABSTAIN: COUNCILMEMBERS · .ABSENT; COUNCILMEMBERS AYES: COUNCILMEMbERS McDERMOTT. On March 30, 1994, California Integrated Waste Management Board (Board) awarded f'mal designation to the zone. The KCRMDZ encompasses all of the industrially zoned property within Kern County and the City of Lancaster in Los Angeles County. The population of Kern County is approximately 600,000. The City of Lancaster has a population of 102,000. Unemployment has been between 10% and 15% for more than 10 years. April 26, 1994 Zone businesses are relatively unfamiliar with the RMDZ benefits package. There are over 400 manufacturing firms within the Zone. Approximately 30 of these are currently using recycled materials in their processing. The purpose of this proposal is to educate the business community to the RMDZ benefits package. Focusing marketing efforts on existing firms is the most productive fu~t phase use of the available resources in a new Zone. During the second phase, Staff will gear up to solicit new The project objective is to promote recycling market development efforts by retention and expansion of existing firms, and to attract of new companies. Staff will encourage existing firms to converl some or all of their operations to using recycled feedstock and/or to expand their product lines if they already use recycled feedstock. Staff will give assistance to these ~'~rms to apply for the low interest loans. Staff will work with Kern Economic Development Corporation to encourage new funns to locate their operations in Kern County or in Lancaster. The primary focus of the proposal involves development of collateral materials to educate and familiarize local and prospective businesses on the advantages and benefits of a Recycling Market Development Zone (RMDZ) in Kern County. Kern County Waste Management Department staff in conjunction with Kern Economic Development Corporation (KEDC) and the Kern County Board of Trade CKCBoT) staff will develop marketing materials (including brochures and zone fact sheet) highlighting the zone and its incentive programs. Staff will distribute the promotional package through mass mailing to targeted firms and through personal contact at trade shows and industry specific seminars and conventions. The zone coordinator for the unincorporated county areas, the Waste Management Department's public information officer, and KEDC and KCBoT staff will make up the project team implementing the scope of work. The proposal budget includes design and production of a promotional package, distribution costs, promotional video duplication, photography and trade journal advertising. The zone administrator and coordinator look forward to participating in the upcoming training sessions provided by the CIWM~ to maximize the effectiveness of the zone. Kern County Recycling Market Development Zone Request For Funds California .Integrated Waste Management Board April 26, 1994 The zone administrator will submit a report to the Board analyzing the methods used, the outcome, and an overall evaluation of the project by June 30, 1996. This report will be available for other zone administrators, as well. The zone administrator may present a summary of the project and provide the results at a zone administrator's workshop in 1996. Method, Time Frame, and Staffing Purpose: To offer expansion possibilities to existing businesses and solicit new business in conjunction with a well coordinated, professionally planned marketing effort. Objective: To educate local businesses concerning the objectives, benefits and advantages of a Recycling Market Development Zone. To assist existing businesses in accessing RMDZ benefits in order to expand existing markets and develop new markets for recycled materials. Method: Develop promotional brochure and cover letter. Print 10,000 promotional packages. Promotional brochure will include a self-addressed "tear-off" response card to enable recipient to request additional information on RMDZ services. Time frame: Eight weeks. Complete by September 1, 1994. Retain professional photographer to develop promotional photographs to enhance bwchures, news releases, and feature articles. Time frame: Eight weeks. Complete by September 1, 1994. Obtain and duplicate Kern County promotional videotape from Kern Economic Development Corporation for distribution to prospective businesses. Time frame: Eight weeks. Complete by September I, 1994. Distribute promotional package to businesses, Chambers of Commerce, lenders, and recycling industry leaders. Stagger mailings so that zone coordinator can follow up with telephone calls during the week after mailings. Time frame: Twelve weeks. Complete by December 1, 1994. Time frame: July 1994 -- June 1996. Assist identified targeted businesses with conversion to usin8 secondary materials or with expansion of procluct line plans (zone administrator, Board staff, other identified key participants). Time frame: November 1994 -- March 1996, Assist appropriate businesses with loan applications for quarterly deadlines for loan applications (zone administrator, Board staff). Time frame: July 1994 - June 1996. Attend CRRA conference and the zone administrators' meeting at the conference (zone administrator and coordinator). Time frame: To be announced in 1995 and 1996. Summarize, analyze, and evaluate project results. Write report for Board and zone Coordinators presenting the methods used, a summary and analysis of the project, and discussing the results. Provide a critique of how other zones could improve or adjust this if they were to adopt the method (zone coordinator, zone administrator). Present report at zone administrators' meeting or workshop. Submit report to Board. Time frame: by June 30, 1996. Staffing: The Kern County Waste Management Department is charged with providing environmentally safe management of liquid and solid waste. The Advance Planning and Waste Diversion Division will be responsible for fulfilling the goals and objectives of this project. Managed by Nancy Ewert, PE (BS Agricultural Engineering), the Division is responsible for the development and implementation of a variety of waste diversion programs throughout the County and also the planning and development of future solid waste facilities. Ms. Ewert, the zone administrator, will be responsible for directing and coordinating overall activities and scheduling project development. County Waste Management Department', ORIGINAl_ Kern County Recycling Market Development Zone Request For Funds California Integrated Waste Management Board April 26, 1994 Susan Reid (BS Geology, MBA), the zone coordinator, will work with the Department's public information officer and the Kern Economic Development Corporation to develop and implement a comprehensive market development promotional program as described in this proposal. Katherine Eddy (BA, Journalism), fine Department's public information offtcer, has more than 14 years of experience working with the Kern County media. In a 9 month span, Ms. Eddy coordinated more than 325 radio, television and newspaper exposures. Kern Economic Development Corporation (KEDC) and Kern County Board of Trade CKCBoT) will actively promote the advantages of the Zone at the various trade shows and conventions they attend. In addition, when KEDC staff work with prospective industrial manufacturing clients, they will explain Zone benefits and assist the prospect with determining how that firm can benefit by participating in the Zone. Most importantly, KEDC acts as a facilitator, assisting businesses with siting, permitting, and staffing.
