A RESOLUTION AUTHORIZING THE
SUBMI'ftAL OF AN APPLICATION FOR A
LOAN FROM THE STATE OF CALIFORNIA
DEPARTMENT OF WATER RESOURCES
WHEREAS, the City of Bakersfield Domestic Water Enterprise provides drinking water and
fire protection service to over 60,000 consumers in Bakersfield; and
WHEREAS, the City of Bakersfield has stored Kern River water in its "2800 Acres"
Groundwater storage area for use by the City and its residents; and
WHEREAS, the Agricultural/Domestic Water Interface Project, when completed, will
enable the City to distribute the stored water from the "2800 Acres" in the City Domestic Water
service area and provide excellent quality water, reduce overdraft and help stabilize water rates; and
WHEREAS, three of the four phases of the Interface Project are nearing completion and
the fourth and final phase, the storage/regulating tank, is required to fully integrate the project; and
WHEREAS, the California Water Conservation and Water Quality Bond Law of 1988,
administered by the California Department of Water Resources, has funding available to aid local
water supply construction projects, such as the regulating/storage tank; and
WHEREAS, the cost to construct the regulating/storage tank is estimated to be
$3,000,000.00;
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield, as
follows:
1. Pursuant and subject to all of the terms and provisions of the California Water
Conservation and Water Quality Bond Law of 1988 and amendments thereto, application by the City
of Bakersfield be made to the State of California Department of Water Resources for a loan of
$3,000,000.00 to fund the construction of a water storage/regulating tank and completion of the
Agricultural/Domestic Water Interface Project.
2. The Water & Sanitation Manager of the City of Bakersfield is hereby authorized and
directed to prepare the necessary data, make investigations, sign and file such application for the
