CITY OF MINSR, REPUELIC OF RELARUS AS A
SISTER CITY OF THE CITY OF BAKERSFIELD.
WHEREAS, in April 1993, Bakersfield Sister City Project
Corporation Board Members Jim Caswell and George Ogden made an
official visit to the Partisan District - City of Minsk; and,
WHEREAS, in October 1993, a return visit was made to
Bakersfield by an official delegation of said city; and
WHEREAS, the Mayor Matusevich and Vice-Mayor Buko of
said city met with the Mayor and several councilmembers of the
City of Bakersfield and expressed a desire to form a Sister City
relationship; and,
WHEREAS, in April 1994, the District City Council of
the Partisan District - City of Minsk, Republic of Belarus,
passed a resolution adopting Bakersfield as its Sister City; and,
WHEREAS, the Sister City Program is recognized
worldwide and is designed to promote mutual understanding and
good will by an exchange of ideas, materials and visits; and,
WHEREAS, the Sister City program has as its aim the
bridging of cultural diversity that divides people, the removal
of misunderstanding that hinders the peaceful exchange of ideas,
customs, youth and sports visits, technological relationships,
and the building of a lasting peace that strengthens individual
freedom and cooperation in a wide variety of social, economic and
political relationships.
NOW, THEREFORE, the City Council of the City of
Bakersfield does hereby resolve that the Partisan District - City
of Minsk, Republic of Belarus be designated as Sister City to the
City of Bakersfield, authorizes the Mayor of Bakersfield to sign
all documents to implement the Sister City relationship, and that
a copy of this resolution be forwarded to the Mayor of said city.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
