A RESOLUTION DESIGNATING THE CITY OF
BAKERSFIELD AS A PARTICIPANT IN THE SAN
JOAQUIN VALLEY CLEAN AIR TRANSPORTATION
COALITION AND AUTHORIZING THE EQUIPMENT
SUPERINTENDENT TO APPLY TO THE DEPANTMENT OF
ENERGY FOR DESIGNATION OF BAKERSFIELD AS A
"CLEAN CITY".
WHEREAS, it is desirable to reduce our dependence on
gasoline and diesel fuels, particularly for vehicle fleets; and
WHEREAS, the California Low Emissions Vehicle legislation
establishes an aggressive program for the introduction of low
emissions vehicles; and
WHEREAS, California industries have led the nation in the
development of alternative fuel vehicle technology and it is in the
interest of promoting new business opportunities for the region to
support the introduction of alternate fuel vehicles; and
WHEREAS, the San Joaquin Valley does not meet clean air
standards set forth in the California Clean Air Act and must comply
with alternate fuel requirements of said Act; and
WHEREAS, public health is enhanced through
displacement of traditional transportation fuels; and
the
WHEREAS, it is in the interest of residents, business
visitors and other constituencies of the region to receive the
benefits of increased use of alternative fuels; and
WHEREAS, it is desirable to minimize fleet conversions
costs for all fleet owners; and
WHEREAS, it is paramount to establish a self-sustaining
alternative fuel infrastructure and market place; and
WHEREAS, the City of Bakersfield has been involved with
clean air alternative fuels for a number of years;
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The City of BaKersfield is hereby designated as
a member of the San Joaquin Valley Clean Air Transportation
Coalition, and the Equipment Superintendent for the City of
Bakersfield is authorized to sign the attached non-binding
Memorandum of Understanding in connection therewith.
2. The Equipment Superintendent, by copy of this
Resolution and Memorandum of Understanding, is also hereby
authorized to apply to the United States Department of Energy for
designation of the City of Bakersfield as a "Clean City".

This non-binding Memorandum of Understanding (MOU) is by and among the
San Joaquin Valley Clean Air Transportation Coalition stakeholders (Central
Valley Chapter) whose membership will change over time but currently includes:

MEMORANDUM OF UNDERSTANDING, cont.
The stakeholders, consisting of federal, state, local agency and private
businesses, in the interest of:
1) reducing the national dependence on imported petroleum for transportation
uses as specified in the Energy Policy Act of 1992,
2) working towards meeting vehicle emission standards as outlined in the
Clean Air Act of 1990,
3) educating the public on alternative fuels and alternative-fueled vehicles,
4) encouraging the development of a market driven and sustained public
alternative fuel infrastructure,
5) reducing fleet operating costs,
will join together, to the extent riscally and reasonably practical, to acquire and
operate 3,000 natural gas vehicles in the San Joaquin Valley within two years.
The acquisitions of alternative fuel vehicles will be coordinated with other
alternative fuel vehicle infrastructure needs, including refueling sites, operation
and maintenance services and vehicle availability. These vehicles will be
incorporated into federal, state and local government and private sector fleets,
whose operators will receive assistance in collecting and analyzing data to
determine the environmental, economic, and performance attributes of the
alternative fuel vehicles. GSA has committed to the placement of alternate
fueled vehicles throughout the San Joaquin Valley as fueling infrastructure is
established. Information will be gathered and shared among the parties to this
agreement. Funding and/or services for the project will also be shared with the
parties to this agreement in a manner to be determined. The signing parties will
also endeavor to leverage additional resources by recruiting other public and
private sector parties to support the project. The Coalition will provide an annual
progress report to the DOE and help facilitate public awareness of alternate
fuels through its Public Information Committee.
The Coalition will provide direction and define the objectives of this project
through its executive board and appropriate committee(s). The Implementation
Plan (Attachment 2) will serve as the guide document for this purpose.
This MOU is not intended to and does not create any contractual rights and
obligations with respect to the signatories or any other parties. This MOU may
be amended with the consent of the signing parties and may be terminated by
the mutual consent of this signing parties or by any party upon 30 days' written
notice to the other parties. This MOU shall become effective the day the last
party to sign does so.
