RESOLUTION DETERMINING THAT CALL BOXES
FOR THE KERN RIVER BIKE PATH CANNOT BE
REASONABLY OBTAINED THROUGH USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING THEREFOR
AND TO NEGOTIATE THE PURCHASE OF TWELVE
CALL BOXES, NOT TO EXCEED $1,800 PER UNIT.
WHEREAS, the Kern River Bike Path and Panorama Drive Bike Path currently
have no facilities to contact necessary services in the event of an emergency; and
WHEREAS, call boxes will provide a method by which users of the Kern River and
Panorama Drive Bike Path can call to obtain assistance from the Bakersfield Police
Department; and
WHEREAS, the funds necessary to purchase twelve call boxes have been donated
by the private donors; and
WHEREAS, the only call boxes that provide the features desired for the Kern River
and Panorama Drive Bike Path are available from GTE Government Services, Inc., making
this company the sole source for the call boxes; and
WHEREAS, the Finance Director has determined, and has recommended that this
Council find, that the purchase of the call boxes can only be reasonably obtained from one
vendor (GTE Government Services, Inc.) because of restricted availability of the call boxes
and has recommended that this Council authorize dispensing with bidding requirements in
accordance with Section 3.20.060 D of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The Council hereby finds that purchase of call boxes for the Kern River and
Panorama Drive Bike Path can only be reasonably obtained from one vendor (GTE
Government Services, Inc.) because of the restricted availability of such equipment and
authorizes the Finance Director to dispense with bidding therefor and to negotiate the
purchase of twelve call boxes, not to exceed $1,800 per unit.
