RESOLUTION DETERMINING THAT CERTAIN DIGITAL
BLACK AND WHITE AERIAL IMAGERY COMPATIBLE
WITH PHOTOMAPPER SOFTWARE CANNOT BE REASONABLY
OBTAINED THROUGH USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE
WITH BIDDING THEREFOR, NOT TO EXCEED $81,000
WHEREAS, City has numerous employees who depend upon aerial imagery to
accomplish their assignments; and
WHEREAS, City provides access to the aerial imagery for these employees
through the PhotoMapper~ software; and
WHEREAS, City currently has unlimited licensing for the PhotoMapper~
software; and
WHEREAS, City has a need for up-to-date aerial photography within the City of
Bakersfield 2010 General Plan; and
WHEREAS, City has determined that it will be more efficient to continue with the
City's software; and
WHEREAS, color imagery exceeds the 2003-2004 budget; and
WHEREAS, ImageAmerica, Corp provides black and white aerial imagery; and
WHEREAS, ImageAmerica, Corp will provide black and white imagery at a
higher resolution to the City; and
WHEREAS, ImageAmerica, Corp will provide imagery compatible for use with
PhotoMapper~ software; and
WHEREAS, ImageAmerica, Corp will provide imagery two (2) times this calendar
year to the City; and
WHEREAS, the Finance Director recommends the Council find said digital black
and white aerial imagery cannot be reasonably obtained from more than one vendor
and recommends that the Council dispense with bidding in accordance with subsection
D.2 of Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:

The above-recitals are true and correct and incorporated herein by
reference.
The digital black and white aerial imagery cannot be reasonably obtained
from more than one vendor because of the standard industry is color
aerials and agreement to provide imagery format to successfully integrate
such updated digital aerial imagery into the City's existing software to view
such aedals.
The Finance Director is authorized to dispense with bidding in accordance
with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal
Code.
The expenditure of funds for said digital aedal imagery shall not exceed
$85,OO0.
I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by
the City Council of the City of Bakersfield at a regular meeting thereof held on
