HomeMy WebLinkAboutRES NO 164-04RESOLUTION NO. ] 6 4 - 0 J._ A RESOLUTION DETERMINING THAT AN LDV MOBILE COMMAND VEHICLE CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR, IN AN AMOUNT NOT TO EXCEED $215,000 WHEREAS, a Mobile Command Vehicle is needed by the Bakersfield Police Department and must fall within the City's budgetary limitations; and WHEREAS, the Mobile Command Vehicle must have certain specialized items, such as specialized wiring for radio, telephone and emergency lighting equipment which will allow the City to provide its own equipment and installation for cost savings; and WHEREAS, LDV, Inc. has agreed to provide the above specialized equipment and configuration for Model No. MCC26LGS260-2001 (a used vehicle); and WHEREAS, the restricted availability involved with the purchase of used vehicles make it impractical for normal bidding procedures; and WHEREAS, LDV, Inc. is a vendor recognized by the State and Local Enforcement Equipment Procurement Program (otherwise known as the 1122 Program); WHEREAS, the State and Local Enforcement Equipment Procurement Program allows state and local governments to purchase equipment at significant cost reductions; and WHEREAS, LDV, Inc. and LDV Model MCC26LGS260-2001 qualify for the State and Local Enforcement Equipment Procurement Program, including significant refunds; and WHEREAS, the LDV GSA price for the Mobile Command Vehicle is $214,393.00; and WHEREAS, the Finance Director has determined the pumhasing of certain used vehicles cannot follow normal bidding procedures, and has recommended this Council authorize dispensing with bidding therefore, in accordance with Section 3.20.060 of the Bakersfield Municipal Code. -- Page 1 of 3 Pages -- S:\COUNClL\Resos\SoleSou rce~BPD-LDVMobileCommandVeh.3-31-04.doc NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: reference. The above recitals are true and correct and incorporated herein by 2. The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment or materials. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4.
