HomeMy WebLinkAboutRES NO 167-93RESOLUTION RESOLUTION APPROVING SUBMITTAL OF APPLICATION FOR THE KERN COUNTY RECYCLING MARKET DEVELOPMENT ZONE, DESIGNATING COUNTY AS LEAD AGENCY IN SUBMITTAL AND CEQA COMPLIANCE. WHEREAS, the City of Bakersfield has reviewed the information relative to the Recycling Market Deyelopment Zone Program, under the California Integrated Waste Management Act of 1989; and WHEREAS, the County of Kern and Participating Cities in Kern County have agreed to be co-applicants in the submittal of this application for a California Recycling Market Development Zone; and WHEREAS, the City of Bakersfield must reduce the levels of waste disposed in landfills, specifically a 25% reduction by the year 1995 and a 50% reduction by the year 2000 as mandated by AB 939; and WHEREAS, the proposed Kern County Recycling Market Development Zone application to the California Integrated Waste Management Board would assist in meeting the mandated reductions in waste disposed of in landfills; and WHEREAS, the proposed Recycling Market Development Zone would provide incentives for commercial and industrial development, thereby helping to alleviate the i ' C ty s unemployment rate; and WHEREAS, designation of the proposed zone would assist existing and new businesses in utilizing post-consumer waste materials and in development methods to add economic value to secondary materials, through technical, marketing and financing incentives; and WHEREAS, the development of local markets for recycled materials would reduce the need to transport recyclable matehals out of the region in the future; and Page 1 of 3 ORIGINAL WHEREAS, a multijurisdictional waste stream would be economically advantageous to the development of businesses requiring a reliable and steady supply of recyclable materials; and WHEREAS, the City of Bakersfield is committed to implementing and marketing the proposed zone and providing the necessary support to ensure the zone's success; and WHEREAS, the following findings are made: Current and planned City waste management practices, programs, and conditions are favorable to the development of post-consumer waste materials markets; and The designation of the proposed Zone as a Recycling Market Development Zone is necessary in order to assist in attracting and developing private sector recycling business investments to the zone. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield, State of California, hereby designates the County of Kern as Lead Agency for the preparation and submittal of the Recycling Market Development Zone application and for compliance with the California Environmental Quality Act of 1970, as amended (CEQA) and the State CEQA Guidelines; and BE IT FURTHER RESOLVED, that the City Council of Bakersfield, State of California hereby approves the submittal of the attached Recycling Market Development Zone application to the California Integrated Waste Management Board. o0o Page 2 of 3 ORIGINAL I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on 0r`T 2 ? lffi~ , by the following vote: AYES: COUNClLMEt,*tBE~S ~c~ERMOTT, EDWARDS.
