RESOLUTION DETERMINING THAT
DEFIBRILLATORS CAN BE REASONABLY
OBTAINED FROM ONLY ORE VENDOR,

AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING, THEREFORE,
NOT TO EXCEED $46,300.00.
WHEREAS, use of defibrillators is part of an
E.M.S. approved program; and
WHEREAS, the defibrillators available from Laerdal
Medical Group have a computer module data collection component,
which makes use of the defibrillators more reliable; and
W/~EREAS, currently, E.M.S. has a module to obtain
data from the Laerdal defibrillators in order to complete the
required state reports; and
WHEREAS, the Bakersfield Fire Department currently
has four defibrillator units which are similar and compatible
with those available from the Laerdal Medical Group, making for
more uniform training and ease of use; and
WHEREAS, the Kern County Fire Department currently
possesses the same type and make of defibrillators, which is
important as supplies and training of both the Kern County and
the Bakersfield Fire Departments are under the umbrella of the
E.M.S.; and
WHEREAS, the Finance Director has determined, and
has recommended that this Council find, that defibrillators for
the Fire Department can only be reasonably obtained from one
vendor and has recommended that this Council authorize dispensing
with bidding therefor in accordance with Section 3.20.060 D of
the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of
the City of Bakersfield as follows:
1. The above recitals are true and correct and
incorporated herein.
2. In accordance with the recitals above, the
Council finds that defibrillators for the Fire Department can
only be reasonably obtained from one vendor because of the
necessity to successfully integrate these units into the E.M.S.
system, and authorizes the Finance Director to dispense with

bidding therefor and to negotiate the purchase of same, not to
exceed $46,300.
