RESOLUTION NO.
RESOLUTION DETERMINING THAT CERTAIN
COMMUNICATION EQUIPMENT CAN BE REASONABLY
OBTAINED FROM ONLY ONE VENDOR, MOTOROLA C & E,
INC. AND AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFOR, NOT TO EXCEED
$27,000.00.
WHEREAS, the Narcotics detail of the Police Department
has a need for 12 encrypted mobile radios. These radios will
enable officers to communicate from their vehicles with voice
security; and
WHEREAS, these radlos need to be compatible with existing
Motorola Saber portable radios and Spectra mobile radios; and
WHEREAS, Radio technicians and police officers are
familiar with the operation of these radios, reducing the need for
further training or the purchase of test equipment; and
WHEREAS, National Security Administration regulations
require the sale of this type of radio be direct from the
manufacturer to the using law enforcement agency; and
WHEREAS, the Finance Director has determined, and has
recommended that this Council find, that encrypted mobile radios
for the Police Department Narcotics detail can only be reasonably
obtained from one vendor, Motorola C & E, Inc., because of the
necessity to successfully integrate these radios into the Police
Department system and has recommended that this Council authorize
dispensing with bidding therefor in accordance with Section
3.20.060 D of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield as follows:
The Council hereby finds that encrypted mobile radios for
the Police Department can only be reasonably obtained from one
vendor because of the National Security Administration regulations
and because of the necessity to successfully integrate these radios
into the Police Department system and authorizes the Finance
Director to dispense with bidding therefor and to negotiate the
purchase of same, not to exceed $27,000.00.
