HomeMy WebLinkAboutRES NO 164-93RESOLUTION NO.1 6 4 - 9 $ RESOLUTION DETERMINING THAT USED CARS CANNOT BE REASONABLY OBTAINED THROUGH USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH RIDDING THEREFOR, NOT TO EXCEED $50,000.00. WHEREAS, the Bakersfield Police Department needs four (4) replacement vehicles for the Vice/Narcotics Division; and WHEREAS, used vehicles are less expensive than new ones and are suitable for the needs of this department; and WHEREAS, the unique characteristics of used cars make it impractical for normal bidding procedures; and WHEREAS, the Finance Director has determined, and has recommended that this Council find, that used cars for the Police Department can only be reasonably obtained from one vendor because of the necessity to successfully integrate these vehicles into the Bakersfield Police Department system and has recommended that this Council authorize dispensing with bidding therefor in accordance with Section 3.20.060 D of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The Council hereby finds that used cars for the Police Department can only be reasonably obtained from one vendor because of the necessity to successfully integrate these vehicles into the City system and authorizes the Finance Director to dispense with bidding therefor and to negotiate the purchase of same, not to exceed $50,000.00. ........... ooo .......... Lozano - Equipment Supt. Subject: Purchase of 4 Used Vehicles and Electronic Equipment for Police Department At the Council meeting of September 22, 1993, City Council approved the appropriation of $50,000 for the purchase of four replacement used vehicles for the Police Department. The funds to be transferred to the Equipment Management fund; however, the purchase of used vehicles does not lend itself to normal purchasing practices. I am requesting that a resolution be processed authorizing the Finance Director to purchase 4 used vehicles for an amount not to exceed the appropriated $50,000. During the same Council meeting, $55,000 was appropriated for the purchase of 12 encrypted radios and 17 pagers, these items also for the Police Department. The radios are a sole source item because National Security Administration Regulations require the sale of these types of radios be direct from the manufacturer to law enforcement agencies. I recommend we seek Council approval, by resolution, to sole source purchase 12 Motorola Spectra A-3 police vehicle radio packages from Motorola C & E, Inc. fbr an amount not to exceed the already appropriated $27,000.
