HomeMy WebLinkAboutRES NO 179-99RESOLUTION NO. ]. 7 9 - 9 9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD ESTABLISHING PREFERENTIAL RESIDENT PERMIT PARKING IN CERTAIN DESIGNATED AREAS. WHEREAS, the City Council for the City of Bakersfield finds and determines as follows: (a) The City Council, Mayor, and City staff have received complaints from residents of 1300 to 1419 Princeton Avenue, as well as 1411 and 1421 Panorama Drive in Bakersfield concerning lack of available parking near their homes, litter, and noise; (b) The 1200 to 1425 blocks of Panorama Drive, Princeton, and Radcliffe Avenues in Bakersfield, (herein collectively referred to as "affected areas"), are predominantly residential; (c) The affected areas already provide only marginally adequate on-street parking for residents; (d) Currently, street parking in the affected areas, across from Bakersfield Community College, is congested with vehicles parked by persons not residing in the area; (e) The large amount of Bakersfield Community College off-campus parking has a detrimental effect on the health, safety, and general welfare of the residents in the affected areas by increasing non-resident traffic volume and parking demand, creating unreasonable burdens on residents in gaining access to the dwellings, greater noise and air pollution, increased litter problems, a greater risk of traffic accidents, and a threat to the residential character of the neighborhood. WHEREAS, the City Council for the City of Bakersfield believes that limiting the parking of vehicles in the affected areas to vehicles registered or controlled and exclusively used by persons residing in the area and their guests is necessary in order to preserve the quality of life of persons residing in the area; and WHEREAS, California Vehicle Code, Section 22507 allows municipalities to establish preferential parking by resolution or ordinance. Page 1 of 3 NOW, THEREFORE, BE IT RESOLVED, incorporating the above recitals herein, by the Council of the City of Bakersfield as follows: That street parking from 1300 to 1419 Princeton Avenue, as well as 1411 and 1421 Panorama Drive shall be preferential resident permit parking only from 8:00 a.m. to 5:00 p.m. Monday through Friday. That the Traffic Authority for the City Of Bakersfield is authorized to erect such street signs that are necessary to properly notify the general public of parking restrictions on Princeton Avenue and Panorama Drive. That the residents of 1300 to 1419 Princeton Avenue, as well as 1411 and 1421 Panorama Drive may acquire three permits at each residence for use by the residents. That the Chief of Police shall issue such permits, at no charge, in accordance with the intent of this Resolution. Violations of the provisions of this Resolution are subject to immediate ticketing and towing when authorized signs are in place.
