A RESOLUTION AMENDING RESOLUTION NO. 90-92 SETTING SALARIES AND RELATED BENEFITS FOR OFFICERS AND EMPLOYEES OF THE GENERAL SUPERVISORY, POLICE SUPERVISORY AND MANAGEMENT UNITS. WHEREAS, Resolution No. 90-92 set salaries and related benefits for officers and employees of the General Supervisory, Police Supervisory and Managements Units of the City, the City desires to make amendment thereof. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective July 28, 1993, the Salary Schedule, a part of Resolution No. 90-92, is hereby amended as follows: 1. Parks: Supervises the daily operations of maintaining public parks and facilities, landscaped medians and street right-of-ways; directs and participates in the forecast of additional funds needed for staffing, equipment, materials and supplies; prepares work schedules; attends meetings with the public, staff and other city departments. Recreation: Supervises recreation programs; prepares and issues news releases; gives talks before civic groups; conducts surveys to determine community recreation needs and to evaluate the adequacy of existing programs. Sanitation: Supervises and coordinates the municipal, contract and waste diversion services provided by the Sanitation Division; arranges and handles public information issues and conducts meetings with various civic groups; conducts surveys to evaluate existing services and pilot programs as implemented. Streets: Supervises and plans routine and special maintenance and cleaning work on city streets; oversees the assignment of crews of skilled, semiskilled and unskilled personnel; oversees the assignment of appropriate equipment; makes or supervises periodic checks of all streets and alleys for maintenance and cleaning priorities and needs, including repairs, resurfacing, surface sealing and drainage. Wastewater: Supervises and coordinates the operation and management of the wastewater treatment plants and the pretreatment/revenue programs; assists in the review of plans and specifications for additions and expansions of the wastewater treatment facilities and oversees their timely completion; conducts inspections of facilities; oversees the programs for issuance of wastewater discharge permits and assessing sewer user fees; requisitions supplies and materials. NEW JOB SPECIFICATION CITY OF BAKERSFIELD CLASS SPECIFICATION: UNIT: GENERAL SUPERVISORY EE04: PROFESSIONALS 715 CLASS TITLE: ASSISTANT SUPERINTENDENT CLASS SUMMARY: This is a multi-divisional classification for use in the Construction, Equipment, General Services, Parks, Recreation, Sanitation, Streets and Wastewater Divisions. Under direction, performs a wide variety of administrative duties related to: preparation and administration of the division budget; development and implementation of division goals, objectives, policies, procedures and work standards; staff selection, training and development; supervision involving organization, assignment and review of the work of supervisory, skilled, semi-skilled, unskilled, temporary and contract employees; employee performance evaluation and administration of progressive discipline; preparation of reports; maintenance of records; problem identification, investigation and resolution; emergency response; public speaking and response to public inquiries. REPRESENTATIVE DUTIES: In addition to the above, the following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not limiting. Essential Duties: Construction: Supervises the inspection of construction projects for city streets, sewers and storm drains; checks complaints from the public; replies to emergency calls and assigns crews and equipment as required; requisitions equipment, supplies and materials; interprets construction plans and specifications. Equipment: Supervises daily fleet maintenance operations; coordinates between shifts and repair locations; provides technical assistance to staff; evaluates all vehicle and fleet equipment purchase requests and develops specifications to ensure purchases meet City and user needs; researches new operational methods, techniques and equipment; directs the inventory of necessary tools, supplies and equipment; prepares plans, specifications and bids for contract work; develops written maintenance instructions and schedules; ensures current registration and licensing of fleet vehicles and compliance with relevant codes; recommends the purchase, sale or disposal of new and used vehicles and equipment. CLASS TITLE: ASSISTANT SUPERINTENDENT 4 Licenses, Certificates or Special Reauirements: Possession of a valid Class "C" California Driver's License. Assistant Superintendent in Equipment requires possession of a valid Class "A" California Driver's License. Assistant Superintendent in Wastewater requires possession of a Grade IV Wastewater Plant Operator Certificate issued by the State Water Resources Control Board, Physical Conditions or Special Workinq Conditions: To be specified for each individual position. May involve: standard office and/or shop environment (Equipment, Recreation, Sanitation); unpleasant and potentially hazardous conditions (Wastewater); outdoor work in all weather conditions (Construction, Parks, Streets); exposure to unpleasant and potentially hazardous conditions such as pesticides (Parks); work in confined areas and heights and exposure to unpleasant and potentially hazardous conditions (General Services). Doc CLASS TITLE: ASSISTANT SUPERINTENDENT 3 DISTINGUISHING CHARACTERISTICS: The incumbent is responsible for assisting the division Superintendent in varied administration and programmatic areas. This class is distinguished from the Superintendent in that the latter has full management and administrative responsibility for division operations. QUALIFICATIONS GUIDE: The basic requirements are common to all divisions with the provision that the education, experience, knowledge, skills and abilities may be specified in the appropriate technical program area. Knowledqe of: Public administration principles and methods including goal setting, policy and procedure development and implementation; budget development and administration; employee supervision, training and evaluation; principles, practices and procedures related to the technical program area assigned; types and uses of related tools and equipment; safety practices, safe work methods and safety regulations related to work; computer applications related to work. Ability to: Plan, organize, coordinate, direct, assign, review and evaluate the work of a diverse group of employees engaged in a variety of tasks; analyze complex technical and administrative problems, evaluate alternatives and recommend or adopt effective solutions; develop and implement goals, objectives, policies, procedures, work standards and internal controls; prepare clear and concise records, reports, correspondence and other written materials; maintain effective working relationships; interpret laws and regulations; utilize a computer for related applications; make public presentations; maintain positive public relations. Traininq and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is: Graduation from an accredited college or university with a Bachelor's degree in appropriate program or related technical area (Construction, Equipment, General Services, Parks, Recreation, Sanitation, Streets or Wastewater) and three (3) years experience in appropriate program or related technical area of which two years have been at a supervisory level. Additional supervisory or lead experience may be substituted for the education on a year-for-year basis to a maximum of two years. (Substitution of supervisory experience for education will not be allowed for the Assistant Superintendent in Recreation.) DESIRABLE MINIMUM QUALIFICATIONS: Training and Experience: Graduation from high school or vocational school, or attainment of a satisfactory score on a G.E.D. test, and six years' experience in the construction or maintenance of municipal facilities; or an equivalent combination of training and experience which provides the capabilities to perfor~ the described duties. KnowledGe, Skills and Abilities: Considerable knowledge of methods, tools, equipment and practices of construction, maintenance, repairs, and cleaning of municipal facilities; considerable knowledge of types and uses of automotive and related equipment required; considerable k~owledge of occupational hazards. EXAMPLES OF DUTIES: Streets: Plans routine and special maintenance and cleaning work on city streets; assigns crews of skilled, semiskilled and unskilled personnel to tasks and assigns appropriate equipment; makes regular visits to work in progress and inspects finished work; makes periodic checks of all streets and alleys for maintenance and cleaning priorities and needs, including repairs, resurfacing, surface sealing, and drainage; checks and inspects streets repair work by utility companies for adequacy and compliance with city standards; Parks: Supervises the propagation, planting and transplanting of trees, shrubs, and flowers in the city parks and other public grounds, and the care of public lawns; supervises custodial maintenance and protection of park facilities and buildings, inspects park facilities and assigns appropriate equipment and staff to maintenance and repair tasks; supervises construction and maintenance of athletic grounds and playgrounds, and maintenance and repair of swimming pools.
