AMENDMENT NO. 2 TO RESOLUTION NO. 66-99
APPROVING MEMORANDUM OF UNDERSTANDING
FOR EMPLOYEES OF THE BLUE AND WHITE
COLLAR UNITS AND ADOPTING SALARY SCHEDULE
AND RELATED BENEFITS.
WHEREAS, Resolution No. 66-99 sets salaries and related benefits for
employees of the Blue and White Collar Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
that effective immediately, the Salary Schedule, a part of Resolution No. 66-99, is hereby
amended as follows:
1. Resolution No. 66-99 is hereby amended by deleting the following
class title from the White Collar Unit:
21500

2. Resolution No. 66-99 is hereby amended by adding the following class
title to the White Collar Unit:

CLASS TITLE:
COMMUNITY RELATIONS SPECIALIST
CLASS SUMMARY:
Under general direction, organizes and presents a variety of education programs in-house and to
schools and community organizations; independently organizes and completes assigned tasks;
participates in community relations; assists in the compilation and organization of data; and performs
related work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's essential duties.
They are descriptive, not limiting.
Essential Duties: Organizes and presents public education programs; appears on television and radio
to promote programs; schedules and attends special events; creates brochures, bulletins, newsletters
and news releases; compiles and analyzes data for reports; uses a personal computer for related
applications; may recruit, train and coordinate volunteers; performs clerical and other work as
required.
DISTINGUISHING CHARACTERISTICS:
This position is distinguished fi.om the clerical series in that it focuses on public education and
requires the incumbents to independently prepare and present educational materials.
MINIMUM QUALIFICATIONS:
Knowledge of: customer service methods; education program area related to assignment; design and
presentation of displays and brochures; modem office practices, procedures and equipment; business
English usage; and computer applications related to work.
Abilitv to: compose correspondence; compile, organize and present data clearly in written and oral
format; make presentations before large audiences; work occasional evenings and weekends when
needed for presentations, street fairs and other special events; provide quality customer service to
the public; keep complex records; respond to a variety of requests for information; communicate
with a diverse population; and assist with budget preparation.
Training and Experience: Graduation fi.om an accredited college or university with a Bachelor's
degree in education, public relations, communications or related field OR an AA degree in
previously mentioned fields (60 semester units is equivalent) and two (2) years experience in public
education including presentation of programs OR equivalent combination of training and experience.
Licenses or Certificates: Possession of a valid Class "C" California driver's license.
Physical Conditions or Special Worldm, Conditions: Standard office environment and working
conditions. Must be willing to work evenings, weekends and outdoors in all weather conditions.
Required to lift boxes up to 25 pounds on an occasional basis.

on television and radio to promote crime prevention activities;
organizes and presents shoplifting, robbery and burglary seminars
to businesses; conducts senior citizen fraud and bunco/safety
programs; presents a variety of crime prevention awareness programs
to business employees, managers and owners; creates brochures,
displays news releases and bulletins; instructs departmental staff
on crime prevention techniques; compiles data for monthly reports
and for crime analyses; generates computer graphics, bulletins and
video training files; performs general related clerical work as
required.
DESIRABLE MINIMUM QUALIFICATIONS:
Traininq and Experience: Graduation from high school or attainment
of a satisfactory score on a G.E.D. test; and three years (3)
experience requiring substantial public speaking and providing
basic knowledge of law enforcement and crime prevention techniques.
Experience in presenting successful crime prevention programs.
Knowledqe, Abilities and Skills: Basic knowledge of computers. 911
system and communications, drug and business awareness programs;
knowledge of display and brochure design for program presentations.
Licenses or Certificates: Possession of a valid Class "C"
California driver's license.
