A RESOLUTION OF THE COUNCIL OF THE CITY OF
Bi%KERSFIELD APPROVING THE AMENDED CONFLICT OF
INTEREST CODES FOR THE CITY OF BAKERSFIELD
DEPARTMENTS, BOARDS /%ND COMMITTEES.
WHEREAS, all Departments, Boards and Committees of the
City of Bakersfield have reviewed and have presented amended
Conflict of Interest Codes for the approval of the Council; and
WHEREAS, the Council is the Code reviewing body for
said Departments, Boards and Committees; and
WHEREAS, the proposed amendments have been reviewed and
considered by said Departments, Boards and Committees at a duly
noticed public hearing.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. That the proposed Conflict of Interest Codes
attached hereto in Exhibit "A", are approved for adoption by the
respective Departments, Boards and Committees of the City of
Bakersfield.
2. That all designated employees as provided in the
attached Conflict of Interest Codes in Exhibit "A", are hereby
instructed to file statements of economic interest according to
the procedure set forth in Subsection (b) of Paragraph 4 of
Section 18730 of Title 2 of Division 6 of the California
Administrative Code.

CONFLICT OF INTEREST CODE
OF THE CI'~'~ OF ]~;~KERSFIELD
The Political Reform Act, Government Code Section 81000,
et seq., requires state and local government agencies to adopt and
promulgate conflict of interest codes. The Fair Political
Practices Commission has adopted a regulation, 2 Cal. Code of Regs.
Section 18730, which contains the terms of a standard conflict of
interest code. It can be incorporated by reference and may be
amended by the Fai~ Political Practices Commission after public
notice and hearings to conform to amendments in the Political
Reform Act. Therefore, the terms of 2 Cal. Code of Regs. Section
18730 and any amendments to it duly adopted by the Fair Political
Practices Commission are hereby incorporated by reference and,
along with the attached Appendix in which members and employees are
designated and disclosure categories are set forth, constitute the
conflict of interest code of the City of Bakersfield.

* The City Manager may determine in writing that a particular
consultant, although a "designated position," is hired to perform
a range of duties that is limited in scope and thus is not required
to fully comply with the disclosure requirements in this section.
Such written determination shall include a description of the
consultant's duties and, based upon that description, a statement
of the extent of disclosure requirement. The City Manager's
determination is a public record and shall be retained for public
inspection in the same manner and location as this conflict of
interest code.

materials, machinery or equipment of the type utilized by the
Southeast Bakersfield Wastewater Treatment Facilities
Consolidation Corporation, all loans and gifts from such
entities, and all interests in real property within two miles
of land owned or used by the Southeast Bakersfield Wastewater
Treatment Facilities Consolidation Corporation.
