ROLL CALL COUNCIL ACTION Present: Absent: Mayor Medders, Councilmembers DeMond, Brunni, Peterson McDermott, Councilmember Edwards, Smith Salvaggio CLOSED SESSION Motion by Peterson to recess to city Manager's Conference Room for Closed Session at 4:00 p.m. ao Closed Session pursuant to Government Code Section 54957 regarding City Manager Recruitment with Norman Roberts & Associates. APPROVED AB EDWARDS SMITH SALVAGGIO Motion by DeMond to adjourn at 4:50 p.m. APPROVED BUDGET WORKSHOP - 5:15 P.M. - Council Chambers, City Hall 1501 Truxtun Avenue, Bakersfield 1. ROLL CALL Present: Absent: Mayor Medders, Councilmembers Edwards, DeMond, Smith, Brunni, Peterson, McDermott, Salvaggio None BUDGET WORKSHOP PRESENTATION Assistant to the City Manager John Stinson provided a brief overview of the environment, proposed Operating and Capital Improvements Budget, and the General Fund revenue. Mayor Medders adjourned at 6:30 p.m. APPROVED Bakersfield, California, June 1, 1992 - Page 2 ~()9 BUDGET HEARINGS - 7:00 P.M. - Council Chambers, City Hall 1501 Truxtun Avenue, Bakersfield ROLL CALL Present: Absent: Mayor Medders, Councilmembers Edwards (seated at 7:13), DeMond, Smith, Brunni, Peterson, McDermott, Salvaggio (seated at 7:13) None COUNCIL ACTION HEARINGS Hearing to receive public comments on the proposed Fiscal Year 1992-93 Operating Budget for the City of Bakersfield. No one spoke at hearing. Hearing closed. Brunni encouraged the Council and Budget and Finance Committee to look at a subsidy for park maintenance districts. Brunni asked that staff check on the completion date of the Silver Creek Recreation Program. Brunni asked the Budget and Finance Committee to review the Economic Development Corporation funding. bo Hearing to receive public comments on the proposed Fiscal Year 1992-93 Capital Improvements Budget for the City of Bakersfield. No one spoke at hearing. closed. Hearing Hearing to receive public comments on proposed fees and service charges pursuant to the Revenue/Cost Comparison System. No one spoke at hearing. Bakersfield, California, June 1, 1992 - Page 3 HEARINGS continued Hearing to receive public comments on proposed adjusted fees for the development and improvement of parks within the city of Bakersfield. The following individuals spoke in opposition: Barbara Don Carlos, Building Industry of Kern County; and Dennis Fox. Motion by McDermott to continue hearing to June 3, 1992. COUNCIL ACTION APPROVED so Hearing as required by Resolution of Intention No. 1092 declaring the city's intention to add territory to existing Maintenance District No. 1, Division 5, confirming the assessment and authorizing collection of assessments by the Kern County Tax Collector. Harold Herman spoke in opposition. Hearing closed. Motion by McDermott to adopt a 33% subsidy for Maintenance Districts which contain parks. RES 85-92 APPROVED NS EDWARDS DEMOND Brunni requested that information regarding the formation of this maintenance district be provided to Mr. Herman and Council. Motion by Brunni to adopt Resolution with the correction to Page 2, Item 3, the Assessment total sum shall be $11,851. APPROVED Bakersfield, California, June 1, 1992 - Page 4 ~ ~1 HEARINGS continued Hearing by property owners on the amount of assessments or the fairness of the benefit formula for maintaining certain local improvements to be borne by all parcels of property within Maintenance District Nos. 1 through 5, all Divisions. Correspondence in opposition to the assessments has been received from the following: Gary & Janice Hemingway; Chriss Christensen; John Collier, III; Lawrence & Kathleen Dillin; Nora Lee Atwal; C.H. Tolfree of S.A. Camp Companies; Primitino and Nadine Calvetti; Pamela L. Cline; S. Reeder and L. Reeder Rentals; Marion R. Gentz; Peter and Faye Maltone. The following individuals spoke in opposition: Nora Atwal; Stacy Inman; Dale Brown; Jack Smith; John Dexlin; Wayne Rimer; Ramon Hendricks; Gilbert Cisneros; Art Carlock. Hearing closed. COUNCIL ACTION Brunni asked staff to follow-up on a question asked regarding lights at parks left on at 3:00 a.m. DeMond requested staff respond to issues of mailing notices to property owners. Salvaggio requested a report from staff responding to comments made such as lights on at 3:00 a.m., no postmark on notices, etc. Brunni referred correspondence received from C.H. Tolfree, of S.A.
