A RESOLUTION AMENDING RESOLUTION NO. 90-92 SETTING
SALARIES AND RELATED BENEFITS FOR OFFICERS
AND EMPLOYEES OF THE GENERAL SUPERVISORY,
POLICE SUPERVISORY AND MANAGEMENT UNITS.
WHEREAS, Resolution No. 90-92 set salaries and related
benefits for officers and employees of the General Supervisory,
Police Supervisory and Managements Units of the City, the City
desires to make amendment thereof.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield that effective August 5, 1992, the Salary Schedule,
a part of Resolution No. 90-92, is hereby amended as follows:
1. Resolution No. 90-92 is hereby amended by deleting
the following class title from the General Supervisory Unit:

CLASS TITLE: ASSISTANT CITY ATTORNEY
CLASS SUMMARY:
Under general direction, performs civil and criminal legal work in representing the City
and providing advice and counsel to City staff, Boards and Commissions; conducts legal
research and drafts legal documents; performs related work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of all positions in the
class. They are descriptive, not limiting.
Essential Duties
Acts as legal advisor to assigned City departments concerning their respective duties,
powers, functions and obligations; researches legal issues and statutory and case law
and drafts and reviews opinions, ordinances, resolutions, contracts, leases, permits and
other legal documents; represents the City in court cases encompassing a variety of
subject matter, including performing all phases of pretrial, trial and appellate work;
represents the City in administrative hearings before City Boards and Commissions and
state and federal agencies; prosecutes litigation where the City is plaintiff; assists other
attorneys in all phases of legal work; attends meetings of the City Council, boards and
commissions as requested by the City Attorney; recommends selection of consultants;
monitors and prepares comments on proposed federal and state legislation and
regulation; answers correspondence and public inquiries on legal matters related to City
business; and may conduct criminal prosecutions for the City and/or other agencies as
required; represents the City in court cases, including all phases of pretrial, trial and
appellate work; researches legal issues and statutory and case law and drafts
ordinances, contracts, leases, permits and other legal documents.
DISTINGUISHING CHARACTERISTICS:
This position is typically responsible for the more complex cases having greater risk and
consequences for the City and for providing counsel to larger and more complex City
departmental operations. They are also expected to carry out their responsibilities with
greater independence and discretion than a Deputy City Attorney and to assign and
oversee the completion of legal work by other attorneys.

CLASS TITLE: ASSISTANT CITY ATTORNEY
QUALIFICATIONS GUIDE:
Knowledqe of:
Principles and procedures of civil, criminal and administrative law, especially as
they relate to municipal governments; pleading and practices and effective
techniques in the presentation of court cases; judicial procedures and rules of
evidence; principles, methods and techniques of legal research and investigation;
responsibilities and obligations of public officials and administrative agencies;
municipal government organization, structure and functional responsibilities; the
Brown Act, the Fair Political Practices Act and other state laws and court cases
applicable to municipalities and public bodies.
Ability to:
Define issues, perform legal research, analyze problems, evaluate alternatives and
make sound conclusions and recommendations; present statements of fact, law
and argument clearly and logically; exercise sound, independent judgment within
general policy guidelines and legal parameters; interpret state and federal laws,
regulations, legislation and constitutional provisions affecting municipal
operations; establish and maintain effective working relationships with those
contacted in the course of work; represent the City effectively in hearings, courts
of law and meetings; prepare clear, concise and competent resolutions,
ordinances, contracts, leases, permits, reports, correspondence and other written
materials.
Traininq and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is:
A minimum of four years experience in the practice of civil and criminal law and
litigation defense, preferably in a municipal setting.

A valid California Driver's License, Class C
Active member of the California State Bar Association

CLASS TITLE: DATA PROCESSING SUPERVISOR
CLASS SUMMARY:
Under direction, designs, develops, installs and modifies computer programs and
applications of a complex nature to meet City information systems requirements;
supervises the work of data processing staff; diagnoses and resolves systems problems;
provides technical assistance to City department personnel.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties
Develops and participates in the analysis and design of computer systems and
enhancements to meet City information systems needs; analyzes and codes computer
programs for the more complex applications and for existing programs to meet new or
special requirements; reviews, tests and approves all completed projects; analyzes and
responds to users' complaints; supervises the work of data processing staff; provides
training and technical assistance to data processing personnel; identifies and diagnoses
systems problems and complaints and develops solutions and systems recovery
processes; coordinates systems installations and the solution of operating problems with
operations personnel; and provides technical assistance and training to systems users;
assists the information systems manager in data processing planning and keeps up-to-
date on technology trends.
DISTINGUISHING CHARACTERISTICS:
This position directs the work of Programmer/Analysts and other data processing staff
and performs systems design and development services. The systems design and
development responsibilities of this class are distinguished from those of the
Programmer/Analyst class by their higher degree of technical complexity, typically
involving difficult data transfer issues and the use of new technologies.

QUALIFICATIONS GUIDE:
Knowledqe of:
Programming principles, techniques and procedures for business and
administrative applications, including design principles to ensure efficient systems
operations and maintenance; standard programming languages and utilities;
systems troubleshooting principles and practices; forms and design
documentation techniques; operating principles and characteristics of standard
computer hardware and software used by the City; systems analysis methods and
techniques; project planning, prioritize and scheduling techniques; basic
accounting, statistical, business administration and office procedures commonly
involved in administrative applications; the nature and interrelated uses of various
types of data processing equipment in a business environment; principles and
practices of supervision and human resource management.
Ability to:
Analyze information systems needs and problems and develop new and modified
computer programs to meet City needs; analyze complex problems, evaluating
alternatives and making creative recommendations; assess user department
needs, translate them into system designs and set appropriate priorities; prepare
clear and concise program documentation, user procedures, reports of work
performed and other written materials; troubleshoot hardware and software
problems and make modifications; train user staff in the operation of new and
revised computer applications; make sound independent decisions within
established guidelines; establish and maintain effective working relationships with
City officials, department staff and others encountered in the course of work;
effectively supervise staff.
Traininq and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is:
Graduation from an accredited four year college or university with a Bachelor's
Degree in computer sciences, mathematics, business or public administration or
a related field and at least five years experience in designing and developing
computer applications which included some leadworker or supervisory
experience.

A valid California Driver's license, Class C.
