RESOLUTION APPOINTING SPECIAL coUNSEL
AND ENGINEER OF wORK
AND APPROVING AGREEMENTS THEREFOR
CITY OF BAKERSFIELD
ASSESSMENT DISTRICT NO. 92-1
(NORIEGA TRACT NO. 5441)
BE IT RESOLVED BY THE CITY cOUNCIL (the "City") OF THE
CITY OF BAKERSFIELD (the "City") as follows:
WHEREAS, the City council has determined to undertake
proceedings pursuant to special assessments and assessment bond
acts for the construction, acquisition and financing of a public
improvement project in the City; and
WHEREAS, the City council intends to issue improvement
Bonds pursuant to the improvement Bond Act of 1915; and
WHEREAS, the public interest and general welfare will be
served by appointing and employing special counsel and an Engineer
of work for the preparation and conducting of the proceedings and
work in connection with the public improvement project.
NOW, THEREFORE, IT IS HEREBY ORDERED AS FOLLOWS:
1. The agreement presented herewith and employing
JACKSON, HARGROVE EMERICH PEDREIRA & NAHIGIAN, Attorneys at Law, as
special counsel is hereby approved. The agreement includes, inter
alia, legal services required in the conduct of proceedings of City
of Bakersfield Assessment District No. 92-1, including the
preparation of all papers not required to be prepared by the
Engineer of Work, examining and approving the engineering documents
and advising all City officials on all matters relating thereto
when called upon. The compensation for such services is hereby
fixed at the amount set forth in said agreement.
2. The City Engineer is hereby appointed as the

3. The Engineer of Work is further authorized to
receive, review, approve and utilize assessment engineering
services being provided for Assessment District No. 92-1 by Quad
Engineering, Inc., Bakersfield, california.
4. The agreement presented herewith retaining Quad
Engineering, Inc., as the assessment engineer is approved and the
same is hereby authorized to be executed by the City official(s)
designated thereon.
5. All attorney and engineering fees and charges shall
be assessed as incidental expenses of the special assessment and
assessment bond proceedings for Assessment District No. 92-1.
I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the City Council of the City of Bakersfield at a
regular meeting thereof held on the 15th day of July 1992, by the
following vote:
