A RESOLUTION AMENDING RESOLUTIONS NOS. 57-92 AND
90-92 SETTING SALARIES AND RELATED BENEFITS FOR
EMPLOYEES OF THE BLUE AND WHITE COLLAR UNITS; AND
OFFICERS AND EMPLOYEES OF THE GENERAL SUPERVISORY,
POLICE SUPERVISORY AND MANAGEMENT UNITS.
WHEREAS, Resolutions Nos. 57-92 and 90-92 set salaries
and related benefits for employees of the Blue and White Collar
Units; and officers and employees of the General Supervisory,
Police Supervisory and Managements Units of the City, the City
desires to make amendment thereof.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Bakersfield that effective July 13, 1992, the Salary Schedule,
a part of Resolutions Nos. 57-92 and 90-92, is hereby amended as
follows:
1. Resolution No. 57-92 is hereby amended by adding the
following class titles to the White Collar Unit:

CLASS SUMMARY:
Under direction, provides difficult, sensitive, and confidential office administrative support
to the City Attorney's Office; provides daily supervision for a staff of Legal Secretaries,
Office Assistants, and part-time employees.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties
Organizes, schedules, supervises, and reviews the work of assigned permanent and
temporary staff; trains staff in law office work procedures, sets priorities, and follows up
to ensure accurate and timely completion of assigned work; counsels and disciplines
employees who are not performing up to standards; assists in the selection of office
staff; assists in establishing goals and objectives for the City Attorney's Office; compiles
budget figures and assists in administering and monitoring the annual budget; maintains
personnel records and coordinates the administration of annual performance appraisal
process for the office; supervises and monitors purchasing functions; researches and
assembles information from a variety of sources for the completion of forms or the

DISTINGUISHING CHARACTERISTICS:
This is the highest level, and the first supervisory level, in the office administration series
and is equivalent to the Administrative Assistant II class in departments other than City
Attorney.
QUALIFICATIONS GUIDE:
Knowledqe of:
Supervisory principles and practices; the City organization, policies, ordinances,
and operating procedures; law office administrative and management practices
and procedures; basic functions of public agencies, including the role of a City
Attorney, City Manager, an elected City Council and appointed boards and
commissions; proper legal form for typed materials; basic budgetary practices
and business arithmetic; correct English usage, including spelling, grammar,
punctuation, and legal terminology; basic business data processing principles and
the use of word processing or personal computing equipment; record keeping,
filing methods, and purchasing procedures.
Ability to:

Under direction, plans field and office surveying work for the City; directs, supervises and
participates in surveys relating to location, construction, boundaries, property divisions,
etc.; ensures the integration of field data and records into completed maps, drawings
and records.
REPRESENTATIVE DUTIES:

Essential Duties
Plans, schedules, assigns, coordinates and reviews the work of field survey parties;
monitors new equipment, methods and preparations in the field of surveying and
evaluates and recommends their application to City work; prepares survey estimates,
progress reports, budget reports and related reports and memoranda; serves as Survey
Party Chief on a relief basis; reviews requested survey work to determine nature and
extent of required survey; establishes survey and mapping priorities; directs the
searching of maps, deeds and other survey records to secure data required by field
survey parties and map drafting personnel; briefs Survey Party Chiefs on survey
assignments and recommends methods and procedures to efficiently complete assigned
projects; directs and reviews the preparation of land right of way and topographic maps;
consults with engineering personnel concerning the location of land corners and
property lines; establishes and maintains effective work procedures and safety practices
for survey personnel; assists in the selection of assigned staff and provides for their

DISTINGUISHING CHARACTERISTICS:
This class has overall responsibility for planning, scheduling, directing and reviewing the
work of all field survey parties; and for the searching of records and compilation of
survey data. This class requires extensive experience in surveying principles, practices
and techniques.
QUALIFICATIONS GUIDE:
Knowledqe of:
Survey methods, principles, practices, techniques, and equipment, including
levels, transits, theodolites, verniers and indicators, which apply to construction,
property and topographic surveying; safety practices pertaining to field surveying
work; common engineering construction methods; preparatory procedures
applying to survey work; drafting; mapping; principles and techniques of effective
employee supervision, including selection, training, work evaluation and discipline;
mathematics, including geometry and trigonometry as applied to land surveying;
computer applications relating to surveying work; legal aspects of boundary
surveying, including laws, statutes and ordinances; principles and practices of
budget development and administration.
Ability to:
Plan, direct, assign, review and evaluate the work of others; train staff and provide
for their professional development; research records and compile survey data;
read and interpret complex maps, construction drawings, property descriptions,
and engineering field notes in preparation of engineering survey plans; prepare

Graduation from an accredited four year college or university with a Bachelor's
Degree in civil engineering, surveying or a related field; and two years of
experience at a level equivalent to the Survey Party Chief. Additional experience
as a Survey Party Chief or survey instrument operator may be substituted for the
education on a year-for-year basis to a maximum of two years.

Licenses; Certificates; Special Requirements:
Possession of a valid California driver's license, Class C.
A Land Surveyor in Training (LSIT) or Licensed Land Surveyor (LS) Certificate is
desirable.

CLASS SUMMARY:
Under general supervision, provides professional advice regarding the use of pesticides;
performs skilled work in carrying out control methods in the removal of pests including:
pest identification; and selection, mixing and application of materials for all aspects of
the pest control program within the City.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of all positions in the
class. They are descriptive, not limiting.
Essential Duties
Operates high and low pressure chemical spray equipment; prepares written pest control
recommendations including appropriate control measures for selected chemicals; keeps
abreast of information and changes in regulations governing pest control; calculates
areas and quantities; mixes chemicals for the spraying of trees, turf. weeds, and
structures; keeps records of all areas sprayed and type and quantity of chemicals used;
operates trucks, skiploaders, tractors with attachments and other equipment to remove
weeds and brush from the right-of-way and City owned properties; checks, repairs and
calibrates pumps and gauges; adheres to safety regulations and practices; trains other
employees in pesticide safety; acts as a crew chief or lead worker in a crew performing
pest eradication.
QUALIFICATIONS GUIDE:
Knowledqe of:
Materials, methods, and equipment used for pest (weed, insects, rodents, fungi)
eradication; hazards involved in pest eradication and applicable safety regulations
and practices; pesticides and their proper mixing and application procedures;
pests common to the City.
Ability to:
Write and keep records; follow oral and written instructions; work with a variety
of tree and weed abatement equipment: use and maintain spray rigs, standard
equipment used in pest control, hand tools and power equipment.

procedures.

Essential Duties
Plans the details for specific survey projects; organizes, assigns, directs, and reviews
and participates in the work of a survey party in conducting preliminary, location,
construction, property, topographic and other precise surveys; checks measurements,
readings and recorded data for completeness and accuracy; does the more complex
field computations such as computing curves, missing distances, deflections, closures,
bearings, and slopes; records and submits field notes on the type of survey, information
required, and procedures and equipment used; prepares field books, profiles and other
drawings from field notes and makes necessary computations; assists in training crew
members in the performance of survey operations; demonstrates and directs the crew
in the proper operation of the transit level, electronic distance measuring instruments,
and other survey equipment; responsible for the care and cleaning of surveying
equipment including hand levels, plumb bobs, graduated rods, line rods, spring
balances, and steel and cloth tapes; personally performs the more difficult survey
operations; lays out and stakes field projects; works as instrument man in survey of

Graduation from high school, or G.E.D. equivalent, with coursework in algebra,
geometry, and trigonometry, and two years of progressively responsible technical

duties. A licensed Surveyors Certificate is desirable.
