ROLL CALL ACTION TAKEN Present: Absent: Mayor Medders, Councilmembers Edwards, DeMond, Peterson (seated at 5:25), McDermott, Smith, Brunni, Salvaggio 2. WORKSHOP Comprehensive Housing Affordability Strategy (CHAS) and Home Programs. (Community Development) Economic/Community Development Director Wager provided background information regarding the Home Program, which is one of thirteen components of the Comprehensive Housing Affordability Strategy (CHAS). He introduced Community Development Coordinator Gonzales who gave an overview of the Home Improvement Partnership Program and how the guidelines will effect the City of Bakersfield to enhance and increase the affordable housing opportunities. HEARINGS continued ACTION TAKEN Hearing to consider an amendment to the Land Use Element of the Metropolitan Bakersfield 2010 General Plan and proposed environmental documents concerning Segment II: Cuesta Engineering requests to amend the Land Use Element consisting of a change from LR to GC on 15.5 acres and HR on 14.5 acres, for that site located at the southwest corner of Panama Lane and wible Road. (Ward 6) Hearing to consider an appeal to the decision of the Planning commission decision approving Zone Change No. 5324 located at the southwest corner of Wible Road and Panama Lane. (GPA 2-92, Segment II) (Ward 6) The following individuals spoke: David Cartinal, BFGC Architects; Maurice Etchechury Cuesta Engineering; Scott Underhill, ASU & Associates; Skip Hardy, land owner; Harold Robertson, Porter-Robertson Engineering, representing James Rowland; and George Martin. Motion by McDermott to adopt the Resolution making findings, adopting the Negative Declaration mitigation and approving GPA 2-92, Segment II, of the Land Use Element of Metropolitan Bakersfield General Plan. Hearing to consider an amendment to the Land Use Element of the Metropolitan Bakersfield 2010 General Plan and proposed environmental documents concerning Segment VI: City of Bakersfield has applied to amend the Land Use Element of the Metropolitan Bakersfield 2010 General Plan consisting of changes on eight separate locations throughout the City of Bakersfield to correct mapping errors. (Ward 1) No one spoke at Hearing. Hearing closed. Motion by Edwards to adopt Resolution. Due to a tie vote, Mayor Medders voted. Greg Gibbons, Regional Mortgage, Inc., has applied to amend the Land Use Element consisting of a change from SR to LR, on 100 acres generally located between Hosking, McKee, Akers and Stine Roads. (Ward 6) No one spoke at Hearing. Hearing closed. Brunni absent due to conflict of interest. Motion by McDermott to exclude the 500 feet and adopt the General Plan Amendment for the rest of the property. Motion by McDermott to delay this item until later in the Agenda. RES 165-92 APPROVED AB SMITH Resolution determining that certain office work station equipment can be reasonably obtained from only one vendor, Contel Corporation, and authorizing the Finance Director to dispense with bidding therefor, not to exceed $200,000. Motion by McDermott to adopt. RES 166-92 APPROVED AB SMITH Resolution determining that certain landfill gas plant equipment can be reasonably obtained from only one vendor, Pacific Energy, and authorizing the Finance Director to dispense with bidding therefor, not to exceed $30,000. Motion by Salvaggio to adopt. RES 167-92 APPROVED AB SMITH me Resolution authorizing a Complaint Procedure for disabled persons participating in city services, programs and activities. Motion by Salvaggio to adopt. McDermott suggested the procedure should include the Handicapped Access Appeals Board.
