HomeMy WebLinkAboutRES NO 59-92RESOLUTION 59-92 RESOLUTION PROPOSING EXPANSION OF THE BOUNDARIES OF THE SOUTHEAST METROPOLITAN BAKERSFIELD INCENTIVE AREA WHEREAS, the City of Bakersfield and the County of Kern, as joint applicants, have been designated as co-agents for the Southeast Metropolitan Bakersfield Incentive Area; and WHEREAS, Government Code Section 7073, as enacted by the State of California, permits a city or county to propose that the Incentive Area may be expanded by up to 15 percent of the Incentive Area land area; and WHEREAS, the total Southeast Metropolitan Bakersfield Incentive Area is comprised of approximately 2,533 acres and an approximate amount of 380 acres is allowable for expansion. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield, that the Council does hereby propose a boundary expansion to the Southeast Metropolitan Bakersfield Incentive Area as described in Exhibits A and B attached herewith which would be contiguous to the Incentive Area designated boundaries, and that the proposed expansion contains no more than 19 acres; the Council does commit and assure that the adopted Incentive Area incentives will apply to the proposed expansion and remain in full force and effect throughout the life of the Incentive Area or any extensions thereof; and the Council hereby directs the City Manager to execute and submit the required documentation to the State of California, Department of Commerce, for review and approval of the boundary expansion. o0o ORIGINAL I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on APR - 8 1882 , by the following vote: ASSISTANT APPROVED _APR CLARENCE E, MEDDERS MAYOR of the City of Bakersfield APPROVED as to form: LAWRENCE M. Census Tracts Block Grouv 20.00 1, 2 22.00 4, 1, 2, 5 21.00 3, 4, 1 25.00 4, 5, 2, 1 26.00 1 24.00 2, 4 15.00 4, 5, 3, 2 The proposed Commercial Area commences at the north side of Brundage Lane at the intersection of Brandage Lane and "V" Street (this boundary line is also the City/County jurisdictional boundary line). Proceeding west, the boundary line follows Brandage Lane until it comes to the eastern edge of the sixth parcel east of Berneta Avenue and then turns south. Crossing south over Highway 58 the boundary line then continues south until Belle Terrace where it tums east on the south side of the street. From here, the boundary proceeds easterly on Belle Terrace to the subdivision parcel line parallel to and just east of Dawn Street. Turning easterly on a parcel line north of Trinity Avenue, the line then follows the east edge of Delaware Street where it tums south to Amador Avenue (south side) and eventually tums east and crosses Union Avenue to the southerly parcel line of the second parcel south of Adams Street. The boundary line turns north along an alley between Union Avenue and Lomita Drive to Belle Terrace (south side). The boundary line tums west 100 feet then continues straight north on a parcel line parallel to Union Avenue (approximately 200 feet east) to the edge of the Last Branch Canal where it tums east and southeast and follows the canal until the end of Daniels Lane. At this point, the Commercial Area boundary line tums due north on a parcel line to Terrace Way (south side). Turning west, the boundary line follows Terrace Way to the east parcel line parallel to Union Avenue where it turns north and crosses over the freeway to the northern side of the freeway right-of-way. The line then runs parallel to Brundage Lane and turns south shy of Cottonwood Road on the first parcel line parallel to Cottonwood Road. At Belle Terrace (south side) the boundary line turns west to Belle Terrace Park then south on a parcel line approximately 1,400 feet to Cheatham Avenue (north side). From this location, the Commercial Area runs east to the west side of Cottonwood Road and then north along Cottonwood Road back to Belle Terrace and crosses east over Cottonwood on the south side of Belle Terrace and proceeds about 900 feet before turning north at the southern extension of the easterly edge of the Baker School. The line then runs north to the southern edge of the Baker School then turns west to the east edge of Cottonwood Road. Proceeding north, the line jogs east at Felix Drive on a parcel line parallel to Cottonwood Road and then west to the eastern edge of Cottonwood Road. ORIGIN,~L The line then continues north to the southern edge of Brundage Lane and turns west; running westerly back along Brundage Lane to Hayes Street where it crosses to the north side of Brandage Lane. The boundary line then runs parallel to Brundage Lane on the southern edge of the sixth parcel north of Brundage Lane for five blocks. At King Street the boundary line turns north slightly (east side of street) and proceeds west on the City/County line. The line follows the City boundary 200 feet west of Milham Drive, then turns south back to Brundage Lane (north side), west to Bliss Street. At Bliss Street, the line tums north and then west on an alley between Lloyd Street and Brandage Lane. The boundary line follows the alley until it turns north on the west side of Liggett Street. The line continues on Liggett to the north side of East Third Street, turns east on Third Street (north side), north on Wood Street (west side), west on East Fourth Street (south side), north on Ace Street (west side) and west on East Sixth Street. The boundary line continues north on an alley to East Ninth Street (south side), east to Wallace Street (west side), north to East Eleventh Street (south side) and then east to south King Street and south to the south side of California Avenue Park. Continuing east on the southern side of California Avenue Park, the boundary line finally turns north at Owens Street (west side) and then east on the first alley parallel to California Avenue (south side). The boundary line traverses easterly in the alley until turning south on Robinson Street (east side), then east along 11th Street (north side), then south along Clyde Street (east side), then east along loth Street (north side), to a point approximately 100 feet west of Lakeview Avenue. The boundary then runs south parallel to Lakeview Avenue to the south side of Potomac Avenue where it continues running south along a point approximately 55 feet west of Lakeview Avenue. The boundary line stops at Virginia Avenue (north side), turns east across Lakeview Avenue to the alley which parallels' Lakeview Avenue. It then turns north and follows the alley (west side) to loth Street (north side), turns west crossing to the west side of Lakeview Avenue, where it continues north to California Avenue (north side). Once on the north side of California Avenue, the boundary line tums west on Dolores Street (south side), south on Robinson Street (west side), west in the alley between Dolores Street and Chico Street, south on Gage Street (west side), west on Chico Street (south side), south on Owens Street (west side), and west on the mid-block parcel line to Beale Avenue. At this point, the line turns south on Beale Street and then west on Butte Street (south side), south on Kem Street (west side) to Alpine Street (south side) and finally west to the east side of Union Avenue. The Commercial Area boundary now crosses to the southwestern corner of California Avenue and Union Avenue and runs along the eastern edge of Pershing Street and then south on mid-block parcel line just west and parallel to Union Avenue to Eighth Street. At this location, the boundary line turns west on Eighth Street (south side) then south on a mid-block parcel line to Fourth Street. From Fourth Street, the line proceeds west to "V" Street (east side) and then south all the way to Brandage Lane (north side). dlt:cw2 incentar.
