A RESOLUTION MAKING FINDINGS, AND
RECOMMENDING APPROVAL OF COUNTY
GENERAL PLAN AMENDMENTS RELATED TO THE
EXPANSION OF THE KERN RIVER PLAN ELEMENT.
WHEREAS, the Kern County Board of Supervisors referred consideration of the
expansion of the Kern River Plan Element to the City Council for review and
consideration; and
WHEREAS, it is the procedure of the Kern River Plan Element that any changes
be reviewed by the City Council if the project is located within the County's jurisdiction;
and
WHEREAS, this amendment involves inclusion of the Metropolitan Recreation
Center inclusive of San Lynn Ball Park, Kern County Museum, Pioneer Village and a
county sump into the Kern River Plan Element area; and
WHEREAS, one of the basic goals of the Kern River Plan Element is to provide
various recreational facilities and opportunities to our community; and
WHEREAS, all the lands proposed for inclusion involve some form of recreation;
and
WHEREAS, the Kern River is the focal point of the plan; and
WHEREAS, all the area subject to the proposal is adjacent to the Kern River;
and
WHEREAS, the Council has considered and hereby makes the following findings:
1. The proposal involves inclusion of various recreational facilities into Kern
River Plan Area consistent with the goals of that plan.
2. All areas to be included into the Kern River Plan Element area are
immediately adjacent to the existing area.
3. It is necessary for the City Council to review and comment on general plan
amendments processed by Kern County within the plan area.
4. This amendment is consistent with the goals and policies of the adopted Kern
River Plan Element.

NOW, THEREFORE, BE IT RESOLVED and found by the Council of the City
of Bakersfield as follows:
1. The above recitals and findings, incorporated herein, are true and correct.
2. The City Council hereby recommends approval of the amendment to the Kern
River Plan Element to include the Metropolitan Bakersfield Recreation Center.
3. The City Council directs staff to forward this resolution to the Kern County
Board of Supervisors.
