RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BAKERSFIELD ORDERING CHANGES AND
MODIFICATION TO INCREASE SCOPE OF WORK
CITY OF BAKERSFIELD
ASSESSMENT DISTRICT NO. 86-2
(RIVERLAKES RANCH)
RESOLVED, by the City Council of the City of Bakersfield
as follows:
WHEREAS, on June 4, 1986, this Council did adopt
Resolution of Intention No. 1004 for City of Bakersfield Assessment
District No. 86-2 (the "District"); and,
WHEREAS, the City Council has requested a change and
modification in the description of work for the District and the
property owners affected by such change and modification have
consented thereto; and,
WHEREAS, the change and modification requested by the
City Council increases the scope of work to be performed under said
Resolution of Intention but does not increase the assessment to be
levied under these proceedings; and,
WHEREAS, the change and modification proposed by this
resolution shall be paid with the interest earned on the net
proceeds of the bonds as described in said Resolution of Intention;
and,
WHEREAS, the change and modification to be made to the
description of work is shown on Exhibit "A", attached hereto and by
reference incorporated herein; and,
WHEREAS, Section 10351 of the Streets and Highways Code
of the State of California, authorizes the City Council to make
such change and modification contemplated hereunder without notice
and hearing.
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND
ORDERED AS FOLLOWS:
1. All of the recitals herein contained are true and
correct and the City Council so finds.
2. The change and modification to the description of
work as set forth in Exhibit A hereto is hereby approved, and the
change and modification proposed therein is hereby
taken.

I HEREBY CERTIFY that the foregoing Resolution was passed
and adopted by the City Council of the City of Bakersfield at a
regular meeting thereof held on the 14th day of August, 1991,
by the following vote:

C~ANGES AND MODIFICATIONS TO DESCRIPTION OF WORK AS
CONTAINED IN THE ENGINEER'S REPORT FOR CITY OF
BAKERSFIELD ASSESSNENT DISTRICT NO. 86-2

The following described Changes and Modifications are made to the Modified
Engineer,s Report for city of Bakersfield Assessment District No. 86-2 (the
"District"), as previously changed and modified~
I. Changes to Description of Work for District Stage 1-A Improvements
The scope of Stage 1-A Improvements planned for City of Bakersfield (the
"city") acquisition and/or construction using available District funds
is revised to include the improvements generally described below. The
following description of the revised scope of Stage 1-A Improvements
replaces the description of Stage 1-A Improvements found in Subsections
B and c of Section 3, in Exhibit A to the Changed and Modified
Engineer's Report entitled "GENERAL DESCRIPTION OF IMPROVEMENTS ELIGIBLE
FOR ACQUISITION AND/OR CONSTRUCTION (the "Description")."
The scope of Stage 1-A Improvements described in said subsection B
and planned for construction and/or acquisition in Coffee Road
from Hageman Road northerly to olive Drive is changed and modified
as follows:

In Coffee Road from Hageman Road to the East Quarter Corner
of Section 17, Township 29 south, Range 27 East, Mount
Diablo Base and Meridian (MDB&M), referred to in the Changed
and Modified Description of Work as Arterial street section
RL-4, the scope of work ismincreased from construction of
one-half the street on the east side (northbound travel
lanes) to include the acquisition and/or construction of
this arterial street section to its full planned width,
complete with concrete curb and gutter, median curb, signs
and striping, street lights, concrete sidewalks, parkway
landscaping and appurtenances together with the installation
and/or relocation of certain underground utility
improvements that include, but are not necessarily limited
to sanitary sewer, water distribution, storm wa~er drainage,
electric distribution, natural gas distribution, and
telephone cable improvements.
In Coffee Road from the East Quarter Corner of Section 17
northerly to 600 feet north of olive Drive, referred to in
the changed and Modified Description of Work as Arterial
street Section RL-4A, the scope of work is increased from
the "acquisition of certain underground utility
improvements" to include the acquisition and/or construction
of the west half (southbound) portion of this Arterial
Street section to the full planned width, complete with
concrete curb and gutter, median curb, signs and striping,
street lights, concrete sidewalks, parkway landscaping and
appurtenances together with the installation and/or
relocation of certain overhead and underground utility
improvements that include, but are not necessarily limited
to sanitary sewer, water distribution, storm water drainage,
electric distribution, natural gas distribution, and
telephone cable improvements.

The scope of Stage 1-A Improvements described'in said Subsection B
and planned for construction and/or acquisition in Hagsman Road
from Coffee Road to the Friant-Kern Canal is changed and modified
as follows~
a. In ~ageman Road from Coffee Road to Riverlakes Drive,
referred to in the changed and Modified Description of work
as Arterial Street section RL-10, the scope of work is
increased from the acquisition and/or construction of the
two center travel lanes with median to include the
construction of this ;trterial Street Section to its full
planned width, complete with concrete curb and gu~ter,
median curb, signs and striping, street lights, concrete
sidewalks, parkway landscaping and appurtenances together
with the installation and/or relocation of certain
underground utility improvements that include, but are not
necessarily limited to sanitary sewer, water distribution,
storm water drainage, electric distribution, natural gas
distribution, and telephone cable improvements.
b. In Hageman Road from River~akes Drive to the Friant-Kern
Canal, referred to in the Changed and Modified Description
of Work as Arterial street section RL-11, the scope of work
is increased from the acquisition and/or construction of two
center travel lanes with median curb, to include the full
width street for the eastbound travel lanes (south side),
complete with concrete curb and gutter, median curb, signs
and striping, street lights, concrete sidewalks, parkway
landscaping and appurtenances together with the installation
and/or relocation of certain underground utility
improvements that include, but are not necessarily limited
to sanitary sewer, water distribution, storm water drainage,
electric distribution, natural gas distribution, and
telephone cable improvements. The westbound (north side)
improvements are unchanged and include the westbound travel
lane with street lighting at intersections and underground
utility installations and/or relocations as described above.
The scope of Stage 1-A Improvements described in said Subsection B
planned for construction and/or acquisition in olive Drive from
Coffee Road westerly to Riverlakes Drive is changed and modified
as follows:
In olive Drive from Coffee Road to Riverlakes Drive,
referred to in the Changed and Modified Description of Work
as Arterial street Section RL-1, the scope of work is
increased from the acquisition and/or construotion of the
two center travel lanes with median curb and certain
underground utility improvements to include the full planned
width for the eastbound lanes (south side), complete with
concrete curb and gutter, median curb, signs and striping,
street lights, concrete sidewalks, parkway landscaping and
appurtenances together with the installation and/or
relocation of certain underground utility improvements that
include, but are not necessarily limited to sanitary sewer,
water distribution, storm water drainage, electric
distribution, natural gas distribution, and telephone.cable
improvements. The westbound (north side) improvements are
unchanged and include the westbound travel lanes with street
lighting at intersections and underground utility
installations and/or relocations as described above.

The scope of Stage 1-A Improvements described in said subsection C
and planned for construction and/or acquisition is changed and
modified to add underground telephone utility improvements as
eligible for construction and/or acquisition in the following
described locations
In the planned right-of-way for Riverlakes Drive and within
an existing City Utility Easement from Hageman Road
northerly to Olive Drive, acquire underground telephone
cable improvements.
