A RESOLUTION APPROVING THE APPLICATION
FOR GRANT FUNDS FOR THE BICYCLE PROGRAM
UNDER THE CLEAN AIR AND TRANSPORTATION
IMPROVEMENT ACT OF 1990 (PROPOSITION 116)
FOR BIKELANE STRIPING AND WIDENING A
PORTION OF THE KERN RIVER PARKWAY BIKE
PATH.
WHEREAS, the people of the State of California have
enacted the Clean Air and Rail Transportation Act of 1990, which
provides funds to eligible agencies, including cities for the
Bicycle Program; and
WHEREAS, the California Transportation Commission has
been delegated the responsibility for the administration of the
program, setting up necessary procedures governing application by
local agencies under the program; and
~EREAS, said procedures established by the California
Transportation Commission require the applicant to certify by
resolution the approval of application before submission of said
application to the Commission; and
WHEREAS, the City will enter into an agreement with
the State of California to carry out the bicycle project; and
WHEREAS, the project proposed is to stripe and sign
bikelanes along various existing streets within the City, and to
widen the Kern River Bikepath between Beach Park to Manor Street
to facilitate bicycle commuting opportunities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
1. The above project is hereby approved.
2. The fiiing of an application for the Bicycle Program
under the Clean Air and Transportation Improvement Act of 1990,
State grant assistance for the above project is hereby approved.
3. The Public Works Director is hereby appointed as
agent of the City of Bakersfield to conduct all negotiations,
execute and submit all documents, amendments, payment requests
and so on, which may be necessary for the completion of the
aforementioned project.
