A RESOLUTION ADOPTING FEES AND
SERVICE CHARGES PURSUANT TO THE
REVENUE/COST COMPARISON SYSTEM.
WHEREAS, state law requires new fees and charges and
increases in existing fees and charges be adopted by ordinance or
resolution following a public hearing on said fees and charges;
and
WHEREAS, a public hearing before the City Council was
advertised twice in the Bakersfield Californian, a newspaper of
general circulation, and held on June 4 and 5, 1991; and
WHEREAS, adoption of new and increased fees and charges
is necessary for the city to recover the reasonable estimated
cost of providing the services for which the fees are charged;
and
WHEREAS, the fees and charges set forth in Exhibits
and "B", attached hereto and incorporated as though fully set
forth herein, do not exceed the reasonable estimated cost of
providing the services for which the fees are charged.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:

BUILDING DEPARTMENT FEES
The Building Department listing of fees is a series of sliding
scale type schedules using multiple variables to determine an individual
fee. The Uniform Codes are used as the basis for these schedules.
The vast majority of Building Department revenues are generated
by new construction. The new construction fee will be determined by
multiplying a "constant factor" by the estimated market value of the
building being constructed (or the value of the improvments being made.)
The "factor" will be used to determine the total building permit fee,
including the Plan Check and all Plumbing, Electrical and Mechanical
Inspection fees. This one fee will then be applied to the five
different cost centers for accounting purposes, as outlined below:

Changes in the fees - the Building Department has proposed two
main changes to their fee structure for the 1991-92 fiscal year.
Plan Check - Currently the Plan Check fee has only been charged
for commercial, triplexes and above, and single family residences
over 2,000 square feet. In 1991-92 this fee will be applied to all
new construction regardless of size.
New Construction Factor - Based on historical data of current
Building Department fees the current costing factor would be equal
to 0.0069 of new construction valuation. In 1991-92 this factor
will be 0.0085. This change will increase the amount collected
for the five cost centers listed above. The amounts of increases
will vary depending on the type and size of the structure involved.
The attached memorandum from Assistant Building Director Dennis
Fidler gives some examples of how this new factor will affect the
total building permit cost for some typical structure types.
Fee increases are being proposed in an effort to recover the
full cost of providing the Building Department services listed above.
The fee increases proposed pertain only to New Construction.
All other miscellaneous or isolated permit costs will remain at
the current rates of charge.
