A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD CONFIRMING ASSESSMENTS FOR
SEWER CONNECTION FEES AND AUTHORIZING THE
COLLECTION OF ASSESSMENTS BY THE KERN
COUNTY TAX COLLECTOR.
WHEREAS, property owners in various parts of the City have connected their
properties to the City sewer system; and
WHEREAS, the City finds that to pay the cost of the sewer connection fee in one
payment would produce an economic hardship on the property owner; and
WHEREAS, to assist the property owners in paying the sewer connection fee the
City has agreed to spread the cost of the fee over a three year period; and
WHEREAS, property owners (set forth in Exhibit "A") have each entered into an
agreement with the City to pay the cost of the connection fee through their property
taxes over the next three years.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The foregoing recitals are true and correct and are incorporated herein.
2. The City Council hereby confirms and approves the individual assessments
for sewer connection fees set forth in Exhibit "A".
3. The Kern County Tax Collector is hereby authorized to collect the
assessments for sewer connection fees to be collected in three equal payments over
the next three years.
4. The provisions of Proposition 218 do not apply as the sewer connection fee
was imposed at the written request of the property owner.

ASSESSMENT FOR SEWER CONNECTION FEES
CLAIM OF LIEN
TO WHOM IT MAY CONCERN:
CITY OF BAKERSFIELD (CLAIMANT) STATES AS FOLLOWS:
Claimant's Municipal Code Section 14.12.390B authorizes property owners to spread sewer
connection fees over a three-year period upon execution of an agreement with Claimant.
Said agreement authorizes a lien to be placed upon the property until the fee is paid.
The names of the owners or reputed owners and the description of the properties for which said sewer
connection fees will be collected over a three-year period are as follows:
As per Exhibit A (attached).
Claimant claims liens upon said properties in the sum of Fifty-Five Thousand Two Hundred Dollars
and no cents ($55,200.00).
This Claim of Lien is recorded for the benefit of the City of Bakersfield (Claimant), pursuant to {}5100
et seq. of the California Streets and Highways Code.
