AMENDMENT NO. 13 TO RESOLUTION NO. 122-01
APPROVING MEMORANDUM OF UNDERSTANDING
FOR EMPLOYEES OF THE GENERAL SUPERVISORY,
POLICE SUPERVISORY AND MANAGEMENT UNITS
AND ADOPTING SALARY SCHEDULE AND RELATED
BENEFITS FOR ANIMAL CONTROL SUPERVISOR
WHEREAS, Resolution No. 122-01 sets salaries and related benefits for
employees of the General Supervisory, Police Supervisory and Management Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 122-01 is hereby amended as follows:
1. Resolution No.122-01 is hereby amended by adding the following class
title to the General Supervisory Unit:

CLASS TITLE:
ANIMAL CONTROL SUPERVISOR
CLASS SUMMARY:
Under direction, is responsible for planning and supervising the work of a staff of tnimai Control
Officers; assisting in licensing, impounding, caring for and disposing of animals in accordance with
applicable laws and ordinances; and performing other work as required.
REPRESENTATIVE DUTIES:
In addition to the above, the following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties: · Plans, organizes, assigns, directs, controls and evaluates the work of Animal Control Officers,
license survey teams and dispatchers; prepares employee performance evaluations
· As a worldng supervisor, answers complaints concerning animals; explains applicable laws and
ordinances relating to animal control; issues violation notices and court citations; impounds and
transports sick, injured, stray or dead animals; makes investigations of animal bites and issues
quarantine notices; impounds or destroys suspected rabid and unrestrained animals
· Assists subordinates on enforcement matters when parties involved are irate and/or noncompliant
· Investigates severe animal cruelty cases, or animal cruelty cases with complicated legal aspects
· Conducts staff training and public education programs
· Reviews criminal case reports; appears in court as a witness as necessary
· Keeps records and prepares written reports
· Serves on advisory committees
DISTINGUISHING CHARACTERISTICS:
This is a working supervisor classification responsible for the daily supervision of Animal Control
Officers.
MINIMUM QUALIFICATIONS:
Knowled-e of: Employee supervision, training and evaluation; applicable laws and ordinances relating
to animal control; techniques for the safe, humane and efficient handling of animals; the various breeds of
animals and their care and feeding; causes and symptoms of common animal diseases; techniques of safe
and humane destruction of animals such as lethal injection; safe work methods and safety regulations
related to work.
Ability to: Plan, direct and evaluate the work of others; recognize symptoms of rabies and other animal
diseases; evaluate alternatives and recommend effective solutions; exercise independent judgment and
initiative within established guidelines; develop and implement procedures, work standards and internal
controls; exercise tact and good judgment; handle sick, injured, dangerous or dead animals and
decomposing animal carcasses in a safe and humane manner; use and care for small firearms, tranquilizer
guns and other assigned equipment; destroy (euthanize) dangerous, sick or unwanted arfimals; testify in
court; prepare written repons; develop and maintain cooperative working relationships; and maintain
positive public relations.

CLASS TITLE: ANIMAL CONTROL SUPERVISOR 57180
Training and Exnerience:
Graduation fi.om high school or G.E.D. and two (2) years experience equivalent to Animal Control
Officer or one (1) year of related supervisory experience, OR equivalent combination of training,
experience and certification.
Licenses, Certifications or Sneciai Reauirements:
Possession of a valid Class "C" California Driver's License. Completion of a certified Penal Code 832
course in arrest and firearms or possession of a POST Level III Reserve Officer certificate.
Physical Conditions or Suecial Workin~ Conditions: Must possess sufficient strength and stamina to
lift and remove objects weighing up to 50 pounds. Must be willing to work outdoors in ali weather
conditions and with exposure to unpleasant and potentially hazardous conditions. May be required to
work any shift in a 24-hour period including nights, weekends and holidays and routinely be on stand-by
for emergency calls.
