INTRODUCTION
This report presents the findings of the Phase I site assessment at the warehouse
located at 800 14th Street, Bakersfield, California. This assessment was completed at the
request of Barry Jung of Community Development.
PURPOSE OF INVESTIGATION
The purpose of this investigation was to assess any possible hazardous material
concerns regarding the use and occupancy by the Kern County Food Bank of the warehouse
at 800 14th Street, Bakersfield, California.
SCOPE OF THE INVESTIGATION
The scope of this investigation was limited to a historical review of the project site, a
review of this Department's regulatory files, a survey of environmental concerns of adjacent
sites, and a site inspection.
FINDINGS OF THE INVESTIGATION
A review of the Kern County Environmental Health Services Department, Hazardous
Materials Management Program's files revealed that the project site had a 1,000 gallon
underground storage tank. The tank was removed on February 1, 1988. Initial lab results
indicated the presence of benzene, total petroleum hydrocarbons, and oil and grease.
Further sampling performed beyond initial sampling depths did not detect significant levels
of contamination. The Kern County Environmental Health Services Department, Hazardous
Materials Management Program issued a letter closing the investigation at the project site
on January 17, 1991. A complete copy of the underground storage tank file for the project
site accompanies this report.
This Department's review of the regulatory files did not reveal any environmental
concerns on any property adjacent to the project site.

On April 23, 1992, representatives from the Kern County Environmental Health
Services Department, Hazardous Materials Management Program, inspected the site. The
warehouse currently houses liquor for Young's Market. There were no stains or spillage
from unauthorized releases of hazardous materials. The walls, ceilings, and basement were
free from loose insulation. Our investigation did not identify any materials resembling
asbestos anywhere in the warehouse or office areas.
The outside of the warehouse was also inspected. A large pile of garbage was
disCovered at the northwest corner of the warehouse near the railroad tracks. There were
no indications of spillage or other unauthorized releases around the outside perimeter of the
warehouse.
DISCUSSION OF FINDINGS
The contaminants found after the removal of the underground storage tank were not
significant and do not warrant further action or concern. The garbage pile should be
considered a minor nuisance and can be abated by collection and removal to a local landfill.
CONCLUSIONS
Based upon a review of the data collected by this investigation, the Kern County
Environmental Health Services Department, Hazardous Materials Management Program
finds that the project site does not represent any health risks due to the presence of
unauthorized releases of hazardous materials.
