UNTRODUCTION This report outlines the underground storage tank (UST) removal and results of Lutrel Trucking and Environmental Service, Inc. (LUTKEL) operations on one (1) 1,000 gallon Steel UST at 701 16th Street, Bakersfield, California. The UST removal was authorized by Mr. Ray Dezember, owner. Il. PURPOSE AND SCOPE The purpose of the UST removal was to eliminate the possibility of an accidental release resulting in soil groundwater presented one removal, ) Excavate, recycle and/or contamination. Lutrel scenario for 1 and backfill. Scope of work for this remediation project involved the following: Permits were obtained by Lutrel on July 21, 1998. · Excavation of the subject tank began on July 22, 1998. The UST was rinsed, pumped and, loaded on flatbed trucks and transported to a State-Certified recycler as a non-hazardous material. The rinsate from the UST was transported to a local licensed disposer for processing. Samples were taken by having the excavator bucket excavate to the prescribed depth, two feet and six feet below the bottom of the tank, grabbing the sample with a six inch brass tube from the bucket and capping both ends of the tube with Teflon® tape and plastic. The samples were labeled and transported in a cooler immediately to BC Labs for analysis. The samples were analyzed for TPH-d. · Data from these analyses were evaluated to assure the owner, Mr. Dezember and the Bakersfield Fire Department that the excavation had contamination below action levels for this area from the UST. BACKGROUND INFORMATION Information regarding the site location, site description, site geology and hydrogeology, and project history is presented in the following sections. a) Project Location: The project site is located at 701 16~ Street in the City of Bakersfield, County of Kern, California. The site is south of Tmxtun Avenue on 16 th Street. (See Map #1) b) Site Description The site is a level, completely paved property. The Shops are located directly east and west of the UST. California Water Service is the company in charge of domestic water service. All sewage is discharged into the sewage system operated by the City of Bakersfield. The UST was located east of the 701 Shop (Map #2). It was approximately eight feet in diameter with the top approximately three feet below the surface. (see Figure #1). IV. SITE GEOLOGY AND HYDROGEOLOGY The site is located within the San Joaquin Valley geomorphic province of California. Near-surface soils at the site consist of sand, sandy silt and silty clay which are Quaternary alluvial deposits of the Kern River, located approximately 2 miles northwest of the site. According to the Kern County Water Agency Water Report of, 1995, groundwater is approximately 200 feet below grade. This shallow unconfined aquifer recharges the deeper confined and semi-confined groundwater basin, which provides the community and agricultural water supply for the southern valley. Average rainfall in the Bakersfield area is approximately six inches per year and does not contribute to the groundwater recharge by surface infiltration. Lutrel Trucking, Inc. Page 2 Ray Dezember V. SITE HISTORY Information regarding the site history was obtained from the property owner, the City of Bakersfield and the Kern County Public Library. The Site was subdivided into residential parcels during the middle 1930's. The site was developed by Weatherbys Department Store as a warehouse sometime in the late 1950's. The UST was used to store diesel fuel. Prior use of the tank was for fueling vehicles with diesel. The tank had been used over the past 10 years. There were no indications of leakage, as the tank appeared to be in good shape with no holes when it was inspe&ed at~er removal. VI. PROJECT HISTORY The Bakersfield City Fire Department is concerned that USTs have the potential to degrade water quality of the unconfined aquifer, which underlies the city of Bakersfield. Because these tanks commonly contains organic hydrocarbon compounds, the City Fire Department has required that owners of property known to be equipped with these types of systems demonstrate that the tanks are replaced with double walled tanks with leak detection systems and that the soil beneath the system components has not been impacted by organic constituents. LTI SITE CHARACTERIZATION FINDINGS il' a) Soil Profile I Subsurface soils in the area of the investigation generally consist of silty sands underlain by ' interbedded layers of poorly graded sand and silty clay to a maximum depth of 12 feet. b) Results of soil sample analysis ,1.,,, Laboratory results of the soil samples tested for Total Petroleum Hydrocarbons-Diesel (TPH-d) are presented in Table 1. Laboratory documentation is provided in Appendix A. Samples tested for TPH-d revealed no detectable amounts of Diesel were present in the I subsurface soils at two feet and six feet below the tank and the dispenser. I c) Extent of Soil Contamination Based on the results of the analytical testing of the soil samples, no soil was removed. Since the I normal action limit is 100 mg/kg, the decision not to excavate under the UST or Dispenser was made. The entire area was backfflled and compacted back to the original surface elevation. i vm. CONCLUSIONS .1 On the basis of the findings, the following are our conclusions: · Soil profile at the site consists of silty sand, poorly graded sand, silty clay and gravely sand to the l~ maximum explored depth of 13 feet. · No groundwater was encountered. REMEDIAL ACTION ALTERNATIVES The Bakersfield City Fire Department requires that three (3) remediation options be evaluated if significant levels of contamination are found. They are: 1) No Further Action, 2) Excavation / Removal, and 3) Insitu Remediation. X. LUTREL CONCLUSIONS AND RECOMMENDATIONS a) Conclusions The contamination located beneath the tank and Dispenser has been reported as below the action limit of 100 mg/kg resulting in "No Further Action". These levels are documented by TPH-d analyses from samples taken at the bottom of the excavation and under the dispenser. Field observations, measurements, and laboratory analyses indicate that this site does not pose a present or reasonable threat to groundwater due to the contamination levels and depth to groundwater. b) Recommendation As a result of the findings described in this report, we recommend that a No Further Action" declaration be granted by the Bakersfield City Fire Department for the former UST site at 701 16th Street, Bakersfield, California.
