I I. BACKGROUND
I A. Site Description
Armored Transport Inc. (ATI) had one (1) 10,000 gallon and one (1) 5,000 gallon
underground storage tanks (UST's) located at their 1709 16th Street, Bakersfield site.
I The 10,000 gallon UST contained premium grade unleaded gasoline fuel and the 5,000
gallon UST contained diesel fuel No. 2. The site is located on Figure 1 - Area Map.

Regulations, ATI elected to abandon by removal of the two UST's. ATI engaged the
services of Environmental Profiles, Inc. (EPI) to coordinate the removal activities. The
I UST's installations as depicted in Figure 2 - Site Diagram had no history of leakage.
i Abandonment by removal, as presented in the Bakersfield City Fire Department
Conditions for Abandonment of UST's, was chosen as appropriate for the UST removal
operation. A copy of the Conditions for Abandonment of UST's is presented in
i Appendix A - Regulatory Documentation.
B. Groundwater
iThe ATI site overlays well graded sandy soil. The elevation of the facility is
approximately 403 feet above mean sea level. Groundwater was stated to be in excess
of 200 feet deep at this site by City of Bakersfield Fire inspector Joe Dunwoody.
I C. Permits
On September 27, 1991, a permit to perform the removal of the two UST's was applied
I for and issued prior to site work. Preparation of the UST's for removal was performed
per the Bakersfield Fire Department Conditions for Abandonment of UST's. A copy of
the permit is presented in Appendix A - Regulatory Documentation.

II. TANK REMOVAL
I
A. Tank Preparation
I On October 7, 1991, the UST's residual contents were removed for transfer to a TSDF.
The UST's were deemed "safe for hot work" by the Marine Chemist and labeled with the
permit identification number "37613" in red paint. The Uniform Hazardous Waste
I Manifest and Marine Chemist Certificate are in Appendix A- Regulatory
Documentation.
I B. Observations
The tanks were removed without incident and were found to be in good condition with
no evidence of failure in either the tanks or associated piping. The removed overburden

III. POST REMOVAL PROCEDURES
A. Soil Sampling

Additionally, two (2) soil samples were collected from stockpiled soil by EPI Registered
Civil Engineer Matthew J. Walker. The soil samples were collected in strict accordance
with the Bakersfield Department Conditions Abandonment
Fire

samples were taken under the instruction of Bakersfield Fire Department representative
Joseph A. Dunwoody at the points indicated in Figure 2.
The samples were analyzed by BTC Environmental Laboratories, Inc. a Department of
Health Services certified lab located in Ventura, California. Samples of both gasoline
and diesel were taken to the lab for calibration for EPA Method 8015 modified. The
samples were handled and transported in strict accordance with applicable EPA
Regulations. The samples were tested for total petroleum hydrocarbons (TPH) by EPA
Method 8015 modified, and for benzene, toluene, ethylbenzene, and xylenes (BTEX) by
EPA Method 8020. Sample collection times and dates are recorded on the Chain of
Custody Record. The Chain of Custody record is in Appendix B - Chain of Custody and
Laboratory Chemical Results.
B. Laboratory Chemical Analysis Results
.Lab results are tabulated in Table 1 - Laboratory Chemical Analysis Results. The lab
results are presented in Appendix B - Chain of Custody and Laboratory Chemical
Analysis Results.

I IV. CONCLUSION
I
The site, as sampled and tested, indicates that a trace release of petroleum fuel
I hydrocarbons Occurred into the overburden in the vicinity of the former UST's. This is
attributed to m/nor operational spillage spillage around the fillports.
I" The site work has been performed in accordance with the Bakersfield Fire Department
Conditions for Abandonment of UST's guidelines. It is recommended that the site be
i backfilled with no further work. Should you have any questions or comments, please
call either of the undersigned for discussion between the hours of 8:00 a.m. and 5:00
p.m. Monday through Friday.

CONDITIONS FOR ABANDONMENT OF UNDERGROUND STORAGE TANKS
I ** Contractors must have the following information on filein order
to obtain a permit:
I 1. Copy of contractors' license
2. general liability policy
3. workmans compensation policy
i 4. site safety plan
**Site assessment/sample collection contractor must have a soil
sampling and quality control/quality assurance protocol on file.
1.A permit-application for an UST abandonment shall be filed and
I applicable fees paid 5 working days prior to the commencement of
work. This permit shall remain on-site during the entire removal
process.
i A. Permit is valid for 90 days.
2.Forty-eight hour advance notice shall be given to the Bakersfield
City Fire Department's Hazardous Material Specialist to arrange an
I 'inspection appointment.
3.It is the responsibility of the Permittee to obtain any permit .
I required by other regulatory agencies (i.e.Building department and
department of public works).
i 4.Tank closure activities must follow the Uniform Fire-'Code and all
Federal and Cal- Osha regulations.
5.It is the Contractors responsibility to know and adhere to all
I applicable laws and regulations regarding the handling,
transportation or treatment of hazardous materials.
I 6.If any contractors other than those listed on'permit and permit
application are to be utilized, prior approval must be granted by
the Bakersfield City Fire Department Hazardous Waste Specialist.
i Deviation from the submitted application is not allowed.
7.It is the contractors responsibility to assure that all
paperwork, forms, reports, etc. are submitted to the Bakersfield
I City Fire Department's Hazardous Material Division.
TANI~ EXCAVATION, REMOVAL AND DISPOSAL
I 1.Abandonment of tanks in place will only be allowed if removal
would pose undue risk to an existing structure. A written request
and work plan/proposal shall be submitted to the Bakersfield City
i Fire Department's Hazardous Material Division for review and
approval prior to the commencement of any work activity.
2.Excavation of enough material to exDose the top of the tank,
removal of contents, high pressure rinsing, and inerting may ~be
done prior to the arrival of the inspector. TANKS MAY NOT BE
REMOVED WITHOUT A FIRE INSPECTOR PRESENT.
3.Job site safety and assuring all CAL-OSHA regulations are
followed is the contractors responsibility.
4.Excavations, holes, pits, trenches etc. shall be back filled
immediately. Any Excavations not back filled shall be properly
secured as to ensure public safety (i.e. fenced off).
5.Any excavated material from the tank pit, piping runs, etc. not
used as back fill will be properly disposed of, or if left on
location will be either containerized or covered with suitable
material to prevent the emission of hazardous, noxious or
unpleasant vapors and/or odors. In addition the material will be
properly secured as to ensure public safety (i.e. fenced off).
6.Tanks shall be either decontaminated or transported as hazardous
waste.
7.A Hazardous waste manifest will accompany either the rinsate or
the tank and shall be present on site and presentable upon request.
8.The interior o'f tanks being transported as non hazardous waste
(decontaminated.') shall have a lower explosive limit (LEL) of no
greater than 5% immediately following cleaning and Drior to the
introduction of CO2~
A.The contractor shall certify on the inspection form that
the cleaning process was.properly conducted and the LEL
results did not exceed 5%.
9.The decontaminated tank shall be inerted with the introduction of
C02, in the form of dry ice or from canisters.
A.A rate of. 20 pounds of dry ice to 1000 gallons of tank
capacity, or the corresponding weight of Carbon dioxide (C02)
B.If canisters are used they shall be bonded to the tank(s).
C.A receipt for the C02 shall remain on site and presentable
upon request.
10.Prior to the removal of a decontaminated tank the LEL level will
be no greater than 5% and the oxygen level will be no gr~atertban
12%.
ll.All piping associated with the tank shall be removed and
disposed of properly.

SOIL SAMPLING/PRELIMINARY SITE ASSESSMENT
1.Soil samples shall be obtained under the direction of a
professional engineer, geologist, or authorized representative of
a state-approved laboratory.
2.Samples shall be collected, at a minimum, from depths of 2 and 6
feet below the tank bottom, dispensers, and product lines.
3.Sample locations and frequency shall, at a minimum, meet the
following criteria:
A.tanks less than 1000 gallons - from the center of the tank;
B.tanks 1000 - 10,000 gallons - 1/3 of the way in from each end;
C. tanks greater than 10,000 gallons - from the center and 1/4 of
the way in from the end of the tank;
D.below all dispensers;
E.piping - every 15 feet and/or at connections, joints, bends, etc.
3.Any area of obvious contamination or likely areas of
contamination may be required to be sampled.
4.All samples shall be analyzed be a state certified laboratory.
5.Soil samples shall be analyzed for all known and suspected
substances to have been stored in the tank.
6.All samples ~ill be accompanied by a Chain-Of-Custody sheet.
7.A soil sample report/preliminary assessment shall be submitted to
the Hazardous Material Division within five days after results have
been received and shall contain, at a minimum, the following
information:
A.Name of facility, date of operations and permit #;
B. Number of tanks, volume and contents of each;
Name and location of where the tanks were disposed of;
C.Number of dispensers removed and disposition of piping;
D.Name and location of where the rinsate was disposed of;
E.A signed copy of the Hazardous Waste Manifest;
F.A tank disposal receipt from the Scraping facility;
G.Copies of all lab data sheets and Chain-Of-Custody documentation;
H.A plot plan showing the locations of the buildings,tanks, piping
runs, dispensers, and ALL SAMPLE LOCATIONS WITH CORRESPONDING I.D.

After careful review of the reportable inventory variations at your
facility located at 1709 16th Street (160018C), this Department has
concluded that these results are due to a history of lob throughput.
This letter is to advise you that you will be granted a "provisional
exemption" from the standard reporting described in your permit packet.
This Department is currently undertaking a study of the inventory
control problems of ]ow-throughput tanks. To facilitate this, a copy of
reconciliation worksheets for tanks listed on the attached outline must
be sent to this Department ~D.~.~..% so that we may add this information
to our data base. Please send all submittals to my attention.
Our preliminary information indicates that a' change in reportable
variations is necessary when the throughput of a tank is .].~ .~ .~.~.~.~
~.~j..]~9~ .p~£ ~.H and ~.,~ ,~.~ .1.E.,..~.~.q .QA!,!~,O~ .q~£ .m.g~.~.~- The
accompanying "Low-Throughput Tank Reporting Outline" describes these
changes.
A revised action chart and an example of a changed summary sheet
(on the back of inventory reconciliation worksheet) have also been
enclosed for your convenience. Please make these changes on your
worksheets for weeks in which you have 'low throughput.
Be advised that this provisional exemption is subject to change as
further data becomes available to the Health Department. If, however, a
3isted tank at any time exceeds the defined 3ow-throughput amounts, you
must revert to compliance with the original reporting requirements. If
