INTRODUCTION
This report presents the findings of tile Phase I site
assessment at the Food Bank Warehouse located at 3019 and
3021 16th Street, Bakersfield, California. This assessment
was completed a5 the request of Barry Jun~ of Community
Development.
PURPOSE OF INVESTIGATION
The purpose of this investigation was to assess any
possible hazardous material concerns regarding the use and
occupancy by the Kern County Food Bank of the warehouse a~
3019 and 3021 16th Street, Bakersfield, California.
SCOPE OF THE INVESTIGATION
The scope of this investigation was limited to a
historical review of the project site, a review of available
regulatory files, a survey of adjacent sites for
environmental concerns, and a site inspection.
FINDINGS OF THE INVESTIGATION
The project site was built and has been used as a
warehouse since 1961. No information on the project site was
discovered during a review of local reg'ulatory agency files.
Two sites directly adjacent to the project si~e have
environmental concerns. The Santa Fe Raiiyard %o the sou~h is
currently remediatin~ diesel contamination from a leakin~
underground storage tank and from "railroad" operations.
Contamination from a gasoline loadin2' platform is also being
addressed. The business to the west of the project site,
}[ega, }las an unpermitted underg'round slorage tank. This sire
has been referred to City of Bakersfield, Fire Departmenn for
further investigation.
On January 13, 1992, representatives from the [(ern
County Environmental Health Services Department, Hazardous
}~ateriais .~ana~=ement Proo__.'ram, inspected t~-~e site. The
building is divided into two separate warehouses addressed as
3019 and 3021 16th Street.The warehouse at 3021 lSth Street
was inspected first. The warehouse was r~latively clean and
free of debris and refuse. There were no stains or other
evidence of spillage from unauthorized releases of hazardous
materials. However, a spongy, friable material was noted
adhering to the I-beams supporting the wall separating the
two warehouses. An examination on January 1~, 1992, by John
Mellow of County Counsel, Risk Management Department,
confirmed that the material does contain asbestos, blt. Mellow
also noticed that large portions of the I-beams are exposed
and in violation of the fire codes requiring fireproofing.
The warehouse at 3019 l~th Street contained a large
amount of debris and refuse which impeded, a thorough
inspection. No indications of spillage or other unauthorized
releases were readily apparent,
DISCUSSION OF FINDINGS
The Santa Fe Rai!yard remediation project is nearing
completion and should not impact the project site.
The 5~ega business site is an unknown at this time. Until
the City of Bakersfield, Fire Department has completed an
inspection, no further information will be available.
The discovery of friable asbestos within tile project
site is an immediate concern. John Mellow of County Counsel,
Risk 5~anagement, has recommended that all unprotected persons
be restr'icted from the area until tile asbestos has been
removed and disposed of in accordance with Pederal, sta%e,
and local regulations. This Department, upon notification of
the hazard, contacted Barry Jun~ in Community Development and
advised him of tile asbestos hazard.
CONCLUSIONS
Based upon a review of the data collected by this
investigation, tile Kern County Environmental Health Services
Department, Hazardous Materials Management Program finds that
the project '.~ite is a health hazard and presen't~ -~? unsuitable
for use and occupancy by the Kern County Food Bank.
RECOMMENDATIONS
This Department recommends that Jon Adams of
the Air Pollution Control District (APCD) be contacted
to discuss the requirements and procedures that should be
followed for abatement of the asbestos hazard.
