AGENCY NOTIFICATION PROCEDURES: The Branch Manager or his designated alternate shall be responsible for notifying the appropriate agencies of a hazardous materials incident. Not all agencies need to be notified for every situation. Consult the specific emergency in the Emergency Response Plan to determine which agencies to notify. B. EMPLOYEE NOTIFICATION AND EVACUATION: Notification of evacuation shall be by intercom. All phones in the building have the ability to use the intercom. The evacuation will be announced and evacuation will proceed in an orderly fashion according to routes shown on Map No. 2. Most work areas have two exits. Evacuation will take place through the closest safe exit. An evacuation meeting place has been designated on the north side of the building in the visitor parking lot. If the wind is from the south, an alternate location would be on the south side of the building along the alley. C. PUBLIC EVACUATION: The fu'e department will decide if a public evacuation is necessary. D. EMERGENCY MEDICAL PLAN: 1. Employee ExposUre to Hazard.ou~ Materials In the event of an overexposure to hazardous materials due to a spill or improper use of the material, prompt medical assistance is required. If the employee has hazardous materials spilled on him, emergency decontamination will be necessary. Many hospitals will not accept patients in the Emergency Room if they are covered with hazardous materials. Remove contaminated clothing and wash contaminated skin. If the spill involved is a corrosive material, flood the burned area with plenty of water. 2. Location of Facilitie~ Two hospitals are located conveniently close to the Bakersfield Office. A minimum inventory of hazardous materials is kept. Hazardous materials are stored inside the building where there are no floor drains. B. RELEASE CONTAINMENT AND/OR MINIMIZATION: The Hazardous Materials Program Coordinator will make an assessment of the situation and determine whether to enter the area and contain the spill or call for outside assistance. If the leak is ongoing, carefully approach the container and try to put it in an upright position. If this dOeS not stop the leak, put the leaking container into a larger container that does not leak. Do not use a metal container to contain a battery acid leak. Use the Quicksorb located under the stairs in the garage to contain the spill. Sprinkle the Quicksorb around the perimeter of the spill to keep the liquid from spreading. Slowly work your way towards the center of the spill by sweeping the Quicksorb over the spill and adding more Quicksorb as needed. Do not. under any circumstances try to accomplish the cleanup of a hazardous materials spill without proper training and equipment. Use the buddy system. Always have someone nearby who is trained and can get assistance if something goes wrong. C. CLEAN-UP PROCEDURES: Once a 'spill has been absorbed by the Quicksorb material, the Quicksorb is no longer usable. Since the Quicksorb has been used to soak up a hazardous material, the Quicksorb is now a hazardous waste. Metromedia's corporate euvironmeutal staff is contacted for advice on how best to dispose of this hazardous waste. The waste is stored in a sealed container in a cool, dry contained area. A hazardous waste label is affixed to the outside of the container. "Process Designation" is provided as a reporting option (with the approval of the Administering Agency) for facilities that can most easily report by process. Thus, facility RMPP registration data could be submitted in a similar format to a business plan that is divided by process.
