(SEI) following the receipt of analytical reports of soil samples collected on July 31, 1998, from 5 soil borings conducted at the subject site. See Plate 1 for Location Map. PREVIOUS SITE HISTORY According to available records the site location was an active gasoline station from 1937 to approximately 1957 when it was then used for parking (Rice Bowl Auto Park). The fuel tanks were abandoned with concrete in approximately 1973, but no records of soil sampling beneath the tanks are available or their location. A Sanborn Fire Insurance Map from 1949 shows a gas and oil service station at the southeast comer of M Street and 18th Street (see attached Sanborn Map). The building was predominately situated on the northern portion of the property with a car wash facility to the southeast (see attached Sanborn Map). A 1956 aerial photo shows a structure on the northern portion of the property with vehicles to the south and east. Based on this information and conversations with Rice Bowl employees it was determined that the fuel storage tanks would probably have been located between the building and the car wash area. The dispenser was apparently along the 18th St. side of the building. SEI proposed a minimum of 5 soil borings to assess soil conditions beneath the former location of underground storage tanks (UST's) and the dispenser island. The following scope of work was performed at the site. FIELD WORK CONDUCTED SEI utilized a SEI owned and operated Hollow-stem auger drill rig to advance a total of 5 soil borings to an estimated depth of 20 feet in the area of the former UST's and dispenser islands. A California registered geologist supervised the drilling process. Soil samples were collected at 5 foot intervals and evaluated in the field for petroleum hydrocarbons (staining and odor), soil type 4700 DISTRICT BLVD. ° BAKERSFIELD, CALIFORNIA 93313 ° PHONE (805) 831-5100 ° FAX: (805) 831-2111 SOILS ENGINEERING, INC. and photo-ionization detector (PID) readings. A soil sample from each sampling interval was sealed, labeled and placed in an iced cooler. Two soil samples from each soil boring were taken to BC Laboratories for chemical analysis. The borings were backfilled with clean cuttings and capped with concrete. FINDINGS Soil Characteristics Soils encountered in the soil borings were predominately silty sand (SM) in the top 5 feet underlain by poor to well-graded sands (SP & SW) to a total depth of 20 feet. No petroleum odor or staining was evident in the soil cuttings and samples. PID readings ranged from 85 parts per million (ppm) in sample B 1 ~ 5' to zero ppm. Soil Analytical Testing Results Selected soil samples (10) were analyzed for Total Petroleum Hydrocarbons as gasoline (TPHg), benzene, toluene, ethylbenzene and xylenes (BTEX) and one for total lead by a State certified analytical laboratory. The analytical results are presented in Table 1 and the analytical reports are attached. No TPHg or BTEX concentrations were detected in any soil samples analyzed. Total lead concentrations in soil sample B 1 ~ 5' were 5.2 ppm, which is in the normal range. CONCLUSION'S & RECOMMENDATIONS Based on analytical results of soil samples analyzed and field observations, SEI concludes that no significant petroleum hydrocarbons are present area borings in the of the 5 soil conducted at the site within the suspected area of the former UST's and dispensers. SEI recommends no further assessment of the soil in the area of the former UST's or dispenser islands at the site. LIMITATIONS This report was prepared for the exclusive use of the Rice Bowl as it relates to the property described. The discussion and conclusions presented in this report are based on: · The test borings performed at the site. · The observations of field personnel. · The results of laboratory tests performed by BC Laboratories, Inc. of Bakersfield, CA.. · Our understanding of the regulations of the California Regional Water Quality Control Board. Possible variations in soil or groundwater conditions which may exist beyond the points explored. in this investigation might effect the validity of this report unless those variations or conditions come to our attention and are reviewed and assimilated into the conclusions and recommendations of this report. Cement and drilling mud were 1715 Chestor Ave. two types of material approved of at the time for the abandonment of underground ~kersfleld, CA 93301 (805) 326-3979 tanks. FAX (805) 326-0576 State regulations concerning the removal and abandonment of " TRAINING DIVISION 5642 Victor Street underground tanks became effective on January 1, 1984.
