(805) 648-6800 -..*-i}~ESS RESPC}~SE Pi COCA-COL~ - BAKERSF-!ELD Evacuation Plan Response to Fire, Explosion o~ Ma~o{ Hazardous Material Emergency ncident PURPOSE - To evacuate employees, contractors and other personnel to a safe location in an orderly manner in the event of major emergency. 1. EMERGENCY SITUATIONS The City Fire Department (911) shall be contacted when any of the following emergencies or hazardous conditions exisT: A. Fire that cannot be immediately and safely contained. B. Flammable/hazardous waste spill or gas leak which requires professional assistance. C. Any occurrence requiring the use of resuscitators or breathing apparatus. D. Any rescue work requiring specialized training in the use of ladders, power forcible entry units, lines or other fire department resuue equipment. o Fire A. Fire Doors Fire Doors are all doors that lead to the outside of the building, or from interior areas to a major hallway. It is most important that all fire doors remain closed (but not locked) during working hours. Their.purpose is to minimize the spread of smoke and fumes which can be more dangerous than the fire itself. B. Action by Person'Discovering the Fire: Alert peopl~ in the general area of the fire by shouting "FIRE". Where available, pull the nearest fire alarm box to automatically notify the local Fire Department. If no fire alarm box is available, then upon being informed of a fire or explosion, or upon activation of the fire alarm, the Security Guard on duty or the Disaster Coordina~z~ will immediately call the Fire Department and provide the following information: 1. Say "THIS IS AN EMERGENCY". 2. Describe the emergency (fire, explosion, etc.) -- 8 -- Evacuation Plan (contd.) 3. Give the location of the emergency. 4. Give your name and the location from which you are calling. 5. Explain, if known, what help is needed (paramedics fire equipment, police, etc.) ' 6. Speak slowly and distinctly - - repetition wastes valuable time. 7. Do not hang up until told to do so by the Fire Department. C. Evacuation When the fire/evacuation alarm sounds, all employees shall follow the emergency evacuation routes shown on the posted evacuation plan. If possible, employees will shut off machinery and equipment (unless it is identified as "NOT TO BE SHUT DOWN") and close file cabinets, drawers, safes and doors. D. Follow-Up Immediately after the emergency, before resuming operations, the Disaster Coordinator will determine that all emergency equipment is serviced and ready for use, and will so inform the appropriate agencies. o Earthquakes Most earthquakes last only a few seconds, followed by after- shocks at various intervals. The aftershocks are usually of lesser degree than the main tremor, yet still dangerous as they dislodge loosened building materials, glas~s and other objects previously damaged by the main quake. In the event of an earthquake, take the following actions: A. Take cover under closest table or desk, or move quickly to a doorway and brace yourself. Stay in your safety place until the quake settles. Be calm and patient. B. Remain where you are. Serious or fatal injury may be caused by falling glass or debris. There-fore, do not evacuate until the alarm is sounded or your instructed to do so by your supervisor. - 9- Earthquake (contd.) C. If outside, avoid walls, power lines and other structures that could fall. Do not run into the street. D. Do not touch downed power lines or objects touched by downed power lines. After the quake has subsided, take the following actions: A. If you are in the building and it is safe to do so, report to your individual work area and stand by for instructions. Do not leave the area without permission from your supervisor. B. Do not attempt to move seriously injured persons unless they are in immediate danger of further injury. C. Refrain from smoking, lighting matches or cigarette lighters due to the possibility of explosion or fire. ' D. Immediately report spilled substances, fuels or other potentially harmful materials to your supervisor. E. Be prepared for additional earthquake shocks called "aftershocks". Although most of these are smaller than the main shock, some may be large enough to cause additional damage. F. Do not re-enter the building if you are outside until directed to do so. o Bomb Threat Compared with other facility emergencies, the covert and criminal nature of bombing incidents presents a unique problem. Experience shows that 955 of all written or telephoned threats are hoaxes. However, there is always a chance that a threat may be authentic. ApPropriate action should be taken in each case to provide for the safety of employees, the public and property, and to locate the suspected explosive or indendiary device, so that it can be neutralized. A. If a threatening note or letter is received, immediately call the Security Department or Branch/Plant Manager. Do not continue to handle the note or show it to others, since latent fingerprints may be identifiable. Do not discuss the matter with anyone except Security or the Disaster Coordinator. B. If a bomb threat is received by telephone, the person receivin~ the call should take the following actions: · - 10 - Bomb Threat (contd.) 1. Be calm, be courteous, listen and do not interrupt ~he caller. ~ 2. Immediately notify someone nearby, stating "BOMB THREAT .... CALL SECURITY", while trying to keep the caller on the line. 3. Record details of the call on the Bomb Threat Checklist (Exhibit l, attached). C. After a bomb threat is received, the decision to evacuate the facility will be made by the highest ranking Company Officer or Manager available. THE CITY POLICE DEPARTMENT AND ED TODD - MANAGER, INDUSTRIAL AND ENVIRONMENTAL SAFETY WILL THEN BY IMMEDIATELY NOTIFIED.at Los Angeles ext. 4455. D. Under no circumstances should employees attempt to search out, move or defuse a suspected bomb. o Chemical Spill Although most of the materials we use are relatively harmless to personnel if utilized properly, there are some chemicals and wastes produced that may be harmful to the environment. In the event of a chemical spill or waste release, take the following actions: A. Immediately report all spilled chemicals or wastes to your supervisor. B. Attempt to contain the spill. Take proper precautions to insure that protective clothing and glasses are worn by all personnel who are attempting to control the spill. C. Avoid breathing any fumes that may be produced. D. Do not flush the spill down any industrial storm or drain system. E. If the spill is large, or presents a hazard to employees or the environment, immediately call the local Fire Department. F. If the spill cannot be contained "in house" notify Ed Todd - Manager, Industrial and Environmental Safety at Los Angeles extension 4455. G. Following containment of the spill, immediately complete the Accidental Spill Report (Exhibit 2, attached), and forward copies to Ed Todd at CCE-West Region Headquarters (see Exhibit 2) within 24 hours. (805) 648-6800 ~C~INESS RESPONSE PLA~ COCA-COLA - BAKERSFIELD Evacuation Plan Response to Fire~ Explosion or Major Hazardous Material EmerEency Incident PURPOSE - To evacuate employees, contractors and other personnel to a safe location in an orderly manner in the event of major emergency. B. Action by Person Discovering the Fire: Alert people in the general area of the fire by shouting Where available, pull the nearest fire alarm box to automatically notify the local Fire Department. If no fire alarm box is available, then upon being informed of a fire or explosion, or upon activation of the fire alarm, the Security Guard on duty or the Disaster CoordinaTor will immediately call the Fire Department and provide the following information: 1. Say "THIS IS AN EMERGENCY". 2. Describe the emergency (fire, explosion, etc.) Evacuation Plan (contd.) 3. Give the location of the emergency. 4. Give your name and the location from which you are calling. 5. Explain, if known, what help is needed (paramedics, fire equipment, police, etc.) 6. The aftershocks are usually of lesser degree than the main tremor, yet still dangerous as they dislodge loosened building materials, glass and other objects previously damaged by the main quake. There.fore, do not evacuate until the alarm is sounded or your instructed to do so by your supervisor. - 9 - Earthquake C. C. Refrain from smoking, lighting matches or cigarette lighters, due to the possibility of explosion or fire. D. Experience shows that 95% of all written or telephoned threats are hoaxes. B. If a bomb threat is received by telephone, the person receiving the call should take the following actions: - 10 - Bomb Thraat .) 1. Be calm, be courteous, listen and do not interrupt the caller. 2. G. Following containment of t.he spill, immediately complete the Accidental Spill Report (Exhibit 2, attached), and forward copies to Ed Todd at CCE-West Region Headquarters (see Exhibit 2) within 24 hours. - ll - EXHIBIT BOMB THREAT CHECKLIST BE CALM, BE COURTEOUS, LISTEN, DO NOT INTERRUPT CALLER.
