i SCOPE
This report presents the results of our Phase II environmental site assessment performed
at 3101 16th Street, Bakersfield, California in the area of a former underground diesel
tank fuel line. The general location of the site is shown on Plate 1, Site Location Map.
I The investigated area is shown on Plate 2, Sample Location Plan. Our work was
performed in accordance with the scope of services outlined in our proposal dated July
I 13, 1992, which was authorized by Mr. Steve Mitchell on July 30, 1992.
I The purpose of this assessment was to acquire and chemically analyze soil samples from
a hydrocarbon-affected area encountered during our previous tank removal work
I (L91322.RO) at the site. During the previous work, a total petroleum hydrocarbon
(TPH) concentration of 150 milligrams per kilogram (mg/kg; equivalent to parts per
I million [ppm]) was encountered in a "grab" soil sample taken from under the former fuel
line at sample location 9 (See Plate 2). Our Phase II assessment was performed in
I response to a letter from Mr. Joe A. Dunwoody of the City of Bakersfield Fire'
Department, Underground Tank Program, that requested that further assessment be
I performed to define the vertical and horizontal extent of a potential contamination plume
at the former fuel line location.

The scope of our assessment included drilling and sampling two borings to depths of 20
feet at the former fuel line location to evaluate the potential extent of hydrocarbon-
I affected soil. The borings were drilled using a truck-mounted, hollow-stem flight-auger
drill rig; soil samples were obtained at 5-foot intervals.. Selected soil samples were
analyzed discretely for diesel fuel. The approximate locations of the borings are shown
on Plate 2.

I GEOLOGIC AND HYDROGEOLOGIC CONDITIONS
SITE GEOLOGY
The site is underlain by Quaternary-age alluvial materials which consist predominantly
of silty sand, sand, and gravel~ The site is located, at the southeastern edge of the Great
Valley .geomorphic province of California. The Great Valley (San Joaquin Valley) is a
I long structural depression, or down-warped trough, with the axis of the trough lying very
close to the eastern front of the Coast Ranges. In general, the southeastern portion of
I the San Joaquin Valley is underlain by Quaternary age continental deposits and late
Tertiary age marine and continental sedimentary rocks, which rest on a basement
I complex consisting of granitic rocks of the Sierra Nevada.

SITE HYDROGEOLOGY
The site is in the Kern River Delta Area of the Tulare Lake Drainage Basin within the
San Joaquin Valley. According to the Kern County Water Agency Report on Water
Conditions (February 1986), unconfined water surface elevations measured in July 1985
in wells in the vicinity of the site ranged between about 340 to 350 feet above sea level
or about 50 feet below ground surface. Perched ground water is not known to occur
near the site. Ground water was not encountered during our current or previous
assessments.
I INVESTIGATION
EXPLORATIONS AND SAMPLING
On August 3, 1992, two 8-inch-diameter borings, 9-A and 9-B were drilled at the former
diesel fuel line location to of 20 feet. 9-A drilled at the

site of previous sample location 9, while Boring 9-B was drilled approximately 15 feet
southwest of this location. The borings were drilled using a truck-mounted drill rig
equipped with hollow-stem flight augers. Soil samples were obtained at 5-foot intervals
in each boring by driving a split-spoon sampler, lined with three.2V2- inch,diameter by
6-inch brass sleeves, ahead of the augers into undisturbed soil. The sampler was washed
between sample intervals with a TSP (brand) soap solution and double rinsed to reduce
the possibility of cross-contamination.
The soil samples and cuttings were monitored for the presence of volatile organic vapors
using an organic vapor analyzer (OVA) calibrated to 100 parts per million (ppm) hexane
calibration gas. Soil cuttings were placed into sealable 55 gallon DOT drums. The soil
boring samples were retained in clean brass sleeves, sealed with Teflon tape, and capped
with plastic lids. · The soil samples were then placed in a chilled ice chest for
· 'preservation and transported to Zalco Laboratories, Inc. in Bakersfield for chemical

analyses. The 5- and 10-foot soil samples from both borings were analyzed for TPH as
I diesel by EPA Method 8015 Modified (DOHS-LUFI').
I FIELD FINDINGS
Soil consisting of mainly fine to medium grained sand was present within each boring to
I the total depth drilled (20 feet). No hydrocarbon-odorous or stained soil was obserVed
during the drilling of the borings. No soil samples emitted elevated levels of organic
i vapors when monitored with the OVA. The boring logs are presented in Appendix A.
LABORATORY FINDINGS
I The laboratory results of the soil samples analyzed from the borings indicate no
detectable concentrations of TPH. The laboratory results and Chain-of-Custody
I documentation are presented in Appendix B.
I CONCLUSIONS
I During our previous assessment, a concentration of 150 rog/kg TPH was detected within
· a soil sample from sample location 9 following the removal of the diesel fuel line. More
I extensive exploration and sampling performed at the same area for the current
assessment did not find detectable levels of TPH in soil. Based on the findings, it
I · appears that the subsurface soil beneath the fuel line has not been significantly impacted
by diesel fuel. The TPH concentration encountered within the soil during our previous
I assessment appears to be limited to a small localized area.

SCOPE
This report summarizes procedures used and actions taken to remove the former on-site
diesel, gasoline, oil, 'and waste oil underground storage tanks in accordance with
requirements of the Bakersfield City Fire Department Hazardous Materials Division,
Permit Number BR-0039, at the subject site. On April 7, 1992, a 10,000-gallon diesel
tank, a 500-gallon gasoline tank, a 500-gallon oil tank, and a 500-gallon waste oil tank
and associated piping were permanently removed from the subject site. This report
addresses the tank closures and analytical analyses of the soil samples collected beneath
the tanks and the associated piping following removal.

I SITE CONDITIONS
i GENERAL INFORMATION
The site is located at 3101 16th Street, Bakersfield, California and is currently used as
an equipment storage yard. Existing structures include a one-story office building and
warehouse. Plate 1, Site Location Map, shows the site general location; Plate 2, Site
I Plan, shows the facility boundaries and the former storage tank area. Fuel is no longer
being stored at the site.

TANK CLOSURE
TANK INFORMATION
The locations of the former underground tanks and associated piping are shown on
Plate 3, Sample Location Plan. The 10,000-gallon underground storage tank (UST) used
to store diesel, and the three 500-gallon USTs which were used to store gasoline, oil, and
waste oil, were of single-wall construction. The dates of installation are unknown.
TANK PREPARATION AND REMOVAL
Prior to removing the tanks, all associated piping was disconnected and drained. All
aboveground associated piping, one gasoline dispenser, one diesel dispenser, and the
underground piping leading to the tanks were removed. During excavation, the soils
were monitored with an organi(~ for the of volatile
vapor
(OVA)
presence
organic compounds (VOCs). The OVA was calibrated to 50.8 parts per million (ppm)
hexane prior to use. No elevated VOC levels were detected during the monitoring of the
soils. All existing residues and vapors in the tanks were then removed by triple washing;
approximately 2,150 gallons of rinsate were used to clean the tanks and were transported
to Gibson Oil & Refining Company, Inc., in Bakersfield California. A Gastech Model-
GX-86 measured the lower explosion limit (LEL) at 0% in all the tanks. The USTs and
all associated piping were removed from the excavations, loaded on a low-boy trailer, and
transported to Golden State Metals, Inc., in Bakersfield, California for recycling; the
USTs were in poor condition upon removal. Regulatory documentation and
certifications are presented in Appendix A.
An oil collection trough located inside the existing warehouse, associated with the waste
oil UST, was steam-cleaned and inspected for structural integrity; there were no cracks
or holes observed in the trough.

BACKFILL AND COMPACTION
The UST excavations and the oil collection trough were backfilled and compacted under
the observation of Law/Crandall personnel. A copy of our "Report - Observation and
Testing of Compacted Backfill" is presented in Appendix B.
SOIL SAMPLING
On April 7, 1992, after the diesel tank was removed, soil samples were collected at
locations one-third of the way from each end of the tank at depths of 2 and 6 feet below
the tank's invert.

On April 10, 1992, after excavating and removing the diesel product line beneath the
asphalt-paved areas, soil samples were collected at three locations at depths of 6 feet
below the bottom of the piping trench, at approximately 15-foot intervals.
One soil sample each was collected at a depth of 6 feet below the gasoline and diesel
dispensers and the drain line associated with the oil collection trough and waste oil tank.
The sample locations are shown on Plate 3, Sample Location Plan.
The gasoline line and diesel line beneath the existing concrete slab associated with the
pump island were abandoned in-place.
The soil samples were collected as grab samples, retained in clean glass jars, labeled,
sealed with Teflon-lined caps, and placed in a chilled ice chest. The samples were
transported to Zalco Laboratories, Inc., in Bakersfield, California for chemical analysis.

The laboratory results and Chain-of-Custody documentation are presented in
Appendix C.
i LABORATORY ANALYSIS AND RESULTS
The soil samples collected below the diesel UST were analyzed for the petroleum
I hydrocarbons, the total petroleum hydrocarbons as diesel, and the volatile aromatic
hydrocarbons benzene, toluene, ethylbenzene, and xylene(s) (BTEX) by EPA Method
I 418.1, DOHS Luft Manual, and EPA Method 8020, respectively. The soil samples
collected below the associated diesel piping and dispenser were analyzed for the total
I petroleum hydrocarbons as diesel and volatile aromatic hydrocarbons (BTEX). The
laboratory results indicate-the presence of low concentrations of the petroleum
1- hydrocarbons, 75 mg/kg (ppm), and total petroleum hydrocarbons as diesel, 31 mg/kg, in
the sample collected at the north end of the diesel tank excavation at a depth of 2 feet.

This sample contained very low concentrations of BTEX. The laboratory results also
indicate the presence of the total petroleum hydrocarbons as diesel, 150 mg/kg, in one
I of the samples collected in the diesel piping trench. This sample contained non-
detectable amounts of BTEX. The laboratory results indicate that the remaining samples
I collected in association with the diesel UST, piping, and dispenser contain non-detectable
amounts of the petroleum hydrocarbons (<50 mg/kg) and total petroleum hydrocarbons
(<10 mg/kg) and very low concentrations of volatile aromatic hydrocarbons (BTEX).
I The soil samples collected below the waste oil UST were analyzed for the petroleum
hydrocarbons, the total organic halogens (TOX), and total lead by EPA Method 418.1,
i EPA Method 9020 (TOX), and EPA Method 6010, respectively. The laboratory results
indicate non-detectable concentrations of the petroleum hydrocarbons (<50 mg/kg) and
i total lead (<2.5 mg/kg). Low concentrations of TOX were detected in the samples
collected below the waste oil UST (3.4 mg/kg at the 2-foot depth and 2.6 mg/kg at the
6-foot depth). Low concentrations of TOX (4.8 mg/kg) were also detected in the sample
collected 6 feet below the drain line associated with the oil collection trough.

The soil samples collected below the gasoline UST and the associated dispenser were
analyzed for the total petroleum hydrocarbons as gasoline and BTEX by DOHS Luft
Manual and EPA Method 8020, respectively. The laboratory results indicate very low
concentrations of BTEX and non-detectable concentrations of the total petroleum
hydrocarbons (< 10 mg/kg) were present.
The soil samples collected below the oil UST were analyzed for the petroleum
hydrocarbons by EPA Method 418.1. The laboratory results indicate non-detectable
concentrations (<50 mg/kg).
CONCLUSIONS
The laboratory results of the s0il samples collected during our removal operations
indicated low to non-detectable concentrations of the petroleum hydrocarbons, total
petroleum hydrocarbons as diesel or gasoline, volatile aromatic hydrocarbons, total
organic halogens, or lead. Based on our investigation, the areas of the former 10,000-
gallon diesel UST and the 500-gallon gasoline, waste oil, and oil USTs and their
associated piping and dispensers have not been significantly impacted; we are therefore
requesting closure of this site.

This report provides a formal record of our observation and testing of the compacted
backfill placed in excavations resulting from the removal of four underground storage
tanks at the subject site. The approximately locations of the tank excavations are shown
on the attached Plot Plan. The observation and testing work was performed on April 7,
8, and 9, 1992. The inspection services were performed in conjunction with our
Remediation Services Department.
We made observations and performed ASTM Designation D1556 sand-cone field density
tests as the backfill progressed. The results and approximate locations of the tests are
attached.
The bottoms of the tank excavations were cleaned of a majority of loose and disturbed
soils. The bottoms of the excavations were then rolled by a sheepsfoot wheel attached
to a backhoe. The required backfill soils, consisting of imported medium to coarse sand,
and imported sand blended with on-site silty sand, were then placed in loose lifts
approximately 8 to 12 inches in thickness, brought to near optimum moisture content,
and compacted. The backfill was compacted by the backhoe-attached sheepsfoot wheel
and a rubber-tired loader.

The backfill, at the locations and elevations tested by us, was compacted to at least 90%
of the maximum dry density obtainable by the ASTM Designation D1557-78 method of
compaction.

Upon review of the recently submitted laboratory results from your
facility, this office has determined that the extent of the
contamination located under the area previously occupied by. the
diesel product line has not been adequately defined.
This office requires (in accordance with chapter 6.7 of the
California Health and Safety Code and chapter 16, Title 23 of the
California Code of Regulations) that further assessment be done to
define the vertical and horizontal extent of the contamination
plume.
Please submit a work plan for further assessment, to this office,
· with in 30 days from receipt of this letter. The work plan should
follow guidelines found in: Appendix A - Reports, Tri - Regional

the removal of four underground storage tanks (USTs), for a site located at 3101
16th Street, in the City of Bakersfield.
At present, we do not have a scheduled date to remove the USTs. This date is
dependent on an ll-day notification to the current site occupant by the site owner that
the tanks will be removed, and the issuance of the permits for removal by the
Bakersfield City Fire Department.

The site is located at. 3101. 16th Street, Bakersfield, California and is currently used as ali
equipment storage yard.. Existing structures include a one-story office building and
warehouse.
B. SITE HYDROGEOLOGY
The site is in tile Kern River Area of tile Tulare Lake Drainage Basin within the San
Joaquin Valley. According to tile Kern County Water Agency Report on SVater
Conditions (February 1986), unconfined water surface elevations measured in July 1.985
in wells in the vicinity of the site ranged between about 340 and 350 feet above sea level
o
or about 50 t~t below the ground surface. Perched ground water is not knowat to occur
near the site. Ground water was not encountered during our previous tank removal
operation (L91322.RO).

C. p__ROPOSED WORK.
To further delineate the' extent of contamination, we propose to drill two 20-foot soil
borings to intercept potential deeper contamination from a diesel fuel line and to quantify
the vertical extent of the diesel discovered during thc fuel line removal process. The
borings Will be drilled* using a truck-mounted, hollow-stem flight-auger drill rig. The
proposed borings will be located as shown on the attached Site Plan.
Undisturbed soil samples will be collected at $*foot intervals in the borings. The samples
Will be acquiz~d with a split-spoon, "Califonda Sampler~* driven ahead of the augers, or
with a driven hand-sa~nple~; the samplers will be lined with clean brass tubes.
FolloWing retrieval of the sampler at each sample interval, the lower sample tube. of the
California Sampler will be eapped~ labeled, and placed into a chilled cooler immediately
upon retrieval. A duplicate soil sample will be classified, bgged, checked for odors or
discobration, and field.screened 'With an 'organic vapor analyzer (OVA) calibrated to a
k~nown hexane standard.' Soil classifications and field observations will be recorded on
standard ldC field logging forms. The samples will also be recorded on laboratory Chain,.
of. Custody fo~nns to document sample identt[ieation and I~andling. All samples will be
stored in fl~e cooler until transportation to a state-certified laboratory for analysis. The
Chain-of-Custody documents will accompany the samples at all times.
Laboratory Analysis
Depending on OVA readings, selected soil samples will be delivered to a state-certified
laboratory in Bakersfield for chemical analysis. The soil samples will be analyzed for total
petroleum hydrocarbons (TPH) as diesel, and aromatic hydrocarbons (BTEX) by EPA
Methods 8015 ('DOS-L[Y~'T) and 8020, respectively.

D~ontamination procedures
Ail drilling equipment that may come in contact with the soil will be steam-cleaned prior
to use. Prior to use, all sampling equipment will be washed using the established EPA
three-bucket wask/rin~ procedure. All sampling containers will be cleau.
The bot~ings will be ,.sealed with a bentonite grout. Soil cuttings generated during drilling
will be stored on site in 55-gallon drums. Each drum will be labeled to identify the source
of the material. Upon receipt of laboratory results, we will make recommendations
regarding procedures for disposal of the waste materials.
Data Analysis and R~
The timid and laboratory data will be evaluated and conclusions will be developed. We
will prepare a report that will include a description of the methodologies used, a site plan
sllowing the boring locations, boring logs including field observations and OVA readings,

SCOPE
This report presents the results of our leak detection investigation for 3101 16th Street,
Bakersfield. The general location of the site is shown on Plate I, Site Location Map. The
investigated area contains a 12,000-gallon underground diesel tank, 500-gallon underground
gasoline tank, 500-gallon underground oil 'tank, 500-gallon waste oil tank, and an oil
collection trough. The approximate locations o1~ the on-site tanks and oil collection trough
are shown on Plate 2, Exploratory Boring Location Sketch.
The purpose, of this assessment was to acquire and chemically analyze, representative soil
samples from around the underground storage tanks and oil collection trough to determine
if significant subsurface contamlnation waspresent due to leakage that may have occurred.
The scope of the investigation involved drilling eight exploratory borings to depths ranging
from 25 to 40 feet. The borings were sampled at 5-foot intervals. Samples from each
boring were composited and analyzed for heavy petroleum hydrocarbons (oil), total
petroleum hydrocarbons as gasoline, or diesel fuel../"The approximate locations of the
exploratory (contamination) borings are shown on Plate 2.

be used solely in evaluating potential environmental implications at the subject site. The
report has not been prepared for .use by other parties, and may not contain sufficient
information for purposes of other parties or other uses.
HYDROGEOLOGIC CONDITIONS
The site is underlain by alluvial materials, which consist predominantly of silty sand, sand,
and gravel, No ground water was encountered within the 40-foot depth explored. Ground
water in the site area has been reported to be greater than 100 feet below the ground
surhce.
INVESTIGATION
On October 11 and 12, 1990, eight borings were drilled at the site to a maximum depth of
40 feet. The borings were drilled using a 'truck-mounted, hollow-stem flight auger, and soil
samples were obtained at 5-foot intervals by driving a split-spoon sampler ahead of the
augers into undisturbed soil. The sampler was washed between sample intervals to
minimize the possibility of cross-contamination. A specialized short-boom drill rig was used
to drill four borings in low vertical (at least 10 feet) clearance areas, including three borings
within the on-site warehouse and one boring beneath the on-site canopy.
All samples were monitored for thc presence of volatile organic vapors using an organic
vapor analyzer (OVA). A Foxboro 128 GC, calibrated to 50 parts per million (ppm)
hexane, was used. The soil boring samples were retained in clean brass sleeves and sealed'
with plastic caps. All samples were placed in a chilled ice chest for preservation, and
transported to NET Analytical Laboratories in Burbank for chemical analysis. At the
..... laboratory, selected samples from each boring were composited and chemically analyzed.

FINDINGS
'FIELD FINDINGS
Fill soil, consisting of silty sand, exists in the oil collection and tank areas to a maximum
depth of about 12 feet. The natural soils underlying the site. consists primarily of poorly
graded and well graded sand with gravel. The boring logs ate attached as Plates 3,1
through 3.8.
With the exception of Boring B-5, no hydrocarbon or unusual odors were detected during
. the drilling of the borings. Soil samples at depths of 5 and 10 feet from Boring B-5 had a
very faint hydrocarbon odor. No other samples from this boring exhibited hydrocarbon
odors. None of the samples from the eight borings emitted elevated levels of volatile
organic vapors when monitored with the OVA. The OVA readings are Shown on the
respective' boring logs.
LABORATORY FINDINGS
The laboratory analyses for the three soil COmposite samples from the borings adjacent to
the oil collection trough indicate that the composite sample from 'Boring B-1 contains 30
rog/kg heavy petroleum hydrocarbons (oil), while the composite samples from Borings B-3
and B-7 contained no heavy petroleum hydrocarbons above the limits of detection (I0
rog/kg). The laboratory analyses for the two composite samples from the borings adjacent
to the waste oil tank (Boring B-2) and oil tank (Boring B-8) also indicate no heavy
petroleum hydrocarbons above the limits of detection. The laboratory analyses for the two
soil COmposite samples from borings adjacent to the diesel tank (Borings B4 and B-5)
indicate no concentrations of diesel fuel above the limits of detection (10 rog/kg).
The 5-foot sample from Boring B-5 Was discretely analyzed for heavy petroleum
hydrocarbons (which includes diesel) because 0f the very faint hydrocarbon odor the sample
emitted in the field· No hydrocarbons, however, were detected in this 'sample. The
laboratory analyses for the soil composite sample from Boring B-6, adjacent to the gasoline

tank, indicate no total petroleum hydrocarbons (as gasoline) above the limits of detection
(1 rog/kg). The Chain of Custody documentation and the laboratory analyses are attached.
CONCLUSIONS
Based on our investigation, .it appears that there h~ not been a significant release of
product (petroleum hydrocarbons) in the vicinities of the oil collection trough and
Under~ound storage tanks. Laboratory r~ult~ of the composite sample from Boring B-l,
however, did indicate trace levels of heavy petroleum hydrocarbons (30 rog/kg). The 10-,
15-, and 30-foot samples from this boring were diluted by a factor of three when they were
composited and analyzed as one sample. Therefore, the maximum concentration of heavy
petroleum hydrocarbons potentially present in any one of the discrete samples that was
composited would correspond to 90 rog/kg, which is below state action levels. Laboratory
results of the composite samples from Boring B-2 through B-8 indicate that petroleum
hydrocarbons (light and heavy fractions) are below the limit of detection and, hence, below
k,_./ action level~ that would adversely affect the subsurface soils at the site.
It is unlikely that a significant amount of hydrocarbon-afl, ted soils are present beneath
the oil trough and tanks; however, it is Still possible that localized affected soil could be
. present due to overfilling or leaking pipes.
