FREQUENT VISUAL INSPECTIONS ARE MADE
A MINIMUM INVENTORY OF HAZARDOUS MATERIALS IS KEPT.
HAZARDOUS MATERIALS ARE'STORED INSIDE THE BUILDING WHERE THERE ARE NO FLOOR
DRAINS.
<2> Release Containment
THE HAZARDOUS MATERIALS PROGRAM COORDINATOR WILL MAKE AS ASSESSMENT OF THE
SITUATION AND DETERMINE WHETHER TO ENTER THE AREA AND CONTAIN THE SPILL OR
CALL FOR OUTSIDE ASSISTANCE. IF THE LEAK IS ONGOING, CAREFULLY APPROACH THE
CONTAINER AND TRY TO PUT IT IN AN UPRIGHT POSITION. IF THIS DOES NOT STOP
THE LEAK, PUT THE LEAKING CONTAINER INTO A LORGER CONTAINER THAT DOES NOT
LEAK. DO NOT USE A METAL CONTAINER TO CONTAIN A BATTER ACID LEAK. USE THE
QUICKSORB LOCATED UNDER THE STAIRS IN THE GARAGE TO CONTAIN THE SPILL.
SPRINKLE THE QUICKSORB AROUND THE PERIMETER OF THE SPILL TO KEEP THE LIQUID
FROM SPREADING. SLOWLY WORK YOUR WAY TOWARDS THE CENTER OF THE SPILL BY
SWEEPING THE QUICKSORB OVER THE SPILL AND ADDING MORE QUICKSORB AS NEEDED.
DO NOT, UNDER ANY CIRCUMSTANCES TRY TO ACCOMPLISH THE' CLEANUP OF A HAZARDOUS
MATERIALS SPILL WITHOUT PROPER. TRAINING AND EQUIPMENT. USE THE BUDDY
SYSTEM. ALSWAY HAVE SOMEONE NEARBY WHO IS TRAINED AND CAN GET ASSISTANCE IF
SOMETHING GOES WRONG.
<3> Clean Up
ONCE A SPILL HAS BEEN ABSORBED BY THE QUICKSORB MATERIAL, THE QUICK$ORB IS
NO LONGER USABLE. SINCE THE QUICKSORB HAS BEEN USED TO SOAK UP A HAZARDOUS
MATERIAL, THE QUICKSORB IS NOW A HAZARDOUS WASTE. METROMEDIA'S CORPORATE
ENVIRONMENTAL STAFF~IS CONTACTED FOR ADVICE ON HOW BEST TO DISPOSE OF THIS
HAZARDOUS WASTE. THE WASTE IS STORED IN A SEALED CONTAINER IN A COOD, DRY
CONTAINED AREA. A HAZARDOUS WASTE LABEL IS AFFIXED TO THE OUTSIDE OF THE,
CONTAINER.

SECTION 6: NOTIFICATION AND EVACUATION PROCEDURES
A. AGENCY NOTIFICATION PROCEDURES:
The Branch Manager or his designated alternate shall be responsible for notifying the
appropriate agencies of a hazardous materials incident. Not all agencies need to be notified for
every situation. Consult the specific emergency in the Emergency Response Plan to determine
which agencies to notify.
B. EMPLOYEE NOTIFICATION AND EVACUATION:
Notification of evacuation shall be by intercom. All phones in the building have the
ability to use the intercom. The evacuation will be announced and evacuation will proceed in
an orderly fashion according to routes shown on Map No. 2. Most work areas have two exits.
Evacuation will take place through the closest safe exit. An evacuation meeting place has been
designated on the north side of the building in the visitor parking lot. If the wind is from the
south, an alternate location would be on the south side of the building along the alley.
C. PUBLIC EVACUATION:
The fu'e department will decide if a public evacuation is necessary.
D. EMERGENCY MEDICAL PLAN:
1. Employee ExposUre to Hazard.ou~ Materials
In the event of an overexposure to hazardous materials due to a spill or improper use of
the material, prompt medical assistance is required. If the employee has hazardous materials
spilled on him, emergency decontamination will be necessary. Many hospitals will not accept
patients in the Emergency Room if they are covered with hazardous materials. Remove
contaminated clothing and wash contaminated skin. If the spill involved is a corrosive material,
flood the burned area with plenty of water.
2. Location of Facilitie~
Two hospitals are located conveniently close to the Bakersfield Office.

SECTION 7: MITIGATION~ PREVENTION AND ABATEMENT PLAN
A. RELEASE PREVENTION STEPS:
Frequent visual inspections are made.
A minimum inventory of hazardous materials is kept.
Hazardous materials are stored inside the building where there are no floor drains.
B. RELEASE CONTAINMENT AND/OR MINIMIZATION:
The Hazardous Materials Program Coordinator will make an assessment of the situation and determine whether to enter the
area and contain the spill or call for outside assistance. If the leak is ongoing, carefully approach the container and try to put it in
an upright position. If this dOeS not stop the leak, put the leaking container into a larger container that does not leak. Do not use a
metal container to contain a battery acid leak. Use the Quicksorb located under the stairs in the garage to contain the spill. Sprinkle
the Quicksorb around the perimeter of the spill to keep the liquid from spreading. Slowly work your way towards the center of the
spill by sweeping the Quicksorb over the spill and adding more Quicksorb as needed. Do not. under any circumstances try to
accomplish the cleanup of a hazardous materials spill without proper training and equipment. Use the buddy system. Always have
someone nearby who is trained and can get assistance if something goes wrong.
C. CLEAN-UP PROCEDURES:
Once a 'spill has been absorbed by the Quicksorb material, the Quicksorb is no longer usable. Since the Quicksorb has
been used to soak up a hazardous material, the Quicksorb is now a hazardous waste. Metromedia's corporate euvironmeutal staff is
contacted for advice on how best to dispose of this hazardous waste. The waste is stored in a sealed container in a cool, dry
contained area. A hazardous waste label is affixed to the outside of the container.

INSTRUCTIONS:
Superscripts:
1. Quantifies for RMPP compliance are "equal to or greater than" thc minimum criteria and apply to chemicals handled "at any one time".
2. Businesses handling reportable quantifies of Acutely H~7~rdous Materials that have not submitted a business plan
MUST contact local Administering Agencies. The business plan submission date will assure the Administering
Agency that a business plan has been submitted and is on file. This will also immediately identify businesses that
have not submitted business plans.
3. "Process Designation" is provided as a reporting option (with the approval of the Administering Agency) for
facilities that can most easily report by process. Thus, facility RMPP registration data could be submitted in a
similar format to a business plan that is divided by process. "By inoce, ss" data can initiate an emergency
response to a process incident rather than a general emergency response to a major facility. Process designation
can simplify inspections for major facilities and improve future emergency response.
4. Refer to the EPA list of Extremely Hazardous Substances from the Federal Register (Volume 52, No. 77, p. 13397
et. sea_., April 22, 1987). Each chemical has a threshold planning quantity. This list may be changed by EPA on
an annual basis. Updates of this list may be available early in 1988. To comply wi~ this element, you may attach
a copy of the inventory submitted to your Administering Agency from your business plan and highlight ali Acutely
Hazardous Materials. It is recommended that facilities list ali exlremely baTardous chemicals handled in quantities
equal to or in excess of 1) 500 pounds, and 2) any EPA threshold planning quantity less than 500 pounds.
5. Do not include Trade Secret information in these descriptions.
General:
For emergency response purposes, it would be desirable to describe the following to the Administering Agency:
1. Batch Process:
a. Whatraw materials?
b. What operating pres.nme range?
c. What operating tempetaam= range?
d. Batch capacity rating?
e. Product characteristics? (e.g., chemical state, flammability, toxicity, etc.)
f. Critical process points and characteristics?
.......... 2. Cond.nueus ~wec~s-~ ~: (~,niE.., Lnfom,--~on =s above;)-
NOTE:
"Pursuant to §25534, the Administering Agency may require the submission of a Ri~ Management Prevention Program
(RMPP), if the Adminislering Agency determines that the handler's operation my present an acutely hazardous materials
accident risk. The handler shall p~age the RMPP in accordance with subdivision (c) [of §25534]. The RMPP shall be
prepared within 12 months following the request made by the Administering Agency pursuant to this section.'
(§ 25534 (a) Health and Safety Code)
An amendment to the RMPP must be submitted to the Administering Agency within 30 days of: 1. Any additional handling of acutely hazardous materials.
2. Any material or substantial alterations to business activities.
3. Change of ~Oress, business ownership, or I~siness name. (§ 25533 (c) Health & Safety Code)
