A RESOLUTION AUTHORIZING THE PUBLIC
WORKS DIRECTOR TO FILE AN APPLICATION
WITH THE CALIFORNIA ENERGY COMMISSION
FOR PARTICIPATION IN ITS ENERGY
PARTNERSHIP PROGRAM.
WHEREAS, Senate Bill 880 has provided funds to the
California Energy Commission (hereinafter, "CEC") for energy
support to local governments through the Energy Partnership
Program; and
WHEREAS, the City of Bakersfield qualifies
participate in the CEC's Energy Partnership Program; and
to
WHEREAS, the City Council recognizes that assistance
will allow better use of limited staff resources and expertise to
deal with energy matters.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
The Public Works director is hereby authorized and
directed to file an application with the California Energy
Commission for participation in its Energy Partnership Program.

TECHNICAL ASSISTANCE FOR LOCAL GOVERNMENTS
CALIFORNIA ENERGY COMMISSION
Who qualifies?
Any city, county, or regional planning agency in California is
eligible to participate.

When will assistance be available?
Assistance is available now. The program began on July-
15, 1988. Applications are accepted on a first-come, first-
served basis through December 31, 1988, or until all
allocated funds are spent. Program funds are limited, so
apply now.
HOW will my application be evaluated?
Evaluation will be based on information contained in the
application and follow-up contacts using the following
criteria:
Need
The applicant has limited expertise or confronted barriers
which require specialized assistance.
Compliance
Energy options recommended must comply with current
federal, state and local regulations.
Feasibility
Project should show proven technical and sound economic
factors.
Matching Contribution
Demonstrated ability and commitment of the local
jurisdiction to provide 25 percent of the cost of carrying out
the requested activity. Local government in-kind services
may be counted when assessing the required matching
contribution to the project. No cash match Is required.

]n September 1986, the Legislature passed and the
Governor signed into law, SB 880, authored by Senator
Leroy Greene. SB 880 provided funds to the Energy
Commission to carry out a variety of energy assistance
programs for local governments. Some of the funds were
assigned for energy support to local governments through
the CEC's Energy Partnership Program.
Many local governments are faced with rising energy costs.
These costs can be reduced. However, funding to hire
specialists to find ways to cut energy costs may not be
available.
The California Energy Commission (CEC) can provide these
specialists through the Energy Partnership Program.

Who has used the Program?
In the first year of the Energy Partnership Program, 120
applicants received assistance ranging from simple one-day
site analyses to more complex energy generation project
analyses. Most applicants received assistance with:
Energy Conservation including energy audits, HVAC
analysis, and energy management plans.
Alternative Project Generation Analysis including project
evaluation, financial and regulatory assistance with small
natural gas cogeneration and renewable resource projects.
HOW does a local government benefit?
Specialized Expertise: Local governments receive
assistance from a consultant who can address your specific
project issues.
On Site Consultation: Consultants visit the project site and
work with local government staff.
Reduced Administrative Work: The CEC handles most of
the administrative work including contractor selection. The
local government only has to fill out the application and
provide the requested material.
Staff Training: With the Program's help, local government
staff can develop or enhance energy knowledge and skills.
HOW does the Program work?
The program provides local governments with consultants
who are experts in assessing ways to reduce energy costs.
What assistance Is available?
A full range of technical assistance is available.
Engineering, financial, ar~l legal experts can provide
assistance in areas such as:
Identifying Energy Issues
Identifying Fleet Vehicle Fuel Use Reduction
Identifying Conservation Projects
Evaluating Alternative Energy Generation Projects
Locating Financing Alternatives
Negotiating Utility Rates
Preparing and Evaluating RFPs
Selecting and Negotiating with Contractors
Providing Follow-up on Contractor's Activities
Conducting Engineering Analyses
Providing On-Site Training
Providing Legal Assistance
Providing Environmental Permit Assistance
This is not an exhaustive list. The Program will
attempt to meet the needs of all local government
applicants.
