(AEC) to prepare this site assessment workplan for soil borings at C.C. Douglass Manufacturing facility. The site is located at 231 21st Street, Bakersfield, California (Figure 1). The lead agency for this project is the Bakersfield City Fire Department (City) and the agency contact is Mr. Joseph Dunwoody. · Specific locations of the proposed borings are shown on the site map (Fignro 2). 1.1 Purpose The soil boring program described in this workplan has the following objective: · Evaluate the vertica~ and lateral extent of hydrocarbon impacted soil originating from one (1) removed 400-gallon gasoline underground storage tznk (UST). 1.2 Scope of Work The scope of services described in this Workplan includes: 1. Locating underground utilities using Client information as well as the Underground Service Alert (USA). 2. Drilling three (3) soil borings to a depth of approximately 30-feet each. B-1 and B-2 will be drilled using a Ferrett drill rig. B-3 will be drilled using a Mobile B-53 and angled into the plume. B-1 will be positioned through the estimated center will be~the, basis for evaluating the vertical of the hydrocarbon plume 8lid hydrocarbon migration. B-2 and B-3 will be positioned at staggered intervals from B-1 and data generated will allow extrapolation of the lateral, plume migration. Because of the permeable lithology of the subsurface soils, AEC is anticipating relatively minor lateral dispersion. Boring B-1 will be terminated when two (2) consecutive five (5) foot samples indicate non-detect (ND) PID readings, or until the Ferrett rig encounters auger refusal. 3. Collecting soil samples at 5-fo~t intervals using a split spoon sampler lined with. clean brass sleeves. The soil samples will be field screened using a Photoionization eV Selected rumples will be analyzed for total (Pm) a 10.2 Ialnp. petroleum hydrocarbons (TPH) as gasoline by CA DH8 method and volatile aromatics (BTXE) by EPA method 8020 at a California Certified Laboratory. It is anticipated that all soil samples from B-1 will be analyzed, and that ~mples at 10-foot intervals will be analyzed from the lateral borings. 4. Preparing soil boring logs according to the United Soils ClasSification System (USCS). 5. The two (2) iatb~ ~0rings will be advanced to depths equal to the depth of the vertical plume test boring in order to properly evaluate the potential for lateral transport in a permeable zone. 4.O METttOD8 The methods to be employed during implemen~tion of the above ~cope ,.re of work described in the following sections. 4.1 Boring Methods The borings will be advanced using a Mobile Drill B~53 ~ig and a Ferret rig, with an 8-inch or larger hollow stem, continuous ~ght auger in accordance with ASTM Method D 1452-80 for soil investigations and sampling by auger borings. At no time shall any water or other liquid be added to the boring. The augers will be steam cleaned prior to drilling the borings. The lithology and other pertinent data will be recorded on a field boring log in accordance ASTM Method D 2488-84 for visual description and identification of soils. Cuttings and other spoil from the borings will be placed in appropriate 55-gallon containers or on sheets of plastic and covered until verified, with analytical results, whether or not the soil is con~miuated. If the material is contamiuated, a written plan will be submitted by the facility operator to the County for their approval before treatment and/or disposal occurs. Disposal will be the responsibility of the facility operator and occur within 90~days of completion of drilling. 4.2 Boil Bampling Boil samples will be conected through the auger in 2-inch diameter'by 6-inch long brass sleeves driven in a split spoon sampler by a 140-pound hammer with a 30-inch drop in accordance with ASTM Methods D 1586-84 for split-barrel sampling of soil and D 1587-83 for thin-walled tube sampling of soils. The brass sleeves and sampler will be washed in an Alconox solution and double rinsed in a clean de-ionized water prior to each use. Sod samples will be driven at selected depths in each boring in order to provide baseline data and confirm prior laboratory results. The total depth of B-1 will extend to 10-feet below the last detected indication of contamination. The blow and will be recorded counts, lithology recovery, on the field logs. Lithology will be described in accordance with ASTM Method D 2488-84 (Standard Practice for Description and Identification of Soils). Selected soil ~mples will be sealed with teflon tape, capped, sealed with duct tape, labeled in accordance with EPA protocols, recorded on a Chain-of-Custody document, placed in a cooler with blue ice at 4-degrees centigrade, and transported to a California State Certified Laboratory with the Chain-of-Custody for the specified analyses. 4.3 Field Screening of Soil Samples Soil samples will be collected using three (3) 2 x 6-inch brass tubes installed inside a split-spoon ~mpler. The bottom tube will be used for lithologic description, and the top tube will be used for field screening. A headspace reading will be collected and noted on the boring log. 4.4 ~oil Analyses The soil samples will be analyzed by a California State Certified Laboratory (SMC Laboratory, Inc. in Bakersfield) with state guidelines and EPA protocols. The samples will be analyzed for total petroleum hydrocarbons as gasoline (TPH-g) by CA DHS methods (purge and trap) and volatile aromatic organics (BTXE) by EPA method 8020. All five (5) foot interval Soil ~_mples will be ' analyzed from the vertical definition boring, B-I. Soil samples from the two (2) lateral borings, B-2 and B-3, will be analyzed at staggered ten (10) foot intervals (i.e. B-2 at 5 and 15-feet, B-3 at 10 and 20-feet). Job Hazard A",lFses: Hazards likely to be encountered on-site include those commonly encountered when operating any mechanical equiPment, such as the danger of falling objects or moving machinery. The site characterization was performed on January 25, 1992, in accordance with the work plan prepared by AEC and approved by the BCFD. This investigation was conducted under the supervision of Hazardous Materials Specialist Joe Dunwoody, of the Bakersfield City Fire Department. The site is located in the older of the of subject developed portion City Bakersfield, approximately 1 1/2- miles south of the Kern PAver and 500-feet east of the Kern-Island Canal. The general areais comprised of small corner stores, commercial and light industrial businesses, and some residences (Figure 1). Contained in this report is background information regarding existing site characteristics, regional and local hydrogeological profiles, and the project history. Also included in the following sections are the objectives and scope of investigation, detailed investigative procedures, and subsequent findings. Finally, AEC provides an evaluation of said findings and makes related conclusions and recommendations. The report appendices contain project maps/figures (Appendix A), soil boring logs (Appendi= B), and Laboratory Reports/Chain-of-Custody Documents (Appendix C). 2.0 , BACKGROUND C.C. DoUglass Manufacturing, Inc. contracted RLW, Inc. to remove one (1) 400-gallon gasoline underground storage tsnk from inside a corrugated metal assembly building located on '~vTM Street, adjacent to and south of an east-west trending alley. Soil samples collected beneath the center of the removed underground storage tznk exhibited concentrations of total petroleum hydrocarbons as gasoline (TPH-g) in excess of state recommended action levels (HAL's) of 100 ppm in soil. However, perched groundwate, r maybe present between 40-feet and 60- feet below grade level. 3.0 SITE CHARACTERISTICS The following sections summarize the project site features and conditions along with regional geologic and local hydrogeologic characteristics. 3.1 8ire D~a'ip~on The Douglas Manufacturing property i~ located on the northeo.~ corner of the intemeetion of ~.1~ and W~ Streets in B~ker~field, C~llfornia. The proper~ is improved with an office complex, open- air storage and parking, and a number of corrugated metal buildings used for the manufacture and assembly of custom truck bodies. The former underground storage tank and dispenser were located inside the west end of a corrugated building. Elevation at the site is approximately 404- feet above mean sea level. Several small commercial businesses surround the site. One block east of the site is Union Avenue, a main thoroughfare developed with hotels, restaurants, and commercial and light industrial businesses catering to the various needs of the local area. 3.2 Regions] Geology The subject property is located in the Southern San Joaquin Valley (Valley), which is a part of the Central Valley of California. The Valley forms the southern two-thirds of the Central Valley and is characterized as a broad structural trough. It is bordered on the east by the Sierra Nevada Range and on the west by the Coast Ranges (Diablo and Temblor Mountains). The Valley extends 250-miles southeastward from the confluence of the San Joaquin and Sacramento PAvers to the Tehachapi and San Emigdio Mountains. The width ranges from 25-miles near the Kern PAver, to approximately 55-miles wide near the Kings PAver, with an width of 40-miles. average (]eology of the southern Valley consists of a Pre-Tertiary basement complex overlain by marine and non-marine sedimentary rocks of Tertiary age. These rocks are composed of consolidated sandstones, siltstones, and shales which thicken from the northeast to the southwest. The Valley used to be an inland sea of comparatively shallow depth that continued to subside due to the ever increasing load of sediments transported and deposited from higher elevations. These deposits consist of gravels, sands, silts, and clays. The majority of the groundwater pumped from the Valley floor occurs within these relatively unconsolidated continental deposits. 3.3 Hydrogeology The site is located approximately I 1/2-miles south of the Kern PAver, and 500-feet east of the Kern-Island Canal. The Kern PAver drains the northeastern highlands year-round during normal precipitation. During periods of excessive precipitation, the river has flooded it's bsnks and deposited sediments of sand, silt, and clay. Perched groundwater is estimated to be than 40-feet below grade level at the Douglass Manufacturing facility. greater Perched groundwater was not encountered during the drilling of the three (3) soil assessment borings. 4.0 ASSESSMENT ACTIVIT1F~q These sections describe the soil borings, soil sampling' and decontzmiuation procedures employed during the site assessment. 4,.1 Dt-~ontJ~mlnat;ion Pro~~ Pd. or to beginning drilling operations, the augers and associated equipment were thoroughly deaned using a high pressure ~sm cleaner. In addition, the soil 8stapler was washed in an Alconox eolution and rinsed with deiouized water (prior to initial use and beBareen each sampling interval) to minimi~.e the possibility of cross-eont~mlnation be~een ~_mples. 4.2 Soft Borinoos On January 25, 1992, three (3) soil borings were drilled on the subject property and positioned to evaluate the lateral and vertical extent Of hydrocarbon migration in the subsurface soil (Figure 2). The borings were advanced using a truck mounted Mobile B-53 drill rig equipped with 8-inch O.D., continuous flight, hollow-stem augers. This rig has been retrofitted to allow the vehicle and drilling mast access to tight and/or confined spaces. Soil boring B-1 was drilled to a depth of 30-feet and positioned 2-feet off-center of the estimated center of the hydrocarbon plume. B-2 was located approximately 10-feet north of B-1 and drilled to a depth of 30-feet. B-3 was also drilled to a depth of 30-feet and was positioned approximately 5-feet west of the former west t~nk end and dispenser location. 4.3 Soil Sampling Soil samples were collected at five (5) foot interVals in each boring. Samples were obtained by driving a thin-walled steel sampler, equipped with three (3) 2.5-inch x 6-inch brass sleeves, a minimum of 18-inches into previously undisturbed soil. The sampler was driven ahead of the augers using a 140-lb. slide h~mmer with a 30-inch vertical fall. After each s~mpling interVal, the sampler was withdrawn from the and the three (3) brass sleeves were borehole removed. The bottom sleeve was retained for laboratory analysis and prepared by placing teflon tape and plastic caps over each end, then securing the caps with duct ~pe~.. The samples were labeled, placed in sealable plastic bag~, recorded on a Chain-of-Custody document and placed in an ice chest chilled with blue ice. Soil exposed at each end of the center sleeve and the cuttings, were examiued for lithological descriptions and for any obvious signs of hydrocarbons. Upon .completion of the above described procedures, the three (3) borings were plugged with hydrated bentonite chips in order to minimize formation of a vertical conduit for fluid migration. Native .soil was then replaced in the borings, followed by a two (2) foot concrete cap to grade level. Note: the soil from B-1 was stored in DOT 17-H approved drums and this boring was back~illed with bentonite and cement to grade level. 5.0 ANALYTICAL RI~ULTS Soil sample analyses were performed by Laboratory, Inc., a Laboratory SMC State Certified in Bakersfield, California, to determine the presence and concentration levels of total petroleum hydrocarbons as gasoline (TPH-g) and volatile aromatics (BTXE) at the subject site by CA DHS method 3810 and EPA method 8020, respectively. In view of the good lithologic correlation within the area of investigation, it appears that the lateral i and vertical extent of gasoline migration has been adequately evaluated. Boring B-1 was drilled just off-center of the estimated center of the hydrocarbon plume and was positioned to establish the vertical extent of migration. Elevated photoionlzafion (PID) readings (167 ppm) were identified at 10-feet BGL in B-I. PID readings decreased to 0 ppm in the consecutive deeper samples. Borings B-2 and B-3 were drilled to evaluate the lateral migration of the hydrocarbon plume. No evidence of hydrocarbons (PID readings, stain, or odor) were identified in either of these borings. 7.0 CONCLUSIONS I ' · The hydrocarbons lmvo appmrently been ¢ont~!~ed within the ,limit~ of the former ~nl~. excavation.
