3.0 WORK PLAN
3.1 BORING LOCATIONS
The borings are positioned to efficiently determine the lateral and vertical extent of hydrocarbon
migration. Boring B-1 will be advanced through the anticipated center of the hydrocarbon
plume and the data generated will be the ba~i.~ for determining vertical extent. Borings B-2
and B-3 win assess the lateral migration.
39. BORING METHODS
The borings win be drilled using a Mobile B-53 drill rig, or equivalent, 'equipped with 8'inch
O.D. or larger hollow stem, continuous flight augers in accordance with ASTM Method D 1452-
80 for soil investigations and sampling by auger borings. The augers win be steam cleaned on
a metal trailer above a rinsate collection trough, prior to drillin~ each boring. The borings win
be advanced to a vertical depth of approximately 25-feet or until ten (10) consecutive feet of soil,
having photoiouizatian TPH concentrations of 0-ppm, is encountered.
NOTE: It is dit~cult to accurately screen soil for diesel contamination due to the lack of volatile
components.
Cuttings from the borings will be placed in labeled DOT approved 55-gallon ch~,m~ or on sheets
'of visquene and covered, until verified with analytical results, whether or not the soil is
contaminatech Disposal will be the responsibility of the Client and will occur within ninety (90)
days of completion of drilling. Back-filling the borings will be accompl~hed by pouring a
cement/sand slurry to grade.
According to the K~n County Wa~er Agemy, the depth to groundwater in unconfined and
equivalent wells (September 1988) is appro~mately 200-feet below ground surface (BGS) and
the gradient is to the southeast.
Perched water is estimated to be greater than 40-feet BGS.
3.3 SOIL SAMPLING
Soil samples will be collected in a split spoon sampler lined with 2-inch diameter brass sleeves
at 5-foot intervals. Upon reaching the desired sampling interval, the sampler will be driven
ahead of the augers using a 140-1b. slide hzmmer with a standard 30-inch vertical fall. After
the sample drive the sampler will be extracted from the boring and the brass sleeves removed.
The blow counts, recovery and lithology will be recorded on the field logs. Lithology will be
described according to the Unified Soils Classification System (USCS). Prior to each sample run,
the split spoon sampler and brass sleeves will be washed in a trisodium phosphate solution
(TSP) and rinsed with deionized water.
One (1) brass sleeve from each sampling interval will be capped, taped, labeled, placed in a
ziploc bag, recorded on a Chalr~-of-Custedy form, placed in a refrigerated cooler and
transported to a California State Certified Laboratory.

I am sorry that I did not understand that you intend to locate the blueing process
outdoors. Following is a summary of the exterior use and dispensing requirements of
the Uniform Fire Code. I have enclosed copies of these code sections and highlighted
those sections which obviously apply to your proposed operation.
There are no exempt quantities for exterior use and storage. Any quantity of
hazardous material used or stored outdoors requires compliance with UFC Article 80.
I do not find any requirements for exterior use of the class III-A liquid, in small quantities
such as you have proposed (10-20 gallons), that is more stringent than the requirements
for the other hazard classes. Therefore, the following code sections apply to all of the
chemicals which you have sent me MSDS for.
1. Article 80.402(c) requires spill control or secondary containment, clearance from
combustibles, fire access roadways and water supply and protection from
vehicles. See attachment.
2. Article 80.401 specifies general safety requirements. See attachment.

I have reviewed the material safety data sheets you sent regarding the chemicals
to be used in the proposed blueing proCess at Calico. Following are two lists. The first
identifies the hazard classification of each chemical. The second list defines the exempt
quantities for each classification for use/dispensing inside an unsprinklered building.
When exempt quantities are exceeded, the building must meet the requirements of the
Uniform Building Code for hazardous occupancies and additional Fire Code
requirements apply.
HAZARD CLASSIFICATIONS:
1. Oxynate #7 - class 1 oxidizer & corrosive
2. Diroclean - irritant & corrosive, incompatible with acids and oxidizers
3. Water displacing oil - class III-A combustible liquid, incompatible with oxidizers
4. Oxynate "S"- irritant
5. 1,1,1 - trichloroethane - other health hazard, incompatible with nitrites
EXEMPT QUANTITIES, USE/DISPENSING OPEN:
1. Corrosives - 100 gallons liquid, 1000 pounds solid
2. Class 1 oxidizers - 1000 pounds liquid or solid
3. Irritants - 100 gallons liquid, 1000 pounds solid
4. Other health hazards - 100 gallons liquid, 1000 pounds solid
5. Class III-A flammable liquids - 80 gallons
Incompatible materials need to be separated by 20 feet. The quantities which we
have discussed over the phone, 5-10 gallons of each material, will probably be less than
these exempt amounts. If the aggregate amount in any of these hazard categories, will
exceed the exempt quantity please contact me to discuss the additional code
compliance requirements.
If any of these new materials will exceed 55 gallons or 500 pounds, you will need
to add them to the hazardous materials inventory. Calico has not updated the
hazardous materials management plan or inventory since 1989. We requested an
update in April of 1992 but have not received it. Please make corrections or additions
on the enclosed printout, sign and date the front, and return it by December 18, 1992.
I have enclosed an inventory form in case you need to make additions or updates.
Deletion of inventory items may be accomplished by crossing out that item on the
printout and marking it "delete".

CALICO has developed a Hazard Communication Program to enhance our employees'
health and safety.
As a company we intend to provide information about chemical hazards and other
hazardous substances, and the control of hazards via our comprehensive Hazard
Gommunication Program which includes container labeling, Material Safety Data
Sheets (MSDS) and training.
The following program outlines how we will accomplish this objective.
1) CONTAINER LABELING
It is the policy of this company that no container of hazardous
substances will be released for use until the following label
information is verified:
> Containers are clearly labeled as to the contents.
> Appropriate hazard warnings are noted.
> The name and address of the manufacturer are listed.
This responsibility has been assigned to Marti A. Del Re'.
To further ensure that employees are aware of the hazards of materials
used in their work areas, it is our policy to label all secondary
containers.
The supervisor in each section will ensure that secondary containers
are labeled with an extra copy of the original manufacturer's label.
2) MATERIAL SAFETY DATA SHEETS (MSDS)
Copies of MSDS for all hazardous substances to which employees of this
company may be eexposed are kept in Hazardous Material File. Marti
will be resposible for obtaining and maintaining the data sheet system
for the company.
Marti will review incoming data sheets for new and significant health/
safety information. She will see that any new information is passed
on to the affected employees.
MSDS will be reviewed for completeness. If an MSDS is missing or
obviously incomplete, a new MSDS will be requested from the manufact-
urer. Cal/OSHA will be notified if a complete MSDS is not received.
MSDS are available to all employees in their work area for review
during each work shift. If MSDS are not available or new hazardous
substance(s) in use do not have MSDS, please contact Marti immediately.
3) EMPLOYEE AND TRAINING
Employees are to attend a health and safety orientation when starting
work, to include information on:
> An overview of requirements contained in the Hazard Communication
Regulation, including their rights.
> Inform employees of any operations in their work area where hazard-
ous substances are present.
> Location and availability of written hazard communication program.
> Physical and health effects of hazardous substances.
> Methods and observation techniques used to determine the presence
or release of hazardous substances in the work area.
> How to lessen or prevent exposure to these hazardous substances
through usage of engineering controls, work practices, and/or use
of personal protective equipment.
> Steps the company has taken to lessen or prevent exposure to these
substances.
> Emergency and first aid procedures to follow if employees are
exposed to hazard substances.
> How to read labels and review MSDS to obtain appropriate hazard
information.
NOTE: It is critically important that all of our employees understand the
training. If you have any questions, please contact Marti.
When new hazardous substances are introduced, this will be reviewed
as related to the new material in your work area safety meeting.
4) LIST OF HAZARDOUS SUBSTANCES
The following is a list of all known hazardous substances present at
CALICO. Specific information on each noted hazardous substance(s)
can be obtained by reviewing the Material Safety Data Sheets (MSDS).

Periodically, employees are required to perform hazardous non-routine

This information will include:
> Specific Hazards.
> Protective/safety measures which must be utilized.
> Measures the company has taken to lessen the hazards including
ventilation, respirators, presence of another employee and emer-
gency procedures.
