As we discussed, Kern Ice's permit for the ammonia diffusion system has been finaled by both Bakersfield Fire and Building Departments.. At the time these permits were issued, Bakersfield Fire did not require secondary containment for ammonia diffusion system tanks. Currently we require secondary containment for similar tanks, but do not intend to retroactively require such containment on the existing system at Kern Ice. Because the structural inspection of the pipe bracing, the nondestructive testing for integrity of the ammonia piPing' and the installation of an ammonia diffusion system require substantial planning, work and monetary outlay, Bakersfield Fire will authorize a 6 month RMPP implementation extension. Therefore, each of the ite'msoutlined in my letter of 8-24-92 must be fully implemented prior to March 22, 1993. A copy of that letter is attached for your reference. Be sure to submit plans for the ammonia diffusion system well in advance of the installation date. These plans must be approved by the Fire Marshall's office prior to performing the work. The records you submitted regarding the respirator fit testing of Gerald Johnson and Albert Rodriguez are for use of the canister (gas mask) respirators. We still need. documentation that at least 2 of the maintenance staff have been fit test and trained to use the self contained breathing apparatus (SCBA).. Please submit copies of the SCBA fit test records as soon as possible. I have not been successful finding an answer to your question regarding how often the air in the SCBA bottles needs to be changed. You should consult the manufacturers specifications for your SCBA and ask the dealer from whom you purchased it. I will continue to try to contact CAL OSHA to see if such a standard exists. Following 'is an answer to your question regarding the required scope of the structural engineering evaluation. The structural engineer should evaluate the ammonia service pipe and vessel bracing for compliance with good engineering practice and national standards. The engineer should identify locations where failures may be expected to occur and should include any necessary recommendations for improvements of th'e bracing. The law regulating risk .management and prevention 'programs (RMPP) requires facility operators to. notify the local administering agency of system modifications. The RMPP must be amended prior to operation of the new, equipment if handling of the acutely hazardous material will be materially affected. The Hazardous Material Division will review the plans to determine if these modifications warrant a revision to the Kern Ice risk management and prevention program. I will see that they are cheCked by all appropriate parties regarding their compliance with Article 63. In my letter of April 26,' 1991, I also stated that 'Kern Ice will be required to install excess flow control in order to minimize the amount of ammonia released from the system in the event of a line or.receiver failure. Excess flow control can be provided by check type valves'which close in the event of decreases in system pressure. Many refrigeration'or mechanical engineers should be able to supply this type of equipment and assistance with installation. I am specifically aware of two individuals who may be able to help you get started by providing you with information regarding vendors of excess flow control equipment. Contact information for these resources is attached. Once you develop a plan for installation'of the 'excess flow control, please submit it to me for review so that we will all be in agreement regarding fulfillment of the UFC, Article .80 requirement.
