Box 562 Lebec, CA 93243 Re: Septage Discharges Under Permit No. 19 Dear Mr. Svestka: On 12/02/97, you pumped the sump from Interstate Batteries at 1320 30~ St. which had a high concentration of lead (1.7 mg/L). The City local limit for lead is 0.90 mg/L. On 12/03/97, you combined this industrial waste from Interstate Batteries with 2000 gallons of septic tank waste and proceeded to discharge the load at City Wastewater Treatment Plant No. 2. In addition, you did not specify on your manifest the site from which the industrial waste originated. As a result of your actions, you are in violatiOn of your permit condition and Bakersfield Municipal Code' (BMC) 14.12.220 and 14.12.370. Thereforel your permit is hereby suspended for a period of 14 days from 4/1:2/98 - 4/25/98. Discharge from Ed's Pumping will not be accepted at either treatment plant location during this interim. Failure to comply with any permit condition in the future may result in civil penalties, fines and/or imprisonment, and permit termination as outlined in BMC 14.12.410 and Standard Provisions of your Septage Hauler Discharge Permit, Part I Sections 5 & 12. Under Bakersfield Municipal Code Chapter 14. I2, the local limit for lead discharged to Wastewater Treatment Plant No. 2 is 0.90 mg/L (see enclosed). The sample taken on 10/20/97 was reported as 1.692 mg/L (report enclosed). Corrective Action As a result of this violation, you, as the property owner, must take the following corrective actions: 1. Immediately have the sump pumped by a licensed waste hauler. Both the liquid and sludge layers should be removed. 2. Submit the waste hauler receipt to the City Wastewater Division by _December 15, 199_7. - 3. Develop a routine pumping frequer~y for this sump in order to prevent any future violations.
