SPILL PREVENTION, EMERGENCY RESPONSE, TRAINING riND CLOSURE PLAN

SPILL PREVENTION PLAN
1. Describe how hazardous materials are handled, stored and monitored to prevent or minimize a spill or release
from occurring (e.g., secondary containment, segregation of incompatibles, daily visual monitoring).
This facility contains electrical equipment and batteries for powering the transmit and receive communications
equipment. The batteries contain electrolyte in the form of dilute sulfuric acid, which is a corrosive liquid. However,
it is completely absorbed and immobilized within the battery so it will not leak even if the case is punctured. These
batteries are mounted in steel racks, designed and built to withstand severe earthquakes to Zone 4 specifications, and
are rarely handled or disturbed. Personnel at the Nextel Communications, Location Operations Center (LOC) are
continuously monitoring a minimum of 32 different site functions such as security, room air temperature and
moisture, smoke, heat, and hydrogen gas detection.
2. Describe operations, activities and/or storage locations where a release is most likely to occur.
This site is a Nextel Communications cellular telephone communications facility. There are four types of
enclosures (Shelter, Cabinet, Tenant Improvement, and Underground Vault) and they are all equipped with
similar transmit and receive capabilities and equipment and are inaccessible to anyone other than authorized
personnel. This site is unmanned, small in size, contains only one or two hazardous materials that are rarely
handled or disturbed, and generates no hazardous waste.
3. Describe Best Management Practices (BMPs) you use to reduce or eliminate illicit discharge of pollutants to the
storm sewer system.
This facility is remotely-monitored 24 hours per day by the Nextel Communications, Location Operations
Center (LOC). Personnel at the LOC are continuously monitoring a minimum of 32 different site functions such
as security, room air temperature and moisture, smoke, heat, and hydrogen gas detection. Any anomaly is
immediately reported to facility technician who is then dispatched to the site. Smoke and heat detector alarms
are immediately reported to the fire department via 911.
4. Describe underground storage tank and/or aboveground storage tank monitoring procedures
used to prevent an unauthorized release from occurring..
There are no USTS at this location
EMERGENCY RESPONSE PLAN
1. Provide a list of emergency response equipment designated for a hazardous materials emergency (e.g., fire
extinguishers, fire suppression systems, spill control equipment, shut-off switches, personal protective equipment,
decontamination equipment, and communication and alarm systems).

2. Describe pre-emergency arrangements with local fire departments, police departments, hospitals, contractors, and
other state and local emergency response agencies.
Any hazardous material release, or threatened release, is reported to the Facilities Engineer or alternate immediately,
and, if warranted, the appropriate emergency response agency. For conditions not requiring immediate attention or
action, the Facility Technician (FI') or alternate will determine the appropriate course of action. In incidents
involving a chemical discharge (Diesel Fuel, Battery Gel, or Fire Extinguishing Agent) an authorized contractor will
be dispatched to the site to perform clean-up, remediation and reactivation services as required. The Facility
Technician and LOC has on file all information concerning authorized agencies, emergency contractors, and
notification will be made as required.
3. The definition of a release or threatened release of a hazardous material includes incidents that pose an actual or
potential hazard to human health and safety, property or the environment. In the event of a hazardous materials
release or threatened release, state law requires immediate verbal notification to the agencies listed below.
a. Local Fire Department
b. County Environmental Health
c. State Office of Emergency Services (OES)
4. Describe procedures for notifying onsite emergency response personnel and outside agencies (e.g., Fire, Health,
Police, State OES) needed during hazardous materials emergencies.
This facility is unmanned, but is remotely monitored 24 hours per day by the Nextel Communications, Location
Operations Center (LOC) and on a routine maintenance schedule by a Field Technician 24 hours per day, seven days
a week, 365 days a year. Personnel at the LOC are continuously monitoring a minimum of 32 different site
functions such as security, room air temperature and moisture, smoke, heat, and hydrogen gas detection. Any
anomaly is immediately reported to Facility Technician who is then dispatched to the site. Smoke and heat detector
alarms are immediately reported to the fire department via 911. The Facility Technician, and/or Alternate, and/or
LOC will notify local fire, health, police and State OES as required.
5. Describe any security system or equipment that could impede site access by emergency responders.
Standard door locks with dead bolts.
6. Describe procedures for notification and evacuation of visitors and employees during hazardous materials
emergencies. Primary and alternate evacuation routes and assembly areas must be clearly identified on the site map.
Emergency Procedures:
Facility Technician (Emergency Coordinator) or Alternate Responsibilities:
1. Whenever there is an imminent or actual emergency situation such as an explosion, fire,
or release, the Facility Technician or Alternate shall:
a. Identify the character, exact source, amount, and area extent of any released hazardous
materials.
b. Assess possible hazards to human health or the environment that may result from the
spill, explosion, fire, or release.
c. Activate internal facility alarms or communications systems, where applicable, to notify
the LOC and all personnel on the General Information Phone List.
d. Notify appropriate local authorities (i.e. call 911).
e. Notify the State Office of Emergency Services at 1-800-852-7550.
f. Inspect and monitor for leaks, pressure build-up, gas generation, or ruptures in valves,
pipes, or other equipment shut down in response to the incident.
g. Take all reasonable measures necessary to ensure that fires, explosions, and releases do
not occur, recur, or spread to other areas of the facility.
h. Assign emergency (Documentation, Public Relations, Technical Assistance, etc.) duties
to all available personnel as required.
Facility Technician (Emergency Coordinator)
1. Whenever there is an imminent or actual emergency situation such as an explosion, fire,
or release, the Facility Technician or Alternate shall:
a. On minor incidents, the Facility Technician will perform clean-up and remediation
services with the materials provided in the Emergency Action Kit as required.
b. On major incidents, the Facility Technician will provide site entry assistance and
technical advice to the Fire Department and authorized clean-up and remediation
C'ontractors as required.
Site Control and Evacuation Plan:
1. The Facility Technician (FT) or alternate will implement site control and evacuation
procedures for all personnel as required. The owner and tenants in the building may also
have to be notified as required.
a. The following alarm signals will be used to begin site control of the facility as
required:

· Nextel 2-Way Radios - At all times staff is equipped with 2-Way Radios.
· The Facility Technician will immediately contact the LOC, Facility Engineer
or alternate. The Facility Technician will contact the Fire Department, clean-
up and remediation contractors, and other regulatory agencies as required.
The Facility Technician will proceed to the predetermined meeting location
and wait for the Fire Department to arrive.
2. When the Fire Department arrives at the site, they shall manage the emergency from that
time forward. The Facility Technician will stay onsite and provide technical assistance,
site control, and access to the facility.
3. Once the Fire Department has notified the Facility Technician and authorized re-entry in
the building. The Facility Technician will notify Nextel personnel on the clean-up,
remediation, and re-entry procedures into the facility.
Arrangements With Emergency Responders:
A Facility Technician will be made available at a predetermined location for site entry assistance and technical
advice. Authorized contractors will be available for clean-up, remediation, and reactivation services on an as needed
basis."
7. Describe mitigation or clean-up procedures to be implemented by onsite personnel in the event of a release,
threatened release, fire or explosion involving hazardous materials. Indicate if the business has an onsite emergency
response team (ERT) and if so, describe how the ERT will interact with outside emergency response agencies if
additional assistance is required.
Post-Incident Clean-up Procedures
1. Before facility operations are resumed in areas of the facility affected by the incident, the
Facility Technician shall:
a. Provide for proper storage and disposal of recovered waste, contaminated soil or surface water,
or any other material that results from an explosion, fire, or release at the facility.
b. Ensure that no material that is incompatible with the released material is transferred, stored, or'
disposed of in areas of the facility affected by the incident until cleanup procedures are
completed.
c. Ensure that all emergency equipment is cleaned, fit for it's intended use, and available for use.
d. Notify the California Environmental Protection Agency's Department of Toxic Substances
Control, the Hazardous Materials Compliance Division, and the local fire departments
hazardous materials program that the facility is in compliance with requirements above.
8. Describe procedures for immediate inspection, isolation, and shutdown of equipment or
systems that may be involved in a hazardous materials release or threatened release..
Post-Incident Reporting/Recording:
1. The Facility Technician and the LOC staff should meet and evaluate the incident. An
incident report should be developed and submitted to the Facility Manager, Facility
Engineer and the Nextel corporate Safety Office.
2. The time, date, and details of any hazardous materials incident that requires
implementation of this plan shall be noted in the facilities maintenance log.
3. Within 15 days of any hazardous materials emergency incident or threatened hazardous
materials emergency incident which triggers implementation of this plan, a written
.... Emergency Incident Report, including, but not limited to a description of the incident and
the facilities response to the incident, must be submitted to the California Environmental
Protection Agencies Department of Toxic Substances Control, the Hazardous Materials
Compliance Division, and the local fire departments hazardous materials program. The
report shall include:
a. Name, address, and telephone number of the facilities owner/operator;
b. Name, address, and telephone number of the facility;
c. Date, time, and type of incident (e.g. fire, spill, explosion, etc.);
d. Name and quantity of material(s) involved;
e. The extent of injuries, if any;
f. An assessment of actual or potential hazards to human health or the environment,.
where this is applicable;
g. Estimated quantity and disposition of recovered material that resulted from the
incident;
h. Cause(s) of the incident;
i. Actions taken in response to the incident; Administrative or engineering controls
designed to prevent such incidents in the future.
EMPLOYEE TRAINING PLAN
All employees must partibiPhte in an on-going training program that addresses proper hazardOus materials handling
and emergency response procedures. New hires must receive initial training and existing employees must receive
annual "refresher" training.
1. Describe employee training as it pertains to the following:
a. Safe handling and management of hazardous materials or waste
ALL field technicians and Nextel Communications contractors are additionally trained in
the following:
· Safe methods for handling and storage of hazardous materials.
· Not attempt mitigation of releases other than very small ones. Spill procedures/emergency
procedures.
· Specific hazard(s) of each chemical to which they may be exposed, including routes of
exposure (i.e. inhalation, ingestion, etc.).
· Hazardous Waste Handlers/Managers are trained in all aspects of hazardous waste
management specific to their job duties (e.g. container accumulation time requirements,
labeling requirements, storage area inspection requirements, manifesting requirements, etc.).
b. Notification and evacuation of facility personnel and visitors
All field technicians and Nextel Communications contractors are trained in the following
procedures:
There are few persons who have reason to visit this facility. It is not accessible to the general
public and only personnel who have been issued keys have access to the areas with any potential
chemical hazards. All personnel that have access to this facility are trained in all of the Hazard
Communication and First Responder requirements and they are instructed as follows:
· Evacuation/re-entry procedures & assembly point locations
· First Responder Awareness Level Training.
· Take the Emergency Plan, exit and secure the facility.
· Facility site control and evacuation drills, which are conducted annually or when a facility
evacuation operation, policy, or procedure is modified in the Emergency
Response/Contingency Plan.
c. Notification of local emergency responders and other agencies
All field technicians and Nextel Communications contractors are trained in the following
procedures:
· Take the Emergency Plan, exit and secure the facility.
· First Responder Awareness Level Training.
· External emergency response organization notification
· Refer to this Hazardous Materials Disclosure Information and Business Emergency Plan for'
assistance.
· Report any problems that they may observe.
· Report any release of chemicals to the NC immediately. '
d. Use and maintenance of emergency response equipment
All field technicians and Nextel Communications contractors are trained in the following
procedures:
· Proper use of personal protective equipment
· Location(s) and proper use of fire and spill control equipment..
e. Implementation of emergency response procedures
All field technicians and Nextel Communications contractors Personnel are trained in the
following procedures:
· Emergency response drills, which are conducted at least annually or when an emergency
response operation, policy, or procedure is modified in the Emergency
Response/Contingency Plan.
· Facility site control and evacuation drills, which are conducted annually or when a facility
evacuation operation, policy, or procedure is modified in the Emergency

· Batteries will be removed by NorCal Battery and reused at other locations, or recycled.
