1.0 INTRODUCTION
This report presents the results of a preliminary soil investigation performed by Advanced
Environmental
Concepts, Inc. (AEC) beneath underground storage tanks and dispensers located at 831 34~h Street on April
5, 2000. The purpose of this project is to evaluate whether petroleum hydrocarbons have leaked from either
one 12,000-gallon underground gasoline storage tank (UST), one 10,000-gallon gasoline UST, and six
associated fuel dispenser locations beneath the adjacent fueling canopy. This tank removal project also
included one 280-gallon waste oil UST, located beneath the driveway area south of the service garage. The
objective was to assess the soil beneath the storage tanks and dispenser locations for gasoline-range
petroleum hydrocarbons, volatile organic compounds, and total lead following the excavation and removal of
each gasoline tank. Soil beneath the waste oil UST was assessed for the presence of chlorinated solvents
and California CAM 17 metals, in accordance with the analytical requirements of the Bakersfield Fire
Department. The tanks were located at 831 34'h Street in the City of Bakersfield, California (Figure 1).
Tank removal procedures were performed under the supervision of the City of Bakersfield Fire Department,
Hazardous Materials Department (BFD). Mr. Steve Underwood, Bakersfield Fire Department, witnessed the
tank removal and soil sampling procedures.
This report includes background information regarding existing site characteristics, local geology and
hydrology, tank removal procedures, sample collection procedures, analytical results, and related conclusions
and recommendations. Report appendices contain Tank Removal Permit(s) (Appendix A), Uniform
Hazardous Waste Manifest (Appendix B), Tank Tracking and Disposition Documents (Appendix C), Soil
Compaction Certificates (Appendix D) and Laboratory Reports/Chain-of-Custody Documents (Appendix E).
2.0 BACKGROUND
All three UST's located at the Bakersfield Auto Repair facility were manufactured in 1959 and 1960, as
evidenced by metal Underwriter's Laboratory (UL) placards removed from the tanks and collected by the
Bakersfield Fire Department representative. The facility was constructed as a full service retail gasoline
station and garage in 1960 and originally opened in 1961. All three UST's were permanently removed from
service in 1974, when the gasoline station was closed. The facility has been operated as a small automotive
garage in the years since the closure of the station. No gasoline sales occurred after 1974. Based on the

soil samples collected during this project.
Mr. Frank Nikolaus and Kern Construction Company provided the following tank removal services during the
course of this project on behalf of Mrs. Arden Kay Smith, owner of the property:

I · Decontaminate tank interiors with a high-pressure washer and collect, transport, and dispose
of the rinseates generated during the tank cleaning process;
I · Inert the tanks prior to removal using solid Carbon Dioxide (dry ice);
· Remove the tanks from the excavations and transport to an approved metal recycling facility;
I · Backfill and compact the excavations and provide Certificate of Compaction;
I Kern Construction Company retained Advanced Environmental Concepts, Inc. (AEC) to perform the
following phases of the UST removal project:
· Provide qualified personnel to collect representative soil samples in accordance with
I Bakersfield Fire Department regulations;
· Perform required analytical testing of soil samples by a State of California certified analytical
I laboratory and interpret analysis results;
· Summarize these procedures in the form of a "Tank Closure Report".

3.0 PHYSICAL CHARACTERISTICS
I 3,1 Site Description
i The property is located at 831 34th Street in Bakersfield, California. Two separate UST
emplacements were located at the site. One 280-gallon waste oil tank was located beneath asphalt
pavement in the driveway adjacent to the south side of the garage. One 10,000 and one 12,000
gallon gasoline UST's were located beneath the asphalt driveway area between the service bay
I entrances and a dispenser island canopy. Three islands containing two dispenser locations each are
located adjacent to 34th Street, in the northern area of the property. The dispenser canopy is now
equipped with two aboveground hydraulic lifts and used as an automotive repair area.
I 3.2 Site Hydrogeology
I The subject property is located in the southeastern end of the San Joaquin Valley where the Sierra
Nevada, Great Valley, and Coastal Range physiographic provinces meet. The southern end of the
Sierra Nevada province is composed of a massive block of igneous and metamorphic rock of
I Mesozoic age and older. This Sierran block, 40 to 100 miles wide and 400 miles long, slopes five to
seven degrees beneath the San Joaquin Valley. The Coastal Range province on the west consists
of tectonically deformed and fractured marine and non-marine sedimentary rocks of Jurassic,
Cretaceous, and Tertiary age which dip eastward beneath the San Joaquin Vailey. The Great Valley
I province is a broad asymmetrical synclinal trough, which is known as the Sacramento in the
Valley
north and the San Joaquin Valley in the south..Beneath the southern San Joaquin Valley floor, the
Sierran plutonic and metamorphic rock is overlain by consolidated marine rocks of Jurassic and
I Cretaceous age. These rocks are overlain by continental marine and non-marine sedimentary rocks
of Tertiary age. These continental deposits are consolidated to semi-consolidated, fossilferous
sandstone, siltstone, and shale which thicken toward the south and west. The Tertiary rocks are
overlain by unconsolidated continental deposits consisting of Pliocene to Holocene river and lake

sediments of gravel, sand, silt, and clay. Surface features of the floor of the San Joaquin Valley
consist of dissected uplands, alluvial fans, overflow areas, and lake bottoms. Dissected uplands lie
between the mountains and the nearly flat Valley floor and are manifest in Iow lying hills through which
perennial and intermittent streams flow. These features consist of reworked older alluvium. The
alluvial fans are the sites of active stream deposition of sand and silts derived from the Sierra Nevada
and the dissected uplands. The overflow lands and lake bottoms lie in the central part of the Valley
where silt and clay accumulate in quiet lake and marsh environments.
The Central Valley of California is underlain by a broad and deep hydrogeologic unit consisting of soil
and rock of varying porosity and permeability. Physical dimensions are approximately 50 miles wide
at the widest point in the Valley, 400 miles long, and as much as 2,000 feet deep. Recharge to
regional aquifers consists of infiltration of seasonal precipitation and percolation of surface waters.
The Valley aquifer of greatest storage, highest quality, and greatest accessibility for domestic and
agricultural use consists of the alluvial and lacustrine continental deposits extending to depths of
1,500 to 2,000 feet beneath the San Joaquin Valley floor. Lithology andhydraulic properties of these
sediments are largely the product of the sediment source and the depositional environment. These
sediments range in size from clays to boulders and include all mixtures between the extremes. Those
of the west side of the Valley are derived largely from the Coastal Ranges, which tend to consist of
shales and fine sandstones with limited permeability. The east side sediments are derived mainly
from granitic materials of the Sierra Nevada which are generally coarser and much more permeable.
The majority of groundwater pumped from beneath the Valley floor occurs within unconsolidated
continental deposits. The groundwater flow direction (gradient) beneath the site is estimated to be
toward the northwest. Using data published by the Kern County Water Agency, depth to first
unconfined groundwater is estimated range between 100 and 150-feet below grade level (BGL)
beneath the site area.
The Bakersfield Auto Repair facility is located in Section 19, Township 29 South, Range 27 East, of
the Mount Diablo Base & Meridian System (M.D.B.&M.) The site is constructed on flat terrain with
an average surface elevation of approximately 408-feet above mean sea level (MSL). The property
is underlain by alluvial fan deposits created from sediments transported and deposited by tributaries
of the Kern River prior to construction of drainage control and irrigation water distribution networks
of man-made ditches, sloughs, and canals.
3.3 Soil Profile
Soil within the excavations consisted of poorly graded, moist, silt (ML) from just below the asphalt to
approximately 10 feet below grade level (BGL). At 10 feet, an unconformity was encountered and the
soil profile abruptly changed to a poorly-graded medium-to-coarse grained granitic and micaceous
quartz sand (SP) typically identified as "Kern River Sand". The sand horizon extended to the total
depth of the sample excavations (16 feet BGL).
4.0 TANK REMOVAL PROCEDURES
Kern Construction Company performed the excavation of the three UST's located at the site on April 4 and
5, 2000. The two gasoline UST'S were oriented in an east-to-west direction. The top and sides of the UST's
were uncovered and the fluid remaining within each tank was removed using a truck-mounted vacuum
pumping unit. Each tank was then triple rinsed and the rinseate generated during the cleaning was vacuumed
into the vacuum truck for offsite removal. No significant volume of visually stained soil was observed adjacent

Itruck for offsite removal. No significant volume of viSually stained soil was observed adjacent to the top, sides,
or bottom of the tanks. After cleaning the interiors, the tanks were then inerted with 22-pounds of dry ice per
1000-gallons of capacity.
I The Hazardous Materials Unit of the City of Bakersfield Fire Department, represented by Mr. Steve Underwood,
monitored theoxygen concentration and lower explosive limit (LEL) within each cleaned tank using a Gastech
i LEL meter and approved the removal of the underground storage tanks at 1:00pm on April 5, 2000. The tanks
were removed from the excavation using a large-capacity crane, and transported to Golden State Metal
Recycling Inc., located in Bakersfield, California, for recycling as scrap metal. The liquid waste and rinseate
removed from the UST's was transported for disposal to DeMenno Kerdoon, located in Compton, California,
I under Uniform Hazardous Waste Manifest ~99184699.
4.1 Soil Sample Location and Collection Procedures
I A total of 22 individual soil samples were collected at the subject site as part of the UST removal
procedures. These samples include 2 samples from beneath each former dispenser location, at
i depths of 2 and 6 feet BGL. Samples were taken from 2 and 6 feet beneath each end of the gasoline
tanks and from beneath the center of the waste oil tank. The central area of the 12,000-gallon
gasoline UST was not sampled because of access limitations and worker safety considerations. No
visual indications of contaminants were observed during the UST removal procedures and soil sample
I collection procedures.
All sample collection locations and procedures were conducted in accordance with UST removal
i permit requirements of the Bakersfield Fire Department. The following protocol was observed during
sampling procedures:
· A backhoe was used to excavate a representative sample of native soil from beneath each of the
I three UST's, and bring the samples to surface grade for collection. Samples collected from beneath
the former dispenser locations were retrieved using a hand auger. The hand auger was
decontaminated in a solution of Alconox (phosphate-free detergent) and double rinsed between boring
locations and prior to each sampling event;
I .Weadng clean latex sampling gloves, a qualified AEC representative pushed a clean brass sleeve into
an undisturbed porlion of the soil within the backhoe bucket, leaving no head space within the sleeve;

ethylbenzene, and total xylenes). Based on the fact that retail gasoline sales at the subject property was
I discontinued in 1974, no analysis for Methyl Tertiary Butyl Ether (MTBE) or other oxygenated additives was
required as a condition of the removal permit. As a courtesy, MTBE analysis results were included within the
laboratory data provided to AEC by Zalco Laboratories, Inc. and are summarized along with the other
analytical results in the following tables. Samples collected from beneath the former Waste Oil UST were
I analyzed for purgeable halocarbons (including chlorinated solvents) and for Metals in accordance with Title
22 of the California Code of Regulations. Results of the laboratory analyses are summarized in Tables 1 -
3. The laboratory reports and chain of custody documents are presented in Appendix E of this report.
I Units of measurement presented in Table 1 are reported in milligrams per kilogram (mg/kg), equivalent to
parts per million (ppm), for total gasoline-range petroleum hydrocarbons (TPH-gas) and total lead. Units of

In the State of California, the classification of wastes and the establishment of cleanup levels for sites which
have been contaminated with toxic materials are based on the direct threat that these sites pose to public
health and to the beneficial uses of the waters of the State, as required by the Porter-Cologne Water Quality
Control Act. Criteria used in these classifications are established and administered by the Department of
Health Services (DHS), the State Water Resources Control Board, and the nine Regional Water Quality
Control Boards. Article 11 of the hazardous waste management regulations establishes waste classification
criteria in four areas - toxicity, ignitability, reactivity, and corrosivity. Waste meeting any of these criteria is
considered to be 'hazardous' by the DHS.
The toxicity criteria include acute oral, dermal, inhalation, fish toxicity, carcinogenicity, and compound-specific
toxicity. Of these categories, the compound-specific toxicity criteria for waste classification includes
concentration limits for a number of "persistent and bioaccumulative" toxic substances. These limits are
called Total Threshold Limit Concentrations (TTLC), expressed in mg/kg or parts per million, and Soluble
Threshold Limit Concentrations (STLC), expressed in mg/I. In the present waste classification system, a solid
waste is designated 'hazardous' if any of the total concentrations of toxic constituents equal or exceed the
TTLC, and/or any of the extractable concentrations of toxic constituents equal or exceed the STLC.
Laboratory analysis results for samples collected at the subject property do not indicate the presence of any
compounds in excess of TTLC concentrations.
The Waste Extraction Test (WET) is used to determine extractable concentrations of toxic constituents in a
waste. By design, the WET test method incorporates a ten-fold dilution (wt./vol.) of solid waste into the extract
solution. Because of this dilution factor, the concentration of solid material input into the WET represents one-
tenth of the concentration of toxic constituents present within the original solid. This ten-to-one relationship
is used to determine whether the WET, an additional laboratory procedure, is required, based on results of

Results of the laboratory analyses indicate the presence of trace concentrations of volatile organic compounds
beneath the former northern dispenser location at the easternmost fuel island. The concentrations are Iow

and not expected to extend more than a few feet vertically beneath the former pump island. Lead was present
within samples collected from beneath the northern dispensers in both the east and west fuel islands, the
southern dispenser in the east island, beneath both ends of the 10,000-gallon gasoline tank, and beneath the
west end of the 12,000-gallon gasoline tank.. The highest concentration of lead (120 pads per million) was
indicated beneath the south dispenser at the eastern fueling island, followed by 80 parts per million lead
beneath the northern dispenser in the westernmost island. Both of these samples exceed ten times the
Soluble Threshold Limit Concentration of 5.0 parts per million lead but do not exceed the Total Threshold
Limit
Concentration of 1,000 parts per million.
No detectable concentrations of purgeable halocarbons or concentrations of metals in excess of TTLC values
were indicated within the samples analyzed from beneath the former wast(~ oil storage tank.
6.0 CONCLUSIONS
· No significant concentrations of volatile organic compounds and no detectable concentrations of
gasoline-range petroleum hydrocarbons were indicated in the laboratory analytical results of samples
collected during this project.
· Total lead in concentrations exceeding 10 times the STLC, but substantially less than the TTLC
values established for lead, was indicated beneath two former dispenser locations.
7.0 RECOMMENDATIONS
Based on the continuing usage of the property as an automotive repair facility, depth to unconfined
groundwater in excess of 100 feet below grade level, and the concentrations of lead detected in soil beneath
the former UST and dispenser location less than established TTLC values, AEC recommends that the site
be granted closure without additional assessment requirements.
8.0 LIMITATIONS
This work has been performed in accordance with generally accepted tank removal and environmental
science and engineering practices. Conclusions and recommendations are based upon information collected
and compiled during the tank removal and data supplied by the Client. No other warranty, expressed or
implied, is given.
The soil samples for this project were obtained on a finite grid; hence, the laboratory results are indicative of
discrete samples and are not meant to be misconstrued as representative of unsampled areas.

Tests were performed by our engineering technician.
m Tire results of the tests taken within the tank backfill were 90% or above the maximttm density. The limit~ of our
testing were. defined by the contractor. This testing does not preclude the possibilit7 that the soil or fill may be

Re: Administrative Order to Pump Clarifier Located at 831 34th St.
Dear Mr. Bates:
On May 24'h, 2000, City staff inspected the 2-stage clarifier at your facility. The City Office of
Environmental Services requested that we verify the connection to your clarifier. A subsequent dye test
confirmed that your cladfier is connected to the City sewer system.
Based on the findings of this inspection we recommend the following actions to prevent any future
discharge violations:
1. Both stages of your clarifier shall be pumped by a licensed waste hauler.
2. Submit the waste hauler receipt to the City by July 31, 2000. Please note, you are required
to keep all waste hauler receipts on site for a minimum of 3 years.
3. Repair the broken effluent elbow located in the second stage of the clarifier.
4. Monitor the oil and sludge levels in your clarifier, and develop a routine pumping frequency.

considering closure of the 34"~ Street auto repair facility. As you can see, the results came in just under

On Wednesday, March 15, 2000, at 4:28 p.m., I arrived at 831 34th St. to investigate a report of
gasoline fumes coming from what was reported as properly-abandoned in-place tanks.
Observations:
When I arrived, the current tenant had already busted out and removed sand and concrete caps
from the dispensers, turbine area and fills.
I examined each of the fills, which were now accessible, and could see down approximately 2 fl.
I immediately smelled gasoline vapors during this check. I inserted my CGI probe, which is
approximately 5' long, down the fill tube and began monitoring. Tank fill (1) on the south side
had an LEL of 22%. Tank fill (2) on the north side had an LEL of 13% and when I removed the
probe there was free liquid, on the probe, which smelled of gasoline.
Using my CGI, I checked several other areas including the dispensers and turbine areas. I did not
register any vapors from those areas.
Conversation With Current Tenant:
When asked how this was discovered, Ken Bates, the current tenant told me he was running
some electrical conduit and broke open one of the concrete caps and the dispenser island and
immediately smelled strong vapor odors.
He then took it upon himself to dig out and break concrete on all dispensers, turbines and fills to
further substantiate his suspicions of gas in the tanks.
Prior to leaving, I instructed Mr. Bates not to do anymore digging and told him I would return on
Thursday morning at 8:00 a.m. I then left facility at 5:52 p.m., March 15, 2000.

I arrived at 831 34th Street to conclude my investigation concerning improper closure of (3)
U.S.T's.
I asked Bob Underwood for BC Enterprises to estimate size of tanks and confirm improper closure.
Observations:
With a 14' probe, it was determined that all (3) tanks were not filled with sand and, have not been
properly closed (even to 1984 standards).
Tank #1, approximate size 12,000 had approximately 3" of free product still in the tank.
Tank #2, approximate size 10,000 had approximately 1.5" of free product still in the tank.
Tank #3, approximately 250 gallons (waste oil) was approximately 1/3 full of waste oil and sludge.
There is also a clarifier pit which may also be connected to a pit (refer to waste water).
Conclusions:
It appears that all (3) tanks were made to cosmetically look like they were properly closed.
Findings indicate otherwise.
Will discuss with REH as to how to proceed.
