A RESOLUTION ADOPTING PINEWOOD LAKE DRIVE
AS AN OFFICIAL STREET NAME FOR PROPERTIES
CURRENTLY ADDRESSED AS 3500 AKERS ROAD,
NUMBERS 1 THROUGH 94, INCLUSIVE, AND
ASSIGNING OFFICIAL STREET ADDRESSES FOR
EACH INDIVIDUAL UNIT IN THE PROJECT LOCATED
AT THE SOUTHEAST CORNER OF AKERS ROAD AND
PLANZ ROAD.
WHEREAS, the Planning Commission of the City of Bakers-
field held a public hearing on April 18, 1991, on the proposed
street name adoption set forth below, notice of the time and
place of that hearing having been given at least ten (10) calendar
days before by publication in the Bakersfield Californian, a
local newspaper of general circulation; and
WHEREAS, the hearing concerned the adoption of Pinewood
Lake Drive as the official street name for that certain property
in the City currently referred to as 3500 Akers Road, numbers 1
through 94 and the adoption of the addresses for those properties
as listed in Exhibit "A"; and
WHEREAS, the proposed street name is on a private
street; and
WHEREAS, the proposed street naming and addressing
endorsed by the United States Postal Service and the 911
Emergency Response coordinator; and
WHEREAS, the above-described designation of Pinewood
Lake Drive as an official street name with addressing will not
result in any physical change in the environment and it is there-
fore determined that the proposal is not a project as defined by
California Environmental Quality (CEQA) and it is exempted from
the requirements of CEQA through the general rule provisions
(CEQA Guidelines Section 15061b(3)); and
WHEREAS, the Planning Commission, at the conclusion of
the above-referenced hearing on April 18, 1991, adopted its
Resolution No. 11-91, recommending adoption of the proposed
street name and addresses described above.
NOW, THEREFORE, BE IT RESOLVED as follows:

and correct.

RESOLUTION NO. 11-91
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF BAKERSFIELD MAKING FINDINGS AND
APPROVING PINEWOOD LAKE DRIVE AS AN OFFICIAL
STREET NAME AND ASSIGNING OFFICIAL STREET
ADDRESSES OF THAT CERTAIN PROPERTY LOCATED ON
THE SOUTHEAST CORNER OF AKERS ROAD AND PLANZ
ROAD AND TRANSMITTING REPORT TO THE CITY
COUNCIL.
WHEREAS, PINEWOOD LAKE HOMEOWNERS ASSOCIATION filed a written
application requesting the adoption of Pinewood Lake Drive as an
official street name, and the assigning of official addresses to
residences on the proposed Pinewood Lake Drive on that certain
property in the City of Bakersfield officially referred to as Akers
Road ~'s 1 through 94.
and
WHEREAS, the Planning Commission, through its Secretary did
set February 21, 1991 at the hour of 5:30 p.m., in the Council
Chamber of City Hall, 1501 Truxtun Avenue, Bakersfield, California,
as the time and place for a public hearing before said Planning
Commission on said application, and notice of the public hearing
was given to all property owners of record;
and
Whereas, said public hearing was continued to the Planning
Commission meeting of April 18, 1991;
and
WHEREAS, at the April 18, 1991 Planning Commission meeting the
applicant provided a petition or letters from 74% of the property
owners in support of the adoption of the official street name and
addressing;
and
WHEREAS, the proposed street name is on a private street;
and
WHEREAS, the proposed street naming and addressing was
endorsed by the United States Postal Service and the 911 Emergency
Response coordinator;
and
WHEREAS, The Planning Director recommended approval of the
street name adoption and addressing;
and
WHEREAS, the described designation of Pinewood Lake Drive as
an official street name with addressing is exempt from the
California Environmental Quality Act through the general rule
provisions (CEQA Guidelines Section 15061b(3));
NOW THEREFORE BE IT RESOLVED by the Planning Commission of the
City of Bakersfield, that the official street name of Pinewood Lake
Drive be adopted and addresses be assigned in accordance with the
attached EXHIBIT A, be recommended for approval by the council of
the City of Bakersfield.

On a motion by Commissioner Powers and seconded by
Commissioner Anderson, Commission approved the foregoing by the
following roll call vote:
AYES: Commissioners, Messnet, Bjorn, Frapwell, Anderson,
Powers, Rosenlieb
NOES: None
ABSENT: Commissioner Cohn
ABSTAINED: Commissioner Marino

REQUEST BY RESIDENTS TO CHANGE THE ADDRESS FOR RESIDENCES LOCATED AT
3500 AKERS ROAD (PINEWOOD LAKE) TO APPROVE PINEWOOD LAKE DRIVE AS AN
OFFICIAL STREET NAME AND ADDRESS THE HOMES FRONTING IT
Commissioner Marino declared a conflict due to the fact that he con-
flicted out at the last hearing on this item.
Subject property is located on the southeast corner of Akers Road and
Planz Road, zoned R-1 and R-2.
The homeowners association submitted a peitition from the residents of
the development requesting the address change.
Public hearing was opened.
Ms. JoAnn Moore resident/owner of Pinewood Lake spoke on behalf of and
for the request to change the address.
Mr. Les Cofer resident of Pinewood Lake spoke in favor of the request
for address change.
There being no others wishing to speak, public hearing was closed.
Motion was made by Commissioner Powers to approve the street name
"Pinewood Lakes Drive" for the private circular street and to re-
address the residences within the project as described in Exhibit of
the staff report. Motion was seconded by Commissioner Anderson, and
carried.

Commissioner Marino declared a conflict of interest. His employer owns
property within 300 feet of subject property.
This hearing was continued from the March 21st meeting so that the
property owners tc the west of the proposed zone change could work out
a suitable arrangement with regard to zoning on their property.
Public hearing was opened.
Mr. Fred Porter with Porter-Robertson Engineering represented Center
Cal-Heinsley Development. Mr. Porter commented they haVe been unable
to work out the details of their plan and requested this hearing be
postponed for an least one month.
